Abstract

Currently，ourcountryformedapolicy-orientedfinancialcooperationfinance，commercialfinance，postalfinancialservices，nongovernmentalfinancialdivision，andcloselycooperatewiththeruralfinancialproductssupplysystemwhichhasmadeimportantcontributionstothedevelopmentofChina‘sruraleconomy，buttheexistingruralthefinancialsystemisstillnotverygoodmeetruraleconomicandsocialdevelopmentandtheincreasinglycomplexmulti-levelanddiversifieddemand，speeduptheimplementationofChinaruralfinancialsysteminnovationhasbeenimminent。

Atpresent，Chinaisatastageoftheconstructionofnewruralareas，inordertoprovidethelargeamountofcapitalrequiredintheprocessofruralurbanization,industrializationandagriculturalmodernization,also,tosolvethe"

threerural"

issue,aswellastoresolvetheproblemsofruralmicro-credit,weshouldproceedfromtheoverallsituationandlong-term，dynamicperspectivetolookatChina’sruralfinancialsysteminnovation，andmakefulluseofmarketeconomymechanisminducedbytheinterest，throughtheeffectivepolicysupportandguidance，andtheestablishmentofthenewbuildingofamulti-levelruralcreditdemand,constructcommercialfinance，financialcooperation，financialpolicy，Postalfinancialandotherformsofruralfinancialinstitutionspositioningreasonable，andthecomplementaryfunction，fullcompetition，widecoverage，andthesustainabledevelopmentofdiversifiedcompetitiveruralfinancialsystem。
