Historicapproachestorainforestconservationhavefailed,asshownbytheincreasedrateofdeforestation.Inmanyregions,closingoffforestsasuntouchableparksandreserveshasneitherimprovedthequalityoflivingoreconomicopportunitiesfortheruralpoor,norstoppedforestclearingbyillegalwoodcuttersanddevelopers.

Theproblemwiththistraditionalapproachtopreservingwildlandsindevelopingcountriesisthatitfailstodeveloppropereconomicmotivesforpreservingtheforest.Localpeopleandthegovernmentitselfmustseefinancialreturnstoprovethecostsofmaintainingparksfromeconomicactivities.
