TheGuidelinesoftheEleventhFive-Year（2006~2010）PlanofthePeople’sRepublicofChinafortheNationalEconomicandSocialDevelopmentiscompiledaccordingtothe“SuggestionsoftheCentralCommitteeoftheCommunistPartyofChinaontheFormulationoftheEleventhFive-YearPlanforNationalEconomicandSocialDevelopment”anditsmainpurposeistoclarifythenationalstrategicintention,definethekeyemphasisinthegovernmentworkandguidethebehaviourofmarketsubject.ItisthemagnificentblueprintofChina’seconomicandsocialdevelopment,itisthecommonprogramofactionofourpeopleofallnationalitiesanditistheimportantbasisforthegovernmenttofulfiltheresponsibilityofeconomicadjustment,marketcontrolandsurveillance,socialmanagementandpublicservice.

Chapter1TheCriticalPeriodofBuildingaWell-offSocietyinanAll-RoundWay

TheTenthFive-YearPlanperiodwasextraordinaryfiveyears.Theoverallnationalstrengthofourcountrywasenhancedsignificantly,thepeople’slivingstandardwasconsiderablyimprovedandinternationalstandingwasapparentlyraised.Inthefaceofcomplicatedandvariedforeignanddomesticsituations,withthejointeffortofthepeopleofnationalities,weeffectivelysuppressedtheunstableandunsoundfactorsoccurringineconomicoperation,successfullydefeatedthechallengeofSARSepidemicsituationandmajornaturaldisastersandcalmlyrespondedtothenewchangefollowingtheaccessiontoWTO.NationaleconomywascontinuouslyandrapidlydevelopingandthemajordevelopmentobjectivesdeterminedintheTenthFive-YearPlanwereachievedaheadofschedule.Industrialization,urbanization,marketizationandinternationalizationstepswereacceleratedandeconomicrestructuringwasconstantlydeepened.Foreigntradesteppedforward,nationalfinancialrevenuewasgreatlyincreased,totalpricelevelmaintainedbasicallystable,urbanandruralpeople’sliveswerefurtherimproved,nationalunitywascontinuouslyconsolidated,varioussocialcausesandnationaldefenceandarmyconstructionmadenewprogressandsocialistdemocraticpoliticalandspiritualcivilizationconstructioncontinuedtobestrengthened.ThemoreimportantisthatthePartyCentralCommitteeproposedthemajorstrategicconcept.ThesehavelaidasolidfoundationforthedevelopmentintheEleventhFive-YearPlanperiod.Lookingforwardtothefuture,wearestandingonanewhistoricalstartpoint.

TheEleventhFive-YearPlanperiodisthecriticalperiodofbuildingawell-offsocietyinanall-roundwayandhasthehistoricalstatusoflinkingtheprecedingandthefollowing.Itbothfacedrareopportunitiesandhadausterechallenges.

Chinahasthefavourableconditionsformaintainingstableandrapideconomicdevelopmentandharmonioussocialprogress.Theacceleratedupgradingofconsumptionstructureofurbanresidentswilldrivetherapidindustrialrestructuringandrapidurbanizationdevelopmentandthusthemarketpotentialisenormous.Chinahasabundantlabourforceresourcesandrelativelyhighrateofnationalsavings.Itsinfrastructureiscontinuouslyimproved,industrialabilitytoprovidetheauxiliaryitemsisrelativelystrong,scientificandtechnologicaleducationhasrelativelygoodfoundationandlongtermsocialandpoliticalstabilityismaintained.Itsreformisadvancingindepthandsocialistmarketeconomicsystemisgraduallyimproved,whichwillfurtherexcitesocialvitalityanddevelopmentimpetus.Peace,developmentandcooperationbecomethetideofthepresenttimeandthecomparisonofworldpoliticalpowerisconducivetomaintainingtheoverallstabilityofinternationalenvironment.Economicglobalizationtrendisdevelopingdeeply,scientificandtechnologicalprogresschangesquicklyandproductionelementflowandindustrialtransferareaccelerated.TheinterrelationandmutualinfluencebetweenChinaandworldeconomyisincreasinglydeepened,thetwomarkets,domesticandworld,andthetworesourcescomplimenteachotherandexternalenvironmentasawholeisfavourabletoChina’sdevelopment.

