ThepresentConstitutioncameintoforcein1982andunderwentfouramendmentsin1988,1993,1999and2004.Ithasbeen14yearssincethelastamendment.ToimproveanddevelopsocialismwithChinesecharacteristicsinthenewera,the13thNPCdiscussedandvotedonnewconstitutionalamendment.

Newanti-corruption（反腐败）model

AsimilarguidelinewasannouncedbytheeducationdepartmentinHeilongjiangprovinceonFeb24.SincethenewsemesterbeganinMarch,studentsfromallprimaryandjuniorhighschoolsintheprovincehavebeenrequiredtoarriveatschoolnoearlierthan8am.Andseniorhighschoolstudentsarenowrequiredtoarriveatschoolnoearlierthan7:

Thesechangesareaimedatmakingsurestudentsgetadequate（足够的）sleepandenoughtimeforbreakfast.Beforetheguidelinewaspublished,manyprimaryschoolstudentsinZhejiangwererequiredtoarriveatschoolasearlyas7or7:
