Theplanofmeasuresforenvironmentalprotectionhasbeendevelopedtodetermineconsequencesoftheplannedeconomicandotheractivityforenvironment,includinghealthandsafetyofpeople,atmosphericair,watersources,floraandfauna,subsoil,soils,alandscape,cultural-historicalandnaturalmonumentsandothermaterialobjects,interrelationbetweenthesefactors,andalsoworkingoutrecommendationsonenvironmentimprovement,preventionofdestruction,degradation,damageofecologicalsystemsandnaturalresources.

2.ConstructioncampwillbesetupatKm665+500,50mapartfromthenewroad,withthelengthof383m,thewidthof360m,andthegrossareaof10acres.ThelivingcampwillbebuiltatKm660+240,420mapartfromthenewroad,andthestorageareaforroadconstructionmachinerieswillbeplaced200mapartfromthelivingcamp,concretemixingplantandtankwillbesetup150mapartfromthelivingcamp.

InaccordancewithPage31,43and44undertheLandLawofKazakhstan,thedocumentconcerningtherightforlongtermusageoflandmustbemade.

1.Priortothecommencementofworks,theContractorshouldsubmittotheEngineerwithplanofcarsontheproductionbasewiththelocationsofthefollowing:

asphaltconcretemixingplant,cementconcretemixingplant,ДСУ,stockpileareaforroadconstructionmachineries,stockpileareaforПСП,quarryforsoil,waterintakingareaandotherbuildings.

2.TheContractorshouldobtainallpermissiondocumentanddocumentfortheusageoflandaccordingtoPage32,36and43oftheTechnicalSpecificationundertheLandLawofKazakhstan.

Climateofthesubzonewheretheroadconstructionwilltakeplaceischaracterizedbyconsiderablearidityofair,andlittleamountofprecipitations..Soilsalongtheroadalignmentarepresentedbyserozemsandcommonloamyandmeadowserozemheavyloamy.Soilsarenotsalineandweaklyandaverageaggressiveornon-aggressivetoconcrete.Inthegeologicalstructureoftheroadalignmenthavebeenrevealedalluvial-proluvialdeposits,representedbyloamysand,loam,sandandpebble.Thevegetationlayerheightmakesup0,20-0,40m.Humuscontentis1,5-3,5%

Destruction,damageandcontaminationofthesoilstratumwithwasteproductsandproductionresidue.Contaminationofthesoilstratumwithheavymetalsnamelywastesof“PKJuzhpolimetal”arepossible.

Periodofperformanceofconstructionworks

1.AccordingtoP400,500oftheTechnicalStandard,clearanceoflandshouldbeconductedpriortoremovingthetopsoil,includingtoppletreesandplants,thenmoveawaythefellingmaterials.

2.Takingoffthesoilfertilelayer（SFL）withstratum0,36m,removalatthedistancenolessthan10mfromtheoperatingarea,warehousingandstorageinpiles,ontheleveledsurfaceofthetemporarilyoccupiedlands,fortheirfurtheruseatreclamation.Totakeoffthetopsoilinthawedconditionattheperiodofwarmanddryweather.

2.Strengtheningtheslopesofthesubgradeandexistingcavitiestopreventthesoilerosion.

3.Excludingunderfloodingoftheterritoriesadjoiningthehighway,soildegradationfrommotortransportimpact.

4.Excludingcasesofoilproductsandwasteoilsspillageinthesoil.Repairsofroadconstructionequipment,replacementofwastemotorandtransmissionoilsmustbeperformedonconstructiongrounds,inspeciallyallottedplaceshavingfirmcovering.Collectedwasteandreplacedoilsaresenttofurtherregeneration.

5.Roadconstructionmachinesmustbeparkonlyonspeciallyallottedplaces.

6.Allthedestructivelandsshouldberestoredbeforecompletionoftheworks.Performanceoftechnicalandbiologicalstagesofthedamagedlandsreclamation.

7.Clearanceoftheterritoriesofdustandrecyclingofwaste.Fortheworkingperiodcontainersforseparatecollectionofwastemustbeprovidedatthesite.

8.Toconcludecontractsofthewasteremoval.

9.ThequalityofsoilshouldbeinspectedaccordingtotheecologicalmonitoringschemeatthelaboratoryspecifiedintheContract.

10.TheContractshouldbesignedwitheligiblelaboratory,andthesoilqualitymonitoringshouldbeconductedbythelaboratoryaccordingtotheplan.

TherehabilitationoftheroadwillpassthroughtheMASHAGvillage.

Periodofperformanceofconstructionworks

1.ToreceivepermissionforenvironmentalemissionsofalltheworkingzonesinaccordancewithPage69undertheEcologyLawinKazakhstan.

2.AccordingtotheEcologyMonitoringPlan,environmentalqualityinspectionshouldbeconductedwiththespecifiedlaboratory,includingconfirmationofbasicdataforenvironment,noisyandvibration,andtechnicalnoteп106.

Toperformsystematicdedustingusingwaterwithconsumption1-2l/m.

3.Transportationofbulkmaterialmustbeperformedinavehiclecoveredbycanvashood.Besidesitisforbiddentoloadthematerialabovethelevelofthelateralandbackramp.

4.Unloadingofasphalt-concretemixesmustbedoneonlytoreceivinghoppersofasphaltspreaders.Unloadingofasphalt-concretemixesonthesoilisprohibited.Whenlayingasphalt-concretemixes,containingtoxichydrocarbons,it’snecessarytoprovideasteadyoperatingtempoofmachineryandtransportintheoperatingarea.

5.Tocarryoutmonitoringofpollutingemissionsintheatmosphereunderthecontractwithlocalqualifiedlaboratory
