Abstract

Withtherapiddevelopmentofinformationtechnology,humansocietyentersthedigitalinformationage.Toobtainandmastertheabilityofinformationhasbecomeameasureofacountryasignofstrength.Hugeamountsofdataandcontinuetoproduce,continuousflowovertime,andthenspreadtoformlargedata,andrestructuringofstrategicresources.Onlythroughanalyzinglargedatatomeetthedemandofdifferentvaluableinformation,tomakethegovernmenttoadapttotheeraofbigdatareorganizationstrategicresourcestructurerequirements.

1Introduction

BigData（BigData）,thewordfirstappearedintheapacheNUTCHorgopensourceproject,thescienceandthetermBigDatatodescribethesearchindexupdatenetworkwhilebatchprocessingoranalysisofalargenumberofDatasets.In2009,the"

bigdata"

inthefieldofInternetandinformationtechnologyindustryiswidelyused.InternetdatacentersintheUnitedStates,pointsoutthatthedataontheInternethasincreasedby50%ayear,twoyearswilldouble,andtheworldmorethan90%ofthedataisbeingcreatedinthepasttwoyears.TheMcKinseyglobalinstituteinJune2011,makeareporttobigdata,thatisthebigdata:

thenextfrontierofinnovation,competitionandproductivity,andpointsoutthatthedataisthebasisofthenewperiodoflivelihoodandmarketfactors,moreimportantthanmaterialassetsandhumancapital,bigdatawillbecomethemainwayofincreaseproductivityand

competitivenessofenterprisesandthekeyelements.

Rapidlygrowinglargedatahasbecomethecoreresourceofwisdomcity,itbecomegreatimportantperformancedataforsocialchange.Bigdataleadurbanchangeembodiedinmanyaspects.Cityplanningneedtominingofnaturalgeographyandsocialculturalinformation,suchaseconomy,population,publicservice,weather,alltosupportdecision-makingandimprovetheservicelevelofmanagementofmassdata,shouldnotonlyattachimportancetothescientificnature,mustgrasptheprospective.Trafficmanagementalsoneedacomprehensivecollectionofvarioustransportationdata,real-timemininginatimelymanner,improvingtrafficcongestion,focusonemergencyresponsecontrolofthesituationintime,maintaintheurbantrafficround-the-clockoperation.Bigdatais closelyrelatedtohumanbeings,moreandmoreoftheseproblemscanbesolvedbybigdata.Notonlyinscienceandtechnologyleveldata,butalsoinbusinessmodel,industrystructure,ecologicalvalueandtheeducationlevel,bigdatacanbringnewideasandnewthinking,includingthedepartmentsofourgovernmentanddifferentindustryandacademia,andevenindividualconsumers.BigdataaswellastheInternet,notonlyisarevolutioninthefieldofinformationtechnology,moreacceleratedinnovation,aroundtheworldleadthedevelopmentofsocialchangeandstartthetransparentgovernment.
