-OperationDivisionconsistingofplantsandshops.

-AdministrationDivisionconsistingofallofficesanddepartments.

TheCamPhaThermalPowerPlant'

sstaffpersonnelisanticipatedasother300MWthermalpowerplants,withadditionalconsiderationoftheplantautomation.Theassumedspecificpersonnelfactorforcalculationoftheplantpersonnelis1.2headsperonemegawatt.

Theentireplantstaffpersonnelwillbe:

HeadoftheoperationdivisionisOperationalViceManagerwhoisresponsibleforthesafecontinuousproductionofthewholepowerplantfromtheplantcentralizedcontrolroom.Responsibilitycovers:

*Thepowerblock,electricalbuilding,waterdemineralizationplantareresponsibleforplantoperations.Operationalresponsibilitiesincludeensuringthesafeandcosteffectiveoperationoftheplant,achievingtheheatrate,availabilityandoutputcapacityobjectives,andrespondingtodispatchdirectives.Additionaloverallresponsibilitiesalsoincludedevelopinginputfortheannualplantandbudget,andpreparingroutinereports.

*Themaintenanceplantservesinthecapacityforpreventiveandcorrectivemaintenanceofallplantmechanicalequipment,includingturbine-generators,boilers,fans,pumps,heatexchangers,conveyors,compressor,crushers,dieselpoweredheavyequipment,pipingsystems,etc.,andfortroubleshootingandperformingrepairs.Responsibilitiesalsoincludemanagementofthemechanicalshop（s）,toolsandequipment,coordinatingthemaintenanceworkbeingperformedbythemechanicsandanyassignedplanttechnicians,andoverallqualityofmechanicalmaintenanceworkbeingperformed.Responsibilitiesalsoincludetrainingthemechanicsandweldersonmechanicalmaintenance.Additionaloverallresponsibilitiesalsoincludedevelopinginputfortheannualplanandbudget,andpreparingroutinereports.

*Theelectricalplantservesinthecapacityforpreventiveandcorrectivemaintenanceofallplantelectricalequipment,includingmotors,breakers,switchgear,relays,motorcontrolcenters,powerandcontrolwiring,maintenanceoftheDCSandPLCs,forcalibrationofplantinstrumentation,andfortroubleshootingandperformingrepairs.Responsibilitiesalsoincludemanagementoftheelectricalandinstrumentshop（s）,toolsandequipment,coordinatingthemaintenanceworkbeingperformedbythetechnicians,andoverallqualityofelectricalandinstrumentmaintenanceworkbeingperformed.

*TheFuel/Ashplantisresponsibleforunloadingcoalfromwagonsanddeliveringittothecoalsilosinausableform.Inadditionheisresponsiblefordisposingofallashgeneratedintotheashdisposalyard.Operationresponsibilitiesincludeensuringthesafeandcosteffectiveoperationofthecoaldeliverysystemandashdisposalequipment.Additionaloverallresponsibilitiesalsoincludedevelopinginputfortheannualplanandbudget,andpreparingroutinereports.

*Thewatertreatmentplantandchemicallaboratoryareresponsibleformanagingthewaterchemistry,effluentandfuelanalysistestingandinterpretationofanalysis.Thechemistisalsoresponsibleforcare,calibrationandmaintenanceofalllaboratoryequipment,limestonequality,CEMScalibration,scrubberperformance,chemicalhandling,trainingtheplantstaffonrecognizingwaterchemistryandeffluentproblems.

8.2Organizationofplantoperationandcontrol

Anadvancedstate-of-the-artcontrolsystemwillbefurnishedtoprovidecontrolandmonitoringthroughoutthepowerplantfromtheplantCentralControlRoom.ThiswillassistShiftEngineersandOperatorsinaccessinginformationofplantperformanceandequipmentconditionsandwillallowthemtocoordinateexactlythedecisionswiththeactionsduringtheirshifts,andtocoordinatetheplantoperationwiththeorderfromtheNationalDispatchCentre.TheCentralControlRoomwillprovidecontrolandmonitoringto:

∙Generatorhall,

∙Turbinehall,

∙Boilerhall,

∙AuxiliaryfacilitiessuchasFuelandLimestoneHandlingSystems,WaterDemineralizationplant,etc.,and

∙Entireplantoperation.

TheCentralControlRoomwillalsoprovidecontrolandmonitoringinemergencyandtroubleconditionsthatrequirecontrollingorassistance,suchasfireproblem,etc..

8.2.1OperationandMaintenanceOrganization

TheCamPhaThermalPowerPlantwillbeofanadvancedstandardizedcloseddesignandwillbefurnishedwithautomaticallyfunctionalequipment.Therefore,theorganizationoftheplantstaffpersonnelwillbesuchthataminimumheadcountandamaximumperformancewillbeachieved.

Theplantoperationpersonnelwillbeorganizedintofourgroups,workingonarotarythree-shift-a-daybasis.

TheMaintenanceplantswillundertaketomaintaintheplantequipmentingoodcondition,i.e.,theywillrepairandcorrectsmalltroubles,exceptforserioustroubleswhichwillrequireassistanceofexpertsfromtheElectricityofVietnam.

Allmaintenanceandrepairingactivitieswillmakecertaineffectsonthepowerplantoperationandperformance.Normally,itisconsideredaspartofthecoststhatshouldbeminimized.Agoodprepared,duemaintenanceprogramwhichwillprovideoptimumefficientrenewalsfortheplantequipmentwillberequired.

Themaintenanceprogramwilltakeintoaccountthetwofollowingparts:

a.PlannedMaintenance

Plannedmaintenancewillbeprogrammedandimplementedinaccordancewithrecommendationsoftheequipmentmanufacturers.Subjecttoconcreteplantsandequipmentpropermaintenanceprogramswillbesetforth.

Theinspectionsandmaintenanceswillbeimplementedonaprogrammedscheduleandwillcover:

Boiler:

-Burners,

-Burningring,pipesheetsandpressureparts,

-Coalfeedingsystem,

-Waterfeedingsystem,and

-Airsystem

Turbine-Generator

TheTurbine-Generatorwillbeisolatedfromtheservicingchainforinspectionandmaintenanceorreplacementofparts,etc..forthefinalpurposeofthebestachievableperformances.

ElectricalSystem

Maintenanceactivitieswillconsistofisolationofequipmentfromelectricalsources,replacementofpartsand/orlubricant,inspectionofinsulators,breakers,etc..

b.UnplannedMaintenance

UnplannedMaintenancewillincludedirectcostsincurredduringforcedoutages

8.2.2Maintenancetools,appliances,consumablesandspareparts

a.Maintenancetools,appliancesandconsumables

Allnecessarytools,appliancesandconsumablesrequiredformaintenanceoftheplantsandequipmentinaccordancewithapplicablecodesandstandardswillbeprovided.

b.Spareparts

Sparepartsprovidedwillbesubjecttotherecommendationsoftheplantsandequipmentmanufacturers.Thesparepartswillbedividedintotwogroups:

+CompulsorypartsarethosewhichwillbelistedbytheSupplier.Thesepartswillberequiredtoensurereliableandstableoperationduringthetwofirstyears.

+Optionalpartsarethosewhichwillberequiredtoreliableandstable,continuousoperationoftheplantduringfiveconsequentyears.

8.3OperationandMaintenancePersonnelTraining

TheContractorwillberesponsibleforprovisionofatrainingprogramforthepowerplantpersonnelbecausethe300MWunitwhichhassuperhighsteamparametersisofanewtechnologyandunfamiliartoVietnamese
