∙centralizedvoicemailsystemthatcanbeusedtransparentlybyalllocations,

∙theabilityforalllocationstoappeartobepartofasinglephonesystem,

∙theabilityforuserstoseamlesslyaccessconvergedvoiceservicesfromalllocations,

∙mobilitysupportfortheuseofwirelessIPphoneswithintheofficespace,

∙andsupportforvariousindustry-standardvoicecodecsthatwillenablethesystemtosupportcodecsthatcanworkwithinabandwidthrangeof24kbpsto64kbps.

Theequipmentshallbenewmodelsandincurrentproduction.Reconditioned,remanufactured,demomodelsshallnotbeaccepted.

2SCOPEOFSERVICES

Allbiddocumentsmustrespondtoeachandeveryfeatureandidentifywhethertheycomplyordon’tcomplyandidentifyanyandallexceptions.Formatoftheproposalsshallfollowtheformatasprovidedbelow.Incompletesubmissionswillnotbevalidresponses.

Theunifiedcommunicationssystemwillconsistof5subsystems:

∙TheIPPABXforcallcontrol

∙Voicemailservice

∙ThevoicegatewayforconnectionstootherserviceprovidernetworksusingIPandTDMconnectivity

∙IPphoneswithdisplaysfordirectoryservices,messagealerts,time/date,andanyotherrelevantfeatures.TheIPphonesmusthavehandsfreecapabilities.

∙Networkinfrastructurethatcansupportmultimediacommunication.Thiswillincludeswitches,routers,firewalls,racks,patchpanels,UPSpowersupply,anddatacabling.

TheIPPABXandvoicemailservicecanbeintegratedintoasinglehardwareplatform,orcanbebuiltondifferenthardwareplatforms.Thevoicegatewayshouldpreferablybeonaseparaterouterplatformthatiscapableofintegratingvoiceanddataservices,howeverifitisasolutionisprovidedwherethevoicegatewayisintegratedwiththeIPPABX,thesolutionmustdemonstrateequivalentperformanceandfeatureconformitywiththespecificationscontainedinthebidspecifications.

Thebiddershouldbeabletodemonstratetheabilitytoinstallandsupportthespecifiedunifiedconvergencesystemthroughacombinationoftheinitiativesbelow:

∙Presentationofdocumentationindicatingmanufacturer’s,reseller’s,ordistributorshipauthorization.

∙Presentationofdocumentsindicatingsupportforfullguaranteeandwarranty.

∙Demonstrationofhavinginstalledandsupportedasimilarworkingsystembefore,

∙Presentationofanyvendorequipmentcertification,accreditationortrainingreceivedbythebiddingcompanyorbiddingcompany’stechnicalstaff.

Theproposedsolutionmustnothaveanynegativeimpactoncurrentdataconnectivitybetweenthevariouslocations.

AnyLocalAreaNetworking(LAN)orWideAreaNetwork(WAN)connectivityrequirementsthatwillrequiretheprocurementofequipmentormaterialssuchasrouters,switches,sessionbordercontrollers(SBCs),servers,cables,UPS,racks,orpatchpanelsshouldbetakenintoconsiderationandincludedinthebiddocument.

2.2SystemRequirements

2.2.1IPPABXService

TheIPPABXsystemshouldberedundantandabletosupport500,withappropriatelicensing.Itshouldbeeasilyscalableto800userswiththeacquisitionofnewlicensesbutwithoutanychangeinhardware.

RequiredFeatures:

∙Abilitytofunctionasapartofanetworkwithacentralizedvoicemailsystem,includingtheabilitytonotifyusersofnewmessagesontheuserphonelightsateachsite.

∙Abilitytosupportuserdirectoryservices.TheIPPABXshouldbeabletoimportuserdirectoryinformationfromindustrystandarddirectorysystems,suchasMicrosoftActiveDirectoryorNovellGroupware.ThereshouldbesupportforimportingofMicrosoftActiveDirectoryinformationasaminimum.

∙AbilitytosupportautomatedattendantusingInteractiveVoiceResponses(IVR).Theautoattendantfeatureshouldbeconfigurableandhavevoicerecordingandplaybackfeatures.

∙Abilitytoutilizeallvoicemailfeaturesamongallusersindependentofeachuser’slocation

∙Four-digitdiallingtoallsitesinternaltothenetwork.

