1SCOPE

1适用范围

ThisRegulationappliestoanchoragesforsafety-beltsintendedforadultoccupantsofforward-facingorrearward-facingseatsinvehiclesofcategoriesMandN.1/

本法规适用于M类和N类车辆的前向和后向座椅用于成年乘员的安全带安装固定点

（1）。

2DEFINITIONS

2定义

ForthepurposesofthisRegulation,

就本法规而言：

2.1"

Approvalofavehicle"

meanstheapprovalofavehicletypeequippedwithanchoragesforgiventypesofsafety-belts;

2.1“车型认证”指对装有指定安全带安装固定点的某一车型的认证。

2.2"

Vehicletype"

meansacategoryofpower-drivenvehicles,whichdonotdifferinsuchessentialrespectsasthedimensions,linesandmaterialsofcomponentsofthevehiclestructureorseatstructuretowhichtheanchoragesareattachedand,iftheanchoragesstrengthistestedaccordingtothedynamictest,thecharacteristicsofanycomponentoftherestraintsystem,especiallytheloadlimiterfunction,havinganinfluenceontheforcesapplyingtothesafety-beltanchorages."

2.2“车型”指在以下主要方面没有差异的一类车辆：

1连接安装固定点的车辆或座椅结构件的尺寸、方向和材料；

2如果作了动态试验，所有对安装固定点受力有影响的约束系统部件的特征，尤其是加载限制装置。

2.3"

Beltanchorages"

meansthepartsofthevehiclestructureortheseatstructureoranyotherpartofthevehicletowhichthesafety-beltassembliesaretobesecured;

2.3“安全带安装固定点”指车辆或座椅结构零件上，或所有用于连接安全带总成的车辆零件。

2.4"

Effectivebeltanchorage"

meansthepointusedtodetermineconventionally,asspecifiedinparagraph5.4.,theangleofeachpartofthesafety-beltinrelationtothewearer,thatis,thepointtowhichastrapwouldneedtobeattachedtoprovidethesamelieastheintendedlieofthebeltwhenworn,andwhichmayormaynotbetheactualbeltanchoragedependingontheconfigurationofthesafety-belthardwareatitsattachmenttothebeltanchorage.

2.4“实际安全带安装固定点”指能够按照常规确定的点，且安全带每个零件相对于佩带者有如第5.4条描述的角度，即当织带与该点连接时能提供与安全带佩带时的应有位置相同的位置，该点可以是也可以不是实际的安装固定点，这取决于安全带部件与安装固定点连接的布置。

2.4.1Forexample,inthecase

2.4.1例如在下列情况下：

2.4.1.1whereasafety-beltincorporatesarigidpartwhichisattachedtoalowerbeltanchorageandwhichiseitherfixedorfreetoswivel,theeffectivebeltanchorageforallpositionsofseatadjustmentisthepointwherethestrapisattachedtothatrigidpart;

2.4.1.1安全带包括有刚性零件，而且此零件连接于下部安装固定点时，无论零件可否旋转，所有座椅调节位置的实际安全带安装固定点都位于织带与此刚性零件的连接点；

2.4.1.2whereastrapguideisusedonthevehiclestructureorontheseatstructure,themiddlepointoftheguideattheplacewherethestrapleavestheguideonthebeltwearer'

sside,shallbeconsideredastheeffectivebeltanchorage;

and,

2.4.1.2车辆或座椅结构上使用了织带导向件时，实际安全带安装固定点应位于安全带佩带者一侧织带离开导向件位置的中点；

2.4.1.3wherethebeltrunsdirectlyfromthewearertoaretractorattachedtothevehicle

structureortheseatstructurewithoutaninterveningstrapguide,theeffectivebeltanchorageshallbeconsideredasbeingtheintersectionoftheaxisofthereelforstoringthestrapwiththeplanepassingthroughthecentrelineofthestraponthereel;

2.4.1.3安全带直接从佩带者到车身或座椅结构上的卷收器而没有中间导向件时，实际安全带安装固定点应位于卷轴轴线与通过织带中心线的平面的交点。

2.5"

Floor"

meansthelowerpartofthevehiclebody-workconnectingthevehiclesidewalls.Inthiscontextitincludesribs,swagesandpossiblyotherreinforcements,eveniftheyarebelowthefloor,suchaslongitudinalandtransversemembers;

2.5“地板”指连接车身侧围的车体结构下部部件。

这里包括筋、型铁和其它可能的加强件，例如纵梁和横梁，他们虽位于地板以下，也考虑为地板。

2.6."

Seat"

meansastructurewhichmayormaynotbeintegralwiththevehiclestructurecompletewithtrim,intendedtoseatoneadultperson.Thetermcoversbothanindividualseatorpartofabenchseatintendedtoseatoneperson;

2.6“座椅”指与车辆是或不是一个整体的完整装饰结构件，用于乘坐一名成年人。

此术语包含单人座椅和欲乘坐一人的长条座椅。

2.6.1"

Frontpassengerseat"

meansanyseatwherethe"

foremostHpoint"

oftheseatinquestionisinorinfrontoftheverticaltransverseplanethroughthedriver'

2.7"

Groupofseats"

meanseitherabench-typeseat,orseatswhichareseparatebutsidebyside（i.e.withtheforemostanchoragesofoneseatinlinewithorforwardoftherearmostanchoragesandinlinewithorbehindtheforemostanchoragesofanotherseat）andaccommodateoneormoreseatedadultperson;

