Abstract

摘要

全面预算管理最早起源于英国，但美国将其运用于企业并使其得到了极大地发展。

在当今的美国，90%以上的大型公司都实施了全面预算管理：

其中制造企业的比例最高，其次为批发和零售业。

全面预算管理作为一种含金量极高的管理工具，早已融会于美国大型企业管理文化的血脉之中，成为他们赢得市场竞争力的必备工具之一。

近年来，随着经济的一体化，国内很多企业不断向西方先进企业学习，借鉴他们优秀的管理理念，并根据国内经济环境和企业实际情况进行了改进，推动了企业的发展，成为企业确保战略目标实现的有力工具。

在历经了市场的无数次实践验证后，具有中国特色的全面预算管理模式得到了初步的发展，其自身价值正在为越来越多的国内大中型企业所认识。

但随着经营环境的变化，全面预算管理在应用中出现了很多问题，如未建立完善的预算管理组织体系、预算监控不力、缺乏有效地考核与激励措施等等，因此，有人对预算管理在企业经营中的作用提出质疑，甚至认为预算是浪费企业的资源。

因此，本文以全面预算管理基本理论作为研究的起点对大冶公司在实施全面预算管理中存在的进行研究，全文分为五章：

第一章，主要对本文的研究背景、国内外研究现状、研究内容、研究方法及创新等方面，加以叙述和说明。

第二章，从全面预算管理的内涵、特征出发，随后介绍了全面预算管理的作用，最后分析了全面预算管理的理论基础。

第三章，详细阐述了全面预算管理循环体系的各个环节：

预算编制、全面预算管理的内容体系、预算控制及预算考评。

第四章，结合案例-大冶摩托车技术有限公司，分析该公司全面预算实施过程中存在的问题并针对问题提出了相应的改进对策。

第五章，总结全文并对后期研究方向进行了展望。

thehighestproportionismanufacturingenterprises,followedbywholesaleandretailtrade.Comprehensivebudgetmanagementasahighgoldcontentmanagementtools,hasmixwithcorporatemanagementcultureintheUnitedStates.Inrecentyears,witheconomicintegration,manydomesticenterprisescontinuetolearnfromadvancedwesterncompanies.Drawontheirexcellentmanagementphilosophy,andaccordingtotheactualdomesticeconomicsituationandbusinessenvironmentimproved,promotingthedevelopmentofenterprise,anenterprisetoensureapowerfultooltoachievestrategicobjectives.Afternumerouspracticaltestsinthemarket,moreandmoredomesticenterprisesrecognizedtheyshouldbegintodevelopcomprehensivebudgetwithitsownvalues.Butasthebusinessenvironmentchanges,therearemanyproblemsintheoverallbudgetmanagementapplication,suchaswithoutestablishingsoundmanagementorganizationsystem,inadequatebudgetmonitoringsystem,withoutperformanceassessmentandthecomprehensivebudgetmanagement,theroleinbusinessisinthechallenge,andsomebodyeventhinkit’sawasteofcorporateresources.

Therefore,startfromthebasictheoriesofcomprehensivebudgetmanagementandthenresearchontheproblemsoftheDayeenterprise’scomprehensivebudgetmanagementduringtheimplementation.Therearefivechaptersofthisarticle.Chapter1,thebackgroundandsignificanceofthisissueispointedout,also,theresearchprogressathomeandabroadisanalyzed,andthen,thestructureofthepaperisintroduced.Chapter2,startfromdescribingtheconceptandthecharacteristicofcomprehensivebudgetmanagement,andthenelaboratesthefunctionsandfundamentaltheories.Chapter3expoundsallpartsofthecirclesystemofcomprehensivebudgetmanagement,suchas:

budgetcompilingscheme,budgetinformationmonitorandfeedbacksystemandassessmentsystemofcomprehensivebudgetmanagement.Chapter4analyzestheproblemsintheimplementprocessbasedonDayeCo.Ltd.Andthenadvancessolutionstotheproblemswhichpointedout.Chapter5sumupthewholethesisandgiveadirectionfortheresearchofnextstep.
