PARTIGENERALPROVISION第I部分-总则
SECTION1INTENT第1节-目的
ItisintentofthisSpecification（hereinaftercalledtheSpecification）andaccompanyingplanstodescribeandsetforththedesign,performance,capacity,material,controlrequiredforconstructionandequipmentofaoceangoing,singlescrewdieseldrivensingledeckbulkcarrier.
该规格书（下文简称“规格书”）及其所附图纸是为了描述和阐明关于建造和装备一艘单螺旋桨驱动、单层甲板散货轮所要求的设计、性能、舱容、材料和控制。
GeneralArrangementPlan,MidshipSectionandMakers’ListtoaccompanyandformanintegralpartoftheSpecification.TheSpecificationandattachedplanstobecomplementarytoeachother.
所附的总布置图、舯剖面图和厂商表将构成规格书整体的一个部分，规格书与所附图纸将互为补充。
Thetermsoftheshipbuildingcontracttoprevailandgovernintheeventofdisagreement,contradictionoranyinconsistencybetweentheshipbuildingcontractandtheSpecification.
当该船建造合同与规格书发生矛盾和不一致时，应以建造合同的条款为准。
Inaddition,intheeventofdisagreement,contradictionoranyinconsistencybetweentheSpecificationandthedrawings,theSpecificationtoprevail.
另外，当规格书与图纸发生矛盾和不一致时，应以规格书为准。
Duringapprovalofplans,bothpartiesagreetoadesignwhichdiffersfromthespecifications,itisunderstoodthattermsinthespecificationsconcerningthesealterationswouldbenolongerapplicable,andconsequentlyinthesescasestheapproveddrawingsshallsupplementtothespecifications.
在图纸认可过程中，若双方同意某一设计不同于规格书要求，则必须理解的是规格书中与此改动相关的条款将不再适用，并且该认可图纸将作为对规格书的补充。
TheBuildertofurnishallitemsrequiredforthecompletionofthevesselinaccordancewiththespecificationexceptitemsspecificallystatedhereinastobefurnishedandsuppliedbytheOwner.
除了规格书中规定的那些由船东供给的项目外，船厂应按规格书的规定供给用于完善该船所要求的所有项目。
AnythingnotmentionedinorcoveredbytheSpecificationandtheattachedplansbutrequiredfornormaloperationofthistypeofvesseltobeprovidedbyBuilderundertheworkingplanand/ortheBuilder’spracticeand/orClassrequirementifany.
对于那些规格书和所附图纸中未提及的事项，而这些项目却是该型船正常运行所要求的，则船厂应按规格书和/或船厂惯例和/或船级社要求进行供给。
SECTION2GENERALDEFINITIONS第2节-总述
2-1GENERALARTICALS主题
Theterms"
Owner"
and"
Builder"
refertocompaniesortheiragentsasdefinedindetailintheBuildingContract.
术语“船东”和“船厂”是指公司或它们的代理，具体如该船建造合同中的定义。
ThedescriptioninPartIGeneralProvisiontobeappliedtoallpartsoftheSpecification,whereasthedescriptionsintheotherpartstobeappliedtotherespectiveparts,ifnotdescribedotherwise.
如果没有其它说明，则“第I部分-总则”中的描述将适用于规格书的所有部分，而其它部分的描述将适用于各自的部分。
IntheeventofanycontradictionoranyinconsistencybetweenthedescriptionsofproperpartandotherpartsintheSpecification,thedescriptionsintheproperparttogovern.
当发生某一专项部分与其它部分发生矛盾或不一致时，则应以该专项部分为准。
Unlessthosefordifferentdepartmentonboardorspecificallydescribed,repeatedmentionofthelogicallysameitemintheSpecificationdoesnotmeanthattheitemtobesuppliedmorethanonce.
对于规格书中重复提及的相同项目，除非它们属于船上不同的专业，否则将不意味着这些项目被多次提供。
AnythingnotmentionedintheSpecificationbutrequiredbytheClassificationSocietyorregulatorybodieslistedhereintobesuppliedorequippedbyBuilderonBuilder'
saccount.