Stillmaindifficultiesandproblemsexistinouradvancingroad.Chinaisandwillbeinthepreliminarysocialiststageforalongtime,theproductiveforceisnotdevelopedandsomeendureddeepleveldevelopment-restrictingcontradictsstillexists:

farmland,freshwater,energyandimportantmineralresourcesarerelativelyinsufficient,ecologicalenvironmentisrelativelyvulnerable,economicstructureisirrational,thetasktoresolvethethreedimensionalruralissuesisveryarduous,employmentpressureisstillgreat,theindependentscientificandtechnologicalinnovationabilityisnotstrongandsystemandmechanismobstructionaffectingthedevelopmentneedsurgentresolution.IntherapiddevelopmentoftheTenthFive-YearPlanperiod,somenewmajorproblemsemerged:

uncoordinatedinvestmentandconsumptionrelationship,blindexpansionofsomeindustries,superfluouscapacity,slowtransformationofeconomicgrowthmode,excessiveenergyresourceconsumption,aggravatedenvironmentalpollution,continuousexpansionofdevelopmentgapbetweenurbanandruralareasandbetweenregionsandincomedifferencebetweensomesocialmembersandbackwarddevelopmentofsocialcauses;therearestillmanyfactorsaffectingsocialstability.internationalenvironmentiscomplicatedandchangefulandtheunstable,indeterminatefactorsaffectingpeaceanddevelopmentareincreased,thepressurethatdevelopedcountrieshavethewhiphandineconomyandscienceandtechnologywillexistforalongtime,unbalanceofworldeconomydevelopmentwillbeaggravated,competitioninresources,markets,techniquesandtalentswillbemoreintenseandtradeprotectionismwillhavenewmanifestation.AllthesewillchallengeChina’seconomicandsocialdevelopmentandsafety.

Inthecriticalperiodwiththecoexistenceofstrategicopportunityandcontradiction,wemusthavehighhistoricalsenseofresponsibility,strongawarenessofhardshipandbroadinternationalsight,accuratelygraspthephasecharacteristicofChina’sdevelopment,baseourselvesonscientificdevelopment,putforthefforttoinnovateindependently,improvesystemandmechanism,promotesocialharmony,fullyenhanceChina’soverallnationalstrength,internationalcompetitivecapacityandanti-riskability,openunanewsituationofsocialisteconomicconstruction,politicalconstruction,culturalconstructionandsocialconstruction,andlayasolidfoundationforthesmoothdevelopmentinthenexttenyearsanddoallwecantopushforwardChina’scharacteristicsocialistcause.

Chapter2ImplementtheScientificConceptofDevelopmentinanAll-RoundWay

TheEleventhFive-YearPlanperiodwillpromotethenationaleconomytodevelopcontinuously,rapidlyandhealthilyandthesocietytoprogressinanall-roundway.WeshallbeguidedbyDengXiaoping’sTheoryandtheimportantthoughtofThreeRepresentsandcommandtheoverallsocialdevelopmentwiththescientificconceptofdevelopment.Adheretothatdevelopmentisthefundamentalprinciple.Adheretogivingprioritytothedevelopmentingoverningandrejuvenatingthecountry,adheretoconcentratingoneconomicgrowthandadheretoresolvingtheproblemscroppinguponourwayforwardthroughdevelopmentandreform.Developmentmustbescientificdevelopment.Weshallkeephumanasfundamentality,changedevelopmentconcept,innovatedevelopmentmodel,improvedevelopmentqualityandimplementthe“FiveOverallPlanning”andturntheeconomicandsocialdevelopmentontothetrackofcomprehensiveandcoordinatedsustainabledevelopment.Weshalladheretothefollowingprinciples:
