ncreasingtheirstress.Andnostate,nolocation,noschooldistrictisinvulnerable.Asgloomyasthispictureis,thereismuchthatcanbedonebyschoolofficialstoplanfordisaster,tomitigatetherisk,toprotectthesafetyofstudentsandeducators,andtoensurethatschoolsrecoverquickly.Thekey,though,istiming.WhiletheFederalEmergencyManagementAgencystandsreadytomobilizewhennecessarytohelpcommunitiespickupthepiecesandrecover,it'spreferabletoexpendenergyBEFOREthedisaster.FEMAcannotundothedamageofanearthquakeonanunpreparedschoolorpushbacktheclockafterafloodhassweptawayachild'sschoolyear.UnderitsnewProjectImpactinitiative,FEMAisencouragingcityofficials,businesses,schools,residentsandotherswithincommunitiestoworktogetherbeforedisasterstrikes.Preventionisalwaysthebestdisasteraction.

"TheNorthridgeearthquakereallymotivatedusandhadapositiveeffectofraisingawarenessabouttheneedforcommunitypreparedness,"saidPeterAnderson,directorofemergencyservicesfortheLosAngelesUnifiedSchoolDistrict."Itraisedawarenessonthepartoftheteachersandthestaffthatwehavetobeprepared-notbecauseit'smandated,butbecauseit'sreal."

Manystatesnowrequirespecificdisasterpreparednessactivitiesintheirschoolsystems.InCalifornia,forexample,schoolsarerequiredtohaveadisasterplan,toholdperiodicdrop,coverandholddrillsandtoholdeducationalandtrainingprogramsforstudentsandstaff.InKentucky,a1992billmandateddisasterplans,drillsandtrainingintheschools.DisasterdrillsinschoolsarerequiredinOregon,MontanaandMissouri,andIdahoandArkansasmandateearthquakeresistantdesignforallpublicbuildings,includingschools.

Insupportofthegrowingawarenessoftheneedfordisasterpreparednessinschools,FEMAoffersacourseseveraltimese

achyearatourEmergencyManagementInstituteinEmmitsburg,Maryland.CalledtheMulti-HazardSafetyProgramforSchools,theweek-longcourseoutlinesaspecificplanofactionforallschools.Asdiscussedinthisclass,FEMArecommendsthefollowingactionsforallschoolofficials:

Theycanhappenanywhereintheworld,butcomparedtoothernaturaldisastersliketornadoes,hurricanesandblizzards,seriousearthquakesseemtohappenlessfrequently.Nomatterhowlittletheyhappen,earthquakescanbeincrediblydamagingtothecommunitiesinwhichtheyhappen.Howmuchthecommunityisaffectedbyearthquakesdependsonmanydifferentfactors.Earthquakescanbedangeroustohumans.Scientistsstillcan'tpredictwhentheymighthappen,andsotheytakeuscompletelybysurprise.Afteranearthquakehappens,thepowermaygoout,roadsmaybedamaged,waterandgaslinescanbreak,andphonesmightnotwork.Thereisnowaytobe100%safefromthedestructiveforcesofanearthquake,buttherearemanythingsyoucandobe

buildtheirhomes,businessesandothercriticalinfrastructures.
