@#@Everyyearmorethan25,000Americansdie,andmanyaccidents,suicidesandmurdershappenbecausetoomanypeoplehaveguns.Ifitiseasyforpeopletogetguns,humanslivesareputintodangerasthisdeadlyweaponbecomestooconvenient.Criminalsdontrespectthelawanyway,soguncontrollawswillhavenoeffectoncriminalswhoaredeterminedtogetgunsandcommitcrimes.Suchlawswillonlydeterlaw-abidingcitizensfrombuyingguns;@#@thiswillgivecriminalsmorechancestoattackpeoplewithoutanyweaponsandhenceencouragecriminalstocommitcrimes.GunviolenceintheUnitedStatesGunviolenceintheUnitedStatesisanintenselydebatedpoliticalissueintheUnitedStates.Gunrelatedviolenceismostcommoninpoorurbanareasandinconjunctionwithgangviolence,ofteninvolvingjuvenilesoryoungadults.GunviolenceisnotnewintheUnitedStates,withtheassassinationsofPresidentAbrahamLincolnin1865,andofPresidentsJamesGarfield,WilliamMcKinley,andJohnF.Kennedy.Highprofilegunviolenceincidents,suchastheassassinationsofRobertF.Kennedy,MartinLutherKing,Jr.,and,morerecently,theColumbineHighSchoolmassacre,theBeltwaysniperattacks,andtheVirginiaTechmassacre,havealsofueleddebateovergunpolicies.TheCentersforDiseaseControlandPrevention(CDC)estimated52,447deliberateand23,237accidentalnon-fatalgunshotinjuriesintheUnitedStatesduring2000.Themajorityofgun-relateddeathsintheUnitedStatesaresuicides,withfirearmsusedin16,907suicidesintheUnitedStatesduring2004.LegalpoliciesattheFederal,state,andlocallevelshaveattemptedtoaddressgunviolencethroughavarietyofmethods,includingrestrictingfirearmspurchasingbyyouthsandotherat-riskpopulations,settingwaitingperiodsforfirearmpurchases,establishinggunbuy-backprograms,targetedlawenforcementandpolicingstrategies,stiffsentencingofgunlawviolators,educationprogramsforparentsandchildren,andcommunity-outreachprograms.Researchhasshownmixedresults,findingsomepoliciessuchasgunbuy-backprogramsareineffective,whileBostonsOperationCeasefire(agangviolenceabatementstrategy)hasbeeneffectiveasaninterventionstrategy.GunpolicyintheUnitedStatesisalsohighlyinfluencedbydebatesovertheinterpretationoftheSecondAmendmenttotheUnitedStatesConstitution,whichstatesAwellregulatedMilitia,beingnecessarytothesecurityofafreeState,therightofthepeopletokeepandbearArms,shallnotbeinfringed.In2008,theU.S.SupremeCourttookapositionforthefirsttimeonthisissueinDistrictofColumbiav.Heller,holdingthatthesecondamendmentsecuresanindividualrighttoownfirearms.Gunrightsadvocatesgenerallysupportunrestrictedgunownership,whereasguncontroladvocatesadvocatevariousrestrictionsongunownership.VirginiaTechmassacreTheVirginiaTechmassacrewasaschoolshootingthattookplaceonMonday,April16,2007onthecampusofVirginiaTechinBlacksburg,Virginia.Intwoseparateattacks,approximatelytwohoursapart,theperpetrator,Seung-HuiCho,killed32peopleandwoundedmanyothersbeforecommittingsuicide.ThemassacreisthedeadliestpeacetimeshootingincidentbyasinglegunmaninUnitedStateshistory,onoroffaschoolcampus.Cho,aseniorEnglishmajoratVirginiaTech,hadpreviouslybeendiagnosedwithasevereanxietydisorder.Duringmuchofhismiddleschoolandhighschoolyears,hereceivedtherapyandspecialeducationsupport.Aftergraduatingfromhighschool,ChoenrolledatVirginiaTech.Duetofederalprivacylaws,VirginiaTechwasnotinformedofChospreviousdiagnosisortheaccommodationshehadbeengrantedatschool.In2005,Chowasaccusedofstalkingtwofemalestudents.Afteraninvestigation,aVirginiaspecialjusticedeclaredChomentallyillandorderedhimtoattendtreatment.LucindaRoy,aprofessorandformerchairwomanoftheEnglishdepartment,hadalsoaskedChotoseekcounseling.TheattacksreceivedinternationalmediacoverageanddrewwidespreadcriticismofU.S.lawsandculture.Itsparkedintensedebateaboutgunviolence,gunlaws,gapsintheU.S.systemfortreatingmentalhealthissues,theperpetratorsstateofmind,theresponsibilityofcollegeadministrations,privacylaws,journalismethics,andotherissues.Televisionnewsorganizationsthatairedportionsofthekillersmultimediamanifestowerecriticizedbyvictimsfamilies,Virginialawenforcementofficials,andtheAmericanPsychiatricAssociation.ThemassacrepromptedthestateofVirginiatocloselegalloopholesthathadpreviouslyallowedCho,anindividualadjudicatedasmentallyunsound,topurchasehandgunswithoutdetectionbytheNationalInstantCriminalBackgroundCheckSystem(NICS).Italsoledtopassageofthefirstmajorfederalguncontrolmeasureinmorethan13years.ThelawstrengtheningtheNICSwassignedbyPresidentGeorgeW.BushonJanuary5,2008.TheVirginiaTechReviewPanel,astate-appointedbodyassignedtoreviewtheincident,criticizedVirginiaTechadministratorsforfailingtotakeactionthatmighthavereducedthenumberofcasualties.ThepanelsreportalsoreviewedgunlawsandpointedoutgapsinmentalhealthcareaswellasprivacylawsthatleftChosdeterioratingconditionincollegeuntreated.GunPoliticsoftheUSTheissueoffirearmshas,attimes,takenahigh-profilepositioninUnitedStatescultureandpolitics.MichaelBouchard,AssistantDirector/FieldO
