ItgivesmegreatpleasuretocometoCambridge,aworld-renowneduniversitythatIhavelongwantedtovisit.CambridgehasproducedmanygreatscientistsandthinkersIsaacNewton,CharlesDarwinandFrancisBacon,tonamebutafew,andmadeimportantcontributiontotheprogressofhumancivilization.Thisyearmarksthe800thanniversaryoftheuniversity.Pleaseacceptmywarmcongratulations.

Thisismyfourthvisittoyourcountry.DespitethegreatdistancebetweenChinaandBritain,thefriendlyexchangesbetweenourpeopleshavebeenontherise.ThesuccessfulresolutionofthequestionofHongKongandfruitfulcooperationbetweenourtwocountriesinareassuchaseconomy,trade,culture,education,scienceandtechnologyhavecementedthefoundationofourcomprehensivestrategicpartnership.Here,Iwishtopayhightributetoallthosewhohavebeenworkingtirelesslytopromotefriendlytiesbetweenourtwocountries.

Thetitleofmyspeechtodayis"SeeChinaintheLightofHerDevelopment".

Mybelovedmotherlandisacountrybotholdandyoung.

Sheisold,becausesheisabigOrientalcountrywithacivilizationstretchingbackseveralthousandyears.Withdiligenceandwisdom,theChinesenationcreatedasplendidcivilizationandmadesignificantcontributionstotheprogressofhumanity.

Sheisyoung,becausethePeople'sRepublicisjust60yearsold,andthecountrybeganreformandopening-uponly30yearsago.TheChinesepeopleestablishedtheNewChinaafterunremittingstrugglesandultimatelyfoundadevelopmentpathsuitedtoChina'snationalconditionsthroughpainstakingefforts.ThisisthepathofsocialismwithChinesecharacteristics.Followingthispath,ourancientcivilizationhasbeenrejuvenated.

ThekeyelementofChina'sreformandopening-upistofreepeople'smindandthemostfundamentalandsignificantcomponentisinstitutionalinnovation.Througheconomicreform,wehavebuiltasocialistmarketeconomy,wherethemarketplaysaprimaryroleinallocatingresourcesundergovernmentmacro-regulation.Wehavecarriedoutpoliticalreform,promoteddemocracyandimprovedthelegalsystem.Peoplearethemastersofthecountry.Werunthecountryaccordingtolawandendeavortobuildasocialistcountryundertheruleoflaw.

TheessenceofChina'sreformandopening-upistoputpeoplefirstandmeet

anationlosesintimesofdisasterwillbemadeupforbyherprogress.

IamremindedoftheexperiencethatIhadinWenchuan,SichuanProvinceafterthedevastatingearthquaketherelastMay.Thatearthquakeshockedthewholeworld.ItflattenedBeichuanMiddleSchoolandclaimedmanyyounglives.Butonly10daysaftertheearthquake,whenIwentthereforthesecondtime,Ihadbeforemyeyesnewclassroomsbuiltondebrisbylocalvillagerswithplanks.Onceagain,thecampusechoedwiththesoundofstudentsreadingaloud.Iwrotedown4Chinesecharactersontheblackboard,meaning"Acountrywillemergestrongerfromadversities."IhavebeentoWenchuanseventimessincetheearthquakeandwitnessedcountlesstouchingsceneslikethis.Iamdeeplymovedbytheunyieldingspiritofmypeople.ThisgreatnationalspiritisthesourceofstrengthwhichhasenabledtheChinesenationtoemergefromallthehardshipsstrongerthanbefore.

Withhardworkoverthepasthalfcenturyandmore,Chinahasachievedgreatprogress.Itstotaleconomicoutputisnowoneofthelargestintheworld.However,weremainadevelopingcountryandwearekeenlyawareofthebiggapthatwehavewiththedevelopedcountries.Therehasbeennofundamentalchangeinourbasicnationalcondition:

abigpopulation,weakeconomicfoundationandunevendevelopment.China'spercapitaGDPranksbehind100countriesintheworldandisonlyabout1/18thatofBritain.ThoseofyouwhohavebeentoChinaastouristsmusthaveseenthemoderncities,butourruralareasarestillquitebackward.

Tobasicallyachievemodernizationbythemiddleofthiscentury,wemustaccomplishthreemajortasks:

first,achieveindustrialization,whichEuropehaslongcompleted,whilekeepingabreastofthelatesttrendsofthescientificandtechnologicalrevolution;second,promoteeconomicgrowthwhileensuringsocialequityandjustice;andthird,pursuesustainabledevelopmentathomewhileacceptingourshareofinternationalresponsibilities.Thejourneyaheadwillbelongandarduous,butnoamountofdifficultywillstoptheChinesepeoplefrommarchingforward.Throughpersistentefforts,wewillreachourgoal.

Mybelovedmotherlandisacountrythatvalueshertraditionswhileopeningherarmstotheoutsideworld.

