KeyfindingsonstateimplementationoftheRLISprogramincludethefollowing:

IntheninestatesthatreceivedthelargestRLISallocationsin2007–08,statecoordinators

reportedthatstategoalsfortheprogramwereconsistentwithfederalgoalsthatfocuson

improvingstudentachievementandmeetingAYPtargets;

theRLISprogramwaspartof

anoveralleffortineachstatetomanagefederalprogramstomeetthesegoals.

Accordingtostatecoordinators,theninestatesinthesampleintegratedRLISintotheir

ongoingschoolimprovementactivitiestohelpdistrictsandschoolsmakeAYP.

StatecoordinatorsinallnineofthesampledstatesreportedthattheallocationsofRLIS

fundstodistrictswerethelastoftheirU.S.DepartmentofEducationfundstobe

finalized,whichmayaffectadistrict’sabilitytodobudgetplanning.

Accordingtostatecoordinators,allninestatesinthesamplerequiredRLISdistrictsto

engageinacomprehensiveplanningprocessandtoaddressgapsidentifiedthroughlocal

needsassessments.Reviewofeachstate’sRLIS-relateddocumentsbytheresearchers

showedthattherewasconsiderablevariabilityamongthestateswithregardtothe

planningtoolstheyusedandtowhatextenttheydirecteddistrictsthroughtheplanning

process.

StateImplementationoftheRLISProgram

FollowingarethefindingsfromtheanalysisofthestateinterviewsandofRLIS-related

documentsobtainedfromthestatessuchasgrantapplicationandguidancematerials,program

datareports,evaluationreportsandtechnicalassistancematerials.TheStateCoordinator

InterviewGuideusedinconductinginterviewsintheninesampledstatesisincludedin

AppendixA.

GoalsandPriorities

TheprimarygoaloftheRLISprogramintheninesampledstateswasforthedistrictsin

thosestatestomakeAYP.Statecoordinatorsintheninestatesinthesamplereportedthat

helpingruralschooldistrictsmakeAYPwastheprimarygoaloftheirRLISprogram(see

Exhibit2).Statecoordinatorsintwostatesreportedthattheirstatessetadditionalgoalsforthe

RLISprogramsuchasincreasingNationalAssessmentofEducationalProgressscoresor

reducingdropoutrates.However,thestatecoordinatorsinthosetwostatesexplainedthat

meetingAYPtargetstakespriorityoveranyothergoals,anddistrictswithschoolsinschool

improvementstatusmustdirecttheirRLISfundstohelpingthatschoolmakeAYP.

Intheninestatesinthesample,theonlysignificantchangeinstategoalsoverthecourseof

theRLISprogramwasanincreasedemphasisonmakingAYP.RLISfundsaregenerally

veryflexible.However,ifadistrictfailstomakeAYPafterreceivingthesefundsforthreeyears,

theymaybeusedonlyforactivitiesthatwillhelpthedistrictmakeAYP.Oncetheprogramhad

beenimplementedforthreeyearsandsomedistrictsfoundthemselvesinschoolimprovement

status,therewasanincreasedemphasisonthegoalofmakingAYPintheninestatesthat

receivedthelargestRLISallocationsin2007–08.

Accordingtothenineinterviewedstatecoordinators,districtsdidnotusuallysetgoalsfor

theRLISprogrambeyondthosesetbythestate.Accordingtostatecoordinators,districts

usuallyidentified,throughaconsolidatedplanningandapplicationprocess,specificstrategies

andactivitiestheywouldusetomeetthestategoalofmakingAYP.Thus,whilethegoalwasthe