2.7“座椅组群”指长条型座椅或并排的单人座椅（例如座椅的最前固定点与最后固定点平行或在其之前，并且与另一座椅的最前固定点平行或在其之后）并容纳一位或多位成人。

2.8"

Benchseat"

meansastructurecompletewithtrim,intendedtoseatmorethanoneadultperson;

2.8“长条座椅”指欲乘坐多于一人的完整装饰结构件。

2.9"

Foldingseat"

meansanauxiliaryseatintendedforoccasionalusewhichisnormallyfolded;

2.9“折叠座椅”指偶尔使用的附加座椅，此座椅通常处于折叠状态。

Seattype"

meansacategoryofseatswhichdonotdifferinsuchessentialrespectsas:

Seatanchorage"

meansthesystembywhichtheseatassemblyissecuredtothevehiclestructure,includingtheaffectedpartsofthevehiclestructure;

2.11“座椅安装固定点”指把座椅总成固定于车身结构上的系统，包括受影响的车身部件。

2.12"

Adjustmentsystem"

meansthedevicebywhichtheseatoritspartscanbeadjustedtoapositionsuitedtothemorphologyoftheseatedoccupant;

thisdevicemay,inparticular,permitof:

2.12“调节装置”指能够调节座椅及其零件到适合乘员形态位置的装置；

此装置应允许：

2.12.1longitudinaldisplacement;

2.12.1纵向位移；

2.12.2verticaldisplacement;

2.13"

Displacementsystem"

meansadeviceenablingtheseatoroneofitspartstobedisplacedorrotatedwithoutafixedintermediateposition,topermiteasyaccesstothespacebehindtheseatconcerned;

2.13“移位装置”指能够使座椅或其中的零件移动或转动且没有中间位置，允许轻易到达所述座椅的后部空间；

2.14"

Lockingsystem"

meansanydeviceensuringthattheseatanditspartsaremaintainedinanypositionofuseandincludesdevicestolockboththeseatbackrelativetotheseatandtheseatrelativetothevehicle.

2.14“锁止装置”指能够使座椅或其零件保持任意使用位置的装置，包括座椅靠背相对于座椅锁止装置和座椅相对车身的锁止装置。

2.15"

Referencezone"

meansthespacebetweentwoverticallongitudinalplanes,400mmapartandsymmetricalwithrespecttotheHpoint,anddefinedbyrotationfromverticaltohorizontaloftheheadformapparatus,asdescribedinRegulationNo.21,annex1.TheapparatusshallbepositionedasdescribedinthatannextoRegulationNo.21andsettothemaximumlengthof840mm.

2.15“基准区”指对称于H点，相距400mm的两个垂直平面之间的区域；

由头型装置垂直到水平的旋转定义，见R21附录1中的描述。

该仪器参照R21附录描述的方法摆放并设置到最大长度840mm。

2.16"

Thoraxloadlimiterfunction"

meansanypartofthesafety-beltand/ortheseatand/orthevehicleintendedtolimittheleveloftherestraintforcesapplyingtotheoccupantthoraxincaseofacollision.

2.16胸部加载限制装置在汽车发生碰撞时，能够限制作用于乘员胸部约束力的车身、座椅或安全带上的任何部件

3APPLICATIONFORAPPROVAL

3认证申请

3.1Theapplicationforapprovalofavehicletypewithregardtothebeltanchoragesshallbesubmittedbythevehiclemanufacturerorbyhisdulyaccreditedrepresentative.

3.1用于安全带安装固定点的车型认证申请应由制造厂或其正式指定的代理人提出。

3.2Itshallbeaccompaniedbytheundermentioneddocumentsintriplicateandbythefollowingparticulars:

3.2申请时应附有下列文件一式三份，以及有关详细说明：

3.2.1drawingsofthegeneralvehiclestructureonanappropriatescale,showingthepositionsofthebeltanchorages,theeffectivebeltanchorages（whereappropriate）,anddetaileddrawingsofthebeltanchoragesandofthepointstowhichtheyareattached;

3.2.1比例合适的车辆结构图纸，要表示出安全带安装固定点的位置，实际安全带安装固定点的位置（在恰当的地方），以及安全带安装固定点和其连接点的详细结构图纸；

3.2.2aspecificationofthematerialsusedwhichmayaffectthestrengthofthebeltanchorages;

3.2.2影响安全带安装固定点强度的材料特性详细说明；

3.2.3atechnicaldescriptionofthebeltanchorages;

3.2.3安全带安装固定点工艺说明；

3.2.4inthecaseofbeltanchoragesaffixedtotheseatstructure:

3.2.4安全带安装固定点安装于座椅结构时；

3.2.4.1detaileddescriptionofthevehicletypewithregardtothedesignoftheseats,oftheseatanchoragesandoftheiradjustmentandlockingsystems;

3.2.4.1该车型座椅、座椅安装固定点及调整和锁止装置的设计详细说明；

3.2.4.2drawings,onanappropriatescaleandinsufficientdetail,oftheseats,oftheiranchoragetothevehicle,andoftheiradjustmentandlockingsystems.

3.2.4.2该车型座椅、座椅安装固定点及调整和锁止装置的足够详细的图纸。

3.2.5evidencethatthesafety-beltorth