对于规格书中未提及的项目，但这些项目则被船级社或后文提及的权威机构所要求，那么船厂应自费供给或装备。
AnyrequirementoftheOwner,whichisinexcessoftherequirementsoftheRulesandRegulationslistedhereinand/orthecontentofthisspecification,tobesubjecttoagreementandpossibleadjustmenttothecontractprice,deadweight,servicespeed,etc.,whichmaybeaffected.
对于船东的任何要求，如果这些要求超过了后文所列规范和规则和/或规格书的内容，那么双方应达成协议，并且将对可能受到影响的合同价、载重吨和航速等进行调整。
AmendmentsandchangestotheSpecification,plansorotherwrittendocumentstobesignedbyanauthorizedrepresentativeoftheBuilderandOwner.Thesedocumentstobethesupplementtothecontract.
对规格书、图纸或其它书面文件的修改和变化应得到船厂和船东授权代表的签字，并且这些文件将作为对建造合同的补充。
Ifanyspecifiedarticleormaterialcannotbeobtainedorsupplied,theBuildertohavetherighttoselectsuitablesubstituteswithOwner’sapproval.
如果任何指定的项目或材料无法获得或供给，那么船厂有权选择经船东认可的适当替代品。
2-2MATERIAL材料
Materials,machineryandequipment,etc.tobeofChinesemakeunlessspecificallyagreedand/ordescribedintheSpecificationsandtheMakers’List.
除非已经明确达成协议和/或规格书及厂商表中指定项目外，其余材料、机械和装备等应由中国生产。
Allstructuralsteelusedfortheconstructionofthevesselandmachineryincludingforgingsandcastingstobeoftheshipbuildingandmarineengineeringquality,tested,inspectedandcertifiedasandwhenrequiredbytheClassificationSocietyandtobephysicallyandchemicallyinconformitywithsuchrequirements.
用于建造该船的所有结构钢（包括锻件和铸件）应具有船舶建造和海上工程的质量，在船级社要求的情况下对其进行测试、检验和发放证书，并且其物理和化学特性满足要求。
Allwoodtobewellseasonedandfreefromdefect.
所有木材应为很好地自然干燥型，并且无缺陷。
Allusingmaterialcanbesafelyrecycled.Thematerialsknowntobepotentiallyhazardoustohealthandtheenvironment,especiallyasbestos,refrigerants（R12/R22）,HALON,Lead-basedpaintandTin-basedanti-foulingpainttobenotused.
所有使用的材料应能被安全地反复使用，不使用那些已确知对健康和环境存在潜在危险的材料，尤其象石棉、制冷剂（R12/R22）、卤化物、铅基油漆和锡基防污漆应禁止使用。
IfanymaterialdescribedintheseSpecificationcannotbeobtainedundercertaincircumstances,theBuildertohavetherighttosubstitutesuitableequivalentmaterialatthesamequalitywithOwner’sapproval.
在一定的情况下如果无法获得规格书所要求的材料，那么船厂有权使用经船东认可且具有相同质量的替代材料。
2-3WORKMANSHIP工艺
AllworkmanshipenteringintotheconstructionofthevesseltobeinaccordancewiththeChineseshipbuildingstandardsand/orBuilder'
sstandardpractice,applicabletothiskindofvessel,subjecttotheapprovaloftheClassificationSocietywherenecessary.
用于建造该船的所有工艺应满足中国船舶建造标准和/或船厂标准惯例，且适用于该种船，在必要的情况下应得到船级社的认可。
船厂惯例的标准应提供给船东用作参考。
AllworktobecarriedoutaccordingtoSpecificationandplansandtotherequirementofClassificationSocietyandalsoregulatorybodiesmentionedhereinafter.
