1、 For a scientific effective management of the plant, the plant staff personnel will be divided into two major Divisions, namely:- Operation Division consisting of plants and shops.- Administration Division consisting of all offices and departments.The Cam Pha Thermal Power Plant s staff personnel is

2、 anticipated as other 300MW thermal power plants, with additional consideration of the plant automation. The assumed specific personnel factor for calculation of the plant personnel is 1.2 heads per one megawatt.The entire plant staff personnel will be : 1.2 heads/MW x 300MW = 360 heads 1.2 heads/MW

3、 x 270MW = 324 headsa. Administration Division: includes- Technical and Technological Department- Material and Transport Department- Organization and Training Department- Planning Department- General Administrative Department- Services DepartmentTotal personnel staffs of the Administration Division

4、are: 0.25 heads/MW x 300MW/270 = 75/68 headsb. Operation Division:The operation divisions staff will be organized into four groups, each operating the plant for an eight-hour shift. The three-shift/four-group organization will allow for time off in rotation for each group.Head of the operation divis

Operational responsibilities include ensuring the safe and cost effective operation of the plant, achieving the heat rate, availability and output capac

9、ity objectives, and responding to dispatch directives. Additional overall responsibilities also include developing input for the annual plant and budget, and preparing routine reports. *The maintenance plant serves in the capacity for preventive and corrective maintenance of all plant mechanical equ

10、ipment, including turbine-generators, boilers, fans, pumps, heat exchangers, conveyors, compressor, crushers, diesel powered heavy equipment, piping systems, etc., and for trouble shooting and performing repairs. Responsibilities also include management of the mechanical shop（s）, tools and equipment

11、, coordinating the maintenance work being performed by the mechanics and any assigned plant technicians, and overall quality of mechanical maintenance work being performed. Responsibilities also include training the mechanics and welders on mechanical maintenance. Additional overall responsibilities

12、 also include developing input for the annual plan and budget, and preparing routine reports.*The electrical plant serves in the capacity for preventive and corrective maintenance of all plant electrical equipment, including motors, breakers, switchgear, relays, motor control centers, power and cont

13、rol wiring, maintenance of the DCS and PLCs, for calibration of plant instrumentation, and for troubleshooting and performing repairs. Responsibilities also include management of the electrical and instrument shop（s）, tools and equipment, coordinating the maintenance work being performed by the tech

14、nicians, and overall quality of electrical and instrument maintenance work being performed. *The Fuel/Ash plant is responsible for unloading coal from wagons and delivering it to the coal silos in a usable form. In addition he is responsible for disposing of all ash generated into the ash disposal y

15、ard. Operation responsibilities include ensuring the safe and cost effective operation of the coal delivery system and ash disposal equipment. Additional overall responsibilities also include developing input for the annual plan and budget, and preparing routine reports.*The water treatment plant an

16、d chemical laboratory are responsible for managing the water chemistry, effluent and fuel analysis testing and interpretation of analysis. The chemist is also responsible for care, calibration and maintenance of all laboratory equipment, limestone quality, CEMS calibration, scrubber performance, che

17、mical handling, training the plant staff on recognizing water chemistry and effluent problems.8.2 Organization of plant operation and controlAn advanced state-of-the-art control system will be furnished to provide control and monitoring throughout the power plant from the plant Central Control Room.

18、 This will assist Shift Engineers and Operators in accessing information of plant performance and equipment conditions and will allow them to coordinate exactly the decisions with the actions during their shifts, and to coordinate the plant operation with the order from the National Dispatch Centre.

19、 The Central Control Room will provide control and monitoring to:Generator hall,Turbine hall,Boiler hall,Auxiliary facilities such as Fuel and Limestone Handling Systems, Water Demineralization plant, etc., andEntire plant operation.The Central Control Room will also provide control and monitoring i

20、n emergency and trouble conditions that require controlling or assistance, such as fire problem, etc.8.2.1 Operation and Maintenance OrganizationThe Cam Pha Thermal Power Plant will be of an advanced standardized closed design and will be furnished with automatically functional equipment. Therefore,

21、 the organization of the plant staff personnel will be such that a minimum head count and a maximum performance will be achieved.The plant operation personnel will be organized into four groups, working on a rotary three-shift-a-day basis.The Maintenance plants will undertake to maintain the plant e

22、quipment in good condition, i.e., they will repair and correct small troubles, except for serious troubles which will require assistance of experts from the Electricity of Vietnam.All maintenance and repairing activities will make certain effects on the power plant operation and performance. Normall

23、y, it is considered as part of the costs that should be minimized. A good prepared, due maintenance program which will provide optimum efficient renewals for the plant equipment will be required.The maintenance program will take into account the two following parts:a. Planned Maintenance Planned mai

24、ntenance will be programmed and implemented in accordance with recommendations of the equipment manufacturers. Subject to concrete plants and equipment proper maintenance programs will be set forth. The inspections and maintenances will be implemented on a programmed schedule and will cover:Boiler:-

25、 Burners, - Burning ring, pipesheets and pressure parts,- Coal feeding system,- Water feeding system, and - Air system Turbine-Generator The Turbine-Generator will be isolated from the servicing chain for inspection and maintenance or replacement of parts, etc. for the final purpose of the best achi

26、evable performances.Electrical SystemMaintenance activities will consist of isolation of equipment from electrical sources, replacement of parts and/or lubricant, inspection of insulators, breakers, etc.b. Unplanned MaintenanceUnplanned Maintenance will include direct costs incurred during forced ou

The spare parts will be divided into two groups:+ Compulsory parts are those which will be listed by the Supplier. These parts will be required to ensure reliable and stable operation during the

29、two first years.+ Optional parts are those which will be required to reliable and stable, continuous operation of the plant during five consequent years.8.3 Operation and Maintenance Personnel TrainingThe Contractor will be responsible for provision of a training program for the power plant personnel because the 300 MW unit which has super high steam parameters is of a new technology and unfamiliar to Vietnamese
