    Onepartofthehomelesspopulationthatisparticularlydifficulttocountconsistsofthe"throwaway"youthswhohavebeencastofftheirhomes.TheElementarySchoolCenterinNewYorkCityestimatesthatthereare1.5millionofthem,manyofwhomarenotcountedaschildrenbecausetheydonotstayinfamilysheltersandtendtolivebythemselvesonthestreets.
