4.3职责Responsibilities
项目部实行全员安全生产责任制,所有项目成员都有安全生产职责Fullimplementationoftheprojectdepartmentofproductionsafetyresponsibilitysystem,allprojectmembershavesafetyresponsibilities.
4.3.1项目经理ProjectManager
是本项目的第一安全生产责任人Theprojectisthefirstresponsibilityforsafetyofpeople.
贯彻国家安全生产方针政策,落实项目安全管理所需的各项资源,保证安全生产的合理资金投入Implementnationalsafetypolicies,theimplementationofprojectsafetymanagementoftheresourcesrequiredtoensurethesafetyofreasonablecapitalinvestment.
监督项目安全主管的工作Supervisionofprojectmanager'

4.3.2安全主管Safetysupervisor
主持项目部HSE工作OverallchargeoftheprojectdepartmentoftheHSEwork.
组织编制完善施工现场安全管理、环境保护的各项规章制度,负责项目部安全管理体系的有效运行Organizationandstructureimproveconstructionsitesafetymanagement,environmentalprotectionrulesandregulations,theMinistryresponsiblefortheprojecttorunaneffectivesafetymanagementsystem.

4.3.3施工队长ConstructionCaptain
在项目经理的领导下,负责工程施工计划的落实工作,安排布置施工队的施工任务。
在布置施工任务的同时,布置安全工作。

4.3.4工程师engineer
向安全主管提供安全技术支持。

组织策划项目部的管理评审活动，监督项目部的安全管理/环境卫生管理体系的有效运行。

会同安全主管制定大件运输吊装安全技术方案。

在新设备/新工艺/新材料应用之前,会同安全主管研究新的工作风险,制定风险控制计划和方案。

4.3.5安全员
接受HSE主管的管理和指导。

组织、参与安全技术交底，对施工全过程的安全进行控制，做好记录Organizeandparticipateinsafetytechnicaldisclosure,thewholeprocessofconstructionsafetyandrecorded；
参与每周一次以上的定期安全检查，及时处理工现场安全隐患，签发限时整改通知单Participateinmorethanonceaweekfortheregularsafetyinspection,timelytreatmentworksitesafetyhiddentrouble,signandissuecorrectivenoticewithin；
监视、检查操作人员的遵章守纪。
遏止违章作业，严格安全纪律，当安全与生产发作抵触时，有权禁止、中断冒险作业；

担任普通事件的调查、剖析，提出处置意见，辅佐处置工伤事故、机械事故，参与制定纠正和预防措施，避免意外事件Inthegeneralinvestigation,analysis,putforwarddisposalopinion,assisteddisposalinductrialinjuryaccident,mechanicalaccident,participateinsettingthecorrectiveandpreventivemeasurestoavoidaccidents。

4.4.1人力资源HumanResources

按每二十五名生产工人配备一名专职安全员进行配备专职安全管理人员，本项目共设两名；