ThetraditionalChinesecultureisrich,extensiveandprofound.Harmony,thesupremevaluecherishedinancientChina,liesattheheartoftheChineseculture.TheBookofHistory,anancientclassicinChinaforexample,advocatesamityamongpeopleandfriendlyexchangesamongnations.

TheChineseculturaltraditionvaluespeaceasthemostprecious.ThishasnurturedthebroadmindoftheChinesenation.TheChinesenationisgenerousandtolerant,justasMotherEarthcaresforalllivingthings.Sheisinconstantpursuitofjustice,justastheeternalmovementoftheUniverse.

Inthe15thcentury,thefamousChinesenavigatorZhengHeledsevenmaritimeexpeditionstotheWesternSeasandreachedover30countries.HetookwithhimChinesetea,silkandporcelainandhelpedlocalpeoplefightpiratesashesailedalong.Hewastrulyamessengerofloveandfriendship.

TheargumentthatabigpowerisboundtoseekhegemonydoesnotapplytoChina.SeekinghegemonygoesagainstChina'sculturaltraditionaswellasthewilloftheChinesepeople.China'sdevelopmentharmsnooneandthreatensnoone.Weshallbeapeace-lovingcountry,acountrythatiseagertolearnfromandcooperatewithothers.Wearecommittedtobuildingaharmoniousworld.

Differentcountriesandnationsneedtorespect,tolerateandlearnfromeachother'sculture.Today,300millionChinesearelearningEnglishandoveronemillionofouryoungpeoplearestudyingabroad.TheculturesandartsofvariouspartsoftheworldarefeatureddailyonChina'stelevision,radioandprintmedia.Hadwenotlearnedfromothersthroughexchangesandenrichedourselvesbydrawingonothers'experience,wewouldnothaveenjoyedtoday'sprosperityandprogress.

Inthe21stcentury,economicglobalizationandtheinformationnetworkhavelinkedusalltogether.Differentcultureslivetogetherandinfluenceeachother.Noculturecanflourishinisolation.Howmuchacountryoranationcontributestothecultureofhumanityisincreasinglydeterminedbyherabilitytoabsorbforeignculturesandrenewherself.ThatiswhyChinawillremainopenandreceptive,valueherowntraditionswhiledrawingonothers'successfulexperience,andachieveeconomicprosperityandsocialprogressinacivilizedandharmoniousway.

LadiesandGentlemen,

IstresstheimportanceofseeingChinainthelightofherdevelopment,becausetheworldischangingandChinaischanging.Chinaisnolongertheclosedandbackwardsocietyitwas100yearsago,orthepoorandossifiedsociety30yearsago.Thankstoreformandopening-up,Chinahastakenonanewlook.WhattheBeijingOlympicGamesshowcasedisacolorfulChina,bothancientandmodern.IthereforeencourageyoutovisitChinamoreoftenandseemoreplacesthere.Thisway,youwillbetterunderstandwhattheChinesepeoplearethinkinganddoing,andwhattheyareinterestedin.YouwillgettoknowthetrueChina,acountryconstantlydevelopingandchanging.YouwillalsobetterappreciatehowChinahasbeentacklingtheongoingglobalfinancialcrisis.

ThisunprecedentedfinancialcrisishasinflictedasevereimpactonbothChinaandBritainaswellasotherEuropeancountries.Thecrisishasnotyethitthebottom,anditishardtopredictwhatfurtherdamageitmaycause.Toworktogetherandtideoverthedifficultieshasbecomeourtoppriority.

Ibelievethatclosercooperationisneededtomeettheglobalcrisis,andthelevelofcooperationhingesuponthelevelofmutualtrust.TheChineseGovernmentmaintainsthatcountriesshould:

firstandforemost,runtheirownaffairswellandrefrainfromshiftingtroublesontoothers;second,carryoutcooperationwithfullsincerityandavoidpursuingone'sowninterestsattheexpenseofothers;andthird,addressboththesymptomsandtherootcauseoftheproblem.Apalliativeapproachwillnotwork.Weshouldnottreatonlytheheadwhentheheadaches,andthefootwhenthefoothurts.AsIreiteratedattheWorldEconomicForumAnnualMeetinginDavos,necessaryreformoftheinternationalmonetaryandfinancialsystemsshouldbecarriedouttoestablishanewinternationalfinancialorderthatisfair,equitable,inclusiveandwell-managed.Weshouldcreateaninstitutionalenvironmentconducivetoglobaleconomicgrowth.

LetmetalkbrieflyabouthowChinahasbeenrespondingtothecrisis.

ThefalloutofthefinancialcrisisonChina'srealeconomyisbecomingmoreevident.Sincethethirdquarteroflastyear,ourexportshavedeclinedsharply,economicgrowthhassloweddown,andthepressureonemploymenthasbeenrising.Inthefaceofthegrimsituat