∙Abilitytotransfercallstransparentlytoanylocationonoroutsidethenetwork.

∙Abilitytoadministerallsystemsfromone,orany,locationusingagraphicaluserinterface,withawebinterfaceasaminimumforadministrationaccess.

∙Allowvariouslevelsofcallingprivilegessuchaslongdistanceandinternationalcalls,forexample,tobeprogrammablebyextension.

∙Abilitytohaveaminimumof3insideoroutsidecallersincludedinaconferencecall.Thesystemshouldsupportaminimumof10simultaneousconferencecalls.

∙Abilitytoauthenticateandauthorizeusersinordertogivethemaccesstosystemservices.Usersshouldbeabletologintoanyuserterminalandaccessthesamesetofsystemservices.

∙Abilitytodistinguishbetweeninternalandexternalcalls,whenacallistransferred,orforwarded,fromonesystemtoanother.

∙Abilitytosupportdirect-inward-dialing(DID)anddirect-outward-dialing(DOD).

∙Abilitytosupportsoftwareandhardwarephones.Thesystemshouldalsosupportwirelessphonesformobileusers.

∙SupportforIPandTDMcallcontrolsignallingprotocolswhichmustincludeISDN,SIP,H.323,andMGCP,asamimimumandanyotherrequiredprotocolforinterworkingwithexistinglegacyPSTNnetworks.

∙AbilitytointerconnectwithpublictelecomserviceprovidersusingIPandTDMtrunkconnectivity.TheTDMconnectivityinterfaceshouldbeabletosupport4E1trunks(upgradeableto8)andaminimumof8analogFXS/FXOphonelines(upgradeableto12).ThesupportedIPsignallingprotocolsshouldbeSIP,H.323andMGCP.

∙Abilitytoachieveunifiedmessaging,usingemailintegration,asalaterphase,withoutchangeinhardware.

∙Abilitytoprovidecallaccountingrecordsbasedonindividualusers,groupsofusers,callednumbers,timeanddateofcalling,andcallstospecificorgoupeddestinations,suchnational,internationalorspecificexternalPSTN/GSMserviceproviders.Thecallaccountingreportingsystemshouldbeabletogeneratereportsforindividualusersorgroupsofusers,basedonusagepatterns,andexceededusagethresholds.

∙Abilitytoallowanyuser,fromanylocation,toplacepublicemergencyservicescallsforfree,usingthe997,999or112line.

∙TheIPPABXsystemshouldhaveabackupandrecoveryabilitiesthatallowrestorationtowithin24hoursofthepreviousoperatingstate.

∙TheIPPABXshouldhavetheabilitytogenerate,storeanddeliveralarmlogsforthesystemenvironment,resources,configurationchanges,andfailedevents.

TheminimumcallsessionfeaturesthatshouldbeprovidedbytheIPPABXarelistedinthetablebelow.

2.2.2VoiceMailSystem

Thereshouldbeavoicemailsystemthatwillbeintegratedwiththeunifiedcommunicationssystemanditshouldprovide500oftheIPPABXwithvoicemailservices,throughappropriatelicensing.Thesystemshouldbescalableto800users,withadditionallicenses,butwithoutchangeofhardware.

∙Graphicalusermanagementwithwebmanagementinterfaceasaminimum

∙Userrecordable/configurableresponses.

∙Abilitytoidentifycallerswholeftvoicemessages.

∙Abilitytoretrievepreviouslyaccessedmessages.

∙Abilitytointegratewithanemailmessagingsysteminfuturewithoutchangeofhardware.

∙Usersmustberequiredtoenterapasswordtoaccesstheirvoicemailbox.

∙Providenotificationthatthelimitshavealmostbeenreachedinregardtothemaximumtotalnumberofminutesofmessagesthancanbestoredinasinglevoicemailbox.

∙Requireasystemadministratorpassword.

∙Abilityforthesystemadministratortoassigndefaultpasswordsforusers,andresetpasswordsforusersthathavebeenlockedoutoftheirmailboxes.

∙Abilitytostampeachnewmessagewithatime/date.

∙Abilitytoaccessvoicemailremotely.

∙Abilitytomodifyownpasswords.

∙Abilitytoeasilytransferacallerdirectlytoaninternalvoicemail. 

∙Thevoicemailshouldhavetheabilitytogenerate,storeanddeliveralarmlogsforthesystemenvironment,resources,configurationchanges,andfailedevents.