所有工作应按照规格书、船级社和后文所列权威机构的要求进行施工。
2-4STANDARDS标准
Thefollowingstandardstobeappliedtotheconstructionofthevessel,asfaraspracticableexceptthefittingsspeciallydescribedhereinafter.
除了下文中特别说明的装置外，应尽可能地采用下述标准建造该船：
a）ISOstandardISO标准
b）Chineseindustrialstandards（GB,CSQS,CB,YB,etc.）中国工业标准（GB,CSQS,CB,YB等）
c）Builder'
sstandards,andBuilder'
sstandardpractice船厂标准和船厂惯例
2-5UNITOFMEASURE计量单位
ISOstandardtobefollowedgenerally.
总体来说应采用ISO标准。
SIunitstobeadoptedfordesignandconstructionofhull,machinery,equipment,etc.ingeneral.
一般情况下，在设计和建造船体、机械和设备等时可以采用SI单位。
Allmeasuringunitssuchaspower,pressuregauge,thermometer,volumegauge,tankscales,etc.tobeinaccordancewithSIsystem.
所有测量装置如功率计、压力表、温度计、伏特表（舱容计）、舱容刻度等应采用SI体系。
TheunitofpowertobeofkWandthepressuretobeexpressedingaugepressureunlessotherwisedescribed.
除非有其它规定，否则功率单位采用千瓦，压力采用表压表示。
2-6PLANSANDDOCUMENTS图纸和文件
Alldocuments,drawings,calculations,instructionmanuals,etc.whicharesubmittedtotheOwnertobewritteninEnglish.
所有提交给船东的文件、图纸、计算手册等应为英文版本。
Allnameplates,cautionplatesetc.tobeinEnglish.
所有名牌、警告牌等应采用英文文字。
TheBuildertosubmitplansforapprovaltotheOwnerinfour（4）copiesandOwnertoreturntwo
（2）copiesoftheplanstoBuilderwiththeOwner'
ssignatureandcommentifany.
船厂应提供4份图纸给船东认可，船东将返回2份带有船东签字和意见（如果有的情况下）图纸给船厂。
ThescopeofplansforsubmittingtotheOwner'
sapprovaltobeinaccordancewiththedrawing"
ApprovalDrawingList"
whichtobeapprovedbytheOwner.
向船东提供认可图纸的范围应符合经船东认可的“认可图纸清单”的范围。
TheOwnertoreturnapprovedplanswithcommentswithin21days（excludingexpressmailingtime）afterreceiptofthedrawings.
船东收到图纸后，将在21天内（不包括邮寄时间）内退回带有意见的认可图纸。
IftheOwnerfailstoreturnthedrawingsand/ortosendbyanycommentstotheBuilderwithin21day,theBuilderwilltreatthedrawingapprovedbyOwnerautomatically.
如果船东在21天内未能退回图纸和/或提交意见给船厂，那么船厂将首先通过传真提醒船东相关图纸将按船东自动认可处理，如果船东有修改意见的情况下应在船厂通知后6天内发出其意见。
TheBuildertogiveanswerforOwner'
scommentswithin21daysfromthedateofreceiving.
船厂在收到船东意见后应在21天内给以答复，如果船厂未能答复，船东则视为相关意见已为船厂自动接受。
Thecommentsmaybeexchangedbyemail/faxtospeeduptheapproval/replyprocess.
为加快认可/答复进程，可通过电子邮件/传真的形式交换意见。
Intheeventthatanyofthealreadyapprovedplansforthefirstvesselaresameasthoseforthesubsequentsistervessels,theBuildermayleaveoutthesubmissionofsuchplansforthesubsequentvessels.Inwhichcasetheplantoclearlystatethename/yardnumberofvessels.
如果第一艘船已认可的图纸与后续船的图纸相同，船厂可以省去对这些用于后续船图纸的送审，在这种情况下图纸上应清晰地注明船的名称/船厂编号。
Upondeliveryofthevessel,finishedplansinaccordancewiththestandardformandtypeoftheBuilderandsubcontractorst
升级会员
