1.We,theLeadersoftheG20,areunitedinourconvictionthatbyworkingtogetherwecansecureamoreprosperousfutureforthecitizensofallcountries.
2.WhenwefirstgatheredinNovember2008toaddressthemostsevereworldrecessionourgenerationhaseverconfronted,wepledgedtosupportandstabilizetheglobaleconomy,andatthesametime,tolaythefoundationforreform,toensuretheworldwouldneverfacesuchupheavalagain.
3.OverthepastfourSummits,wehaveworkedwithunprecedentedcooperationtobreakthedramaticfallintheglobaleconomytoestablishthebasisforrecoveryandrenewedgrowth.
4.Theconcretestepswehavetakenwillhelpensurewearebetterpreparedtopreventand,ifnecessary,towithstandfuturecrises.Wepledgetocontinueourcoordinatedeffortsandacttogethertogeneratestrong,sustainableandbalancedgrowth.
5.Werecognizetheimportanceofaddressingtheconcernsofthemostvulnerable.Tothisend,wearedeterminedtoputjobsattheheartoftherecovery,toprovidesocialprotection,decentworkandalsotoensureacceleratedgrowthinlowincomecountries(LICs).
6.Ourrelentlessandcooperativeeffortsoverthelasttwoyearshavedeliveredstrongresults.However,wemuststayvigilant.
7.Risksremain.Someofusareexperiencingstronggrowth,whileothersfacehighlevelsofunemploymentandsluggishrecovery.Unevengrowthandwideningimbalancesarefuelingthetemptationtodivergefromglobalsolutionsintouncoordinatedactions.However,uncoordinatedpolicyactionswillonlyleadtoworseoutcomesforall.
8.Since2008,acommonviewofthechallengesoftheworldeconomy,thenecessaryresponsesandourdeterminationtoresistprotectionismhasenabledustobothaddresstherootcausesofthecrisisandsafeguardtherecovery.Weareagreedtodaytodevelopourcommonviewtomeetthesenewchallengesandapathtostrong,sustainableandbalancedgrowthbeyondthecrisis.
9.Today,theSeoulSummitdelivers:
·theSeoulActionPlancomposedofcomprehensive,cooperativeandcountry-specificpolicyactionstomoveclosertooursharedobjective.ThePlanincludesourcommitmentto:
-undertakemacroeconomicpolicies,includingfiscalconsolidationwherenecessary,toensureongoingrecoveryandsustainablegrowthandenhancethestabilityoffinancialmarkets,inparticularmovingtowardmoremarket-determinedexchangeratesystems,enhancingexchangerateflexibilitytoreflectunderlyingeconomicfundamentals,andrefrainingfromcompetitivedevaluationofcurrencies.Advancedeconomies,includingthosewithreservecurrencies,willbevigilantagainstexcessvolatilityanddisorderlymovementsinexchangerates.Theseactionswillhelpmitigatetheriskofexcessivevolatilityincapitalflowsfacingsomeemergingcountries;
-implementarangeofstructuralreformsthatboostandsustainglobaldemand,fosterjobcreation,andincreasethepotentialforgrowth;and
-enhancetheMutualAssessmentProcess(MAP)topromoteexternalsustainability.Wewillstrengthenmultilateralcooperationtopromoteexternalsustainabilityandpursuethefullrangeofpoliciesconducivetoreducingexcessiveimbalancesandmaintainingcurrentaccountimbalancesatsustainablelevels.Persistentlylargeimbalances,assessedagainstindicativeguidelinestobeagreedbyourFinanceMinistersandCentralBankGovernors,warrantanassessmentoftheirnatureandtherootcausesofimpedimentstoadjustmentaspartoftheMAP,recognizingtheneedtotakeintoaccountnationalorregionalcircumstances,includinglargecommodityproducers.Theseindicativeguidelinescomposedofarangeofindicatorswouldserveasamechanismtofacilitatetimelyidentificationoflargeimbalancesthatrequirepreventiveandcorrectiveactionstobetaken.Tosupportoureffortstowardmeetingthesecommitments,wecallonourFrameworkWorkingGroup,withtechnicalsupportfromtheIMFandotherinternationalorganizations,todeveloptheseindicativeguidelines,withprogresstobediscussedbyourFinanceMinistersandCentralBankGovernorsinthefirsthalfof2011;and,inGyeongju,ourFinanceMinistersandCentralBankGovernorscalledontheIMFtoprovideanassessmentaspartoftheMAPontheprogresstowardexternalsustainabilityandtheconsistencyoffiscal,monetary,financialsector,structural,exchangerateandotherpolicies.Inlightofthis,thefirstsuchassessment,tobebasedontheabovementionedindicativeguidelines,willbeinitiatedandundertakeninduecourseundertheFrenchPresidency.
·amodernizedIMFthatbetterreflectsthechangesintheworldeconomythroughgreaterrepresentationofdynamicemergingmarketsanddevelopingcountries.Thesecomprehensivequotaandgovernancereforms,asoutlinedintheSeoulSummitDocument,willenhancetheIMF’slegitimacy,credibilityandeffectiveness,makingitanevenstrongerinstitutionforpromotingglobalfinancialstabilityandgrowth.
·instrumentstostrengthenglobalfinancialsafetynets,whichhelpcountriescopewithfinancialvolatilitybyprovidingthemwithpracticaltoolstoovercomesuddenreversalsofinternationalcapitalflows.
·coreelementsofanewfinancialregulatoryframework,includingbankcapitalandliquiditystandards,aswellasmeasurestobetterregulateandeffectivelyresolvesystemicallyimportantfinancialinstitutions,complementedbymoreeffectiveoversightandsupervision.Thisnewframework,complementedbyotherachievementsasoutlinedintheSeoulSummitDocument,willensureamoreresilientfinancialsystembyreininginthepastexcessesofthefinancialsectorandbetterservingtheneedsofoureconomies.
·theSeoulDevelopmentConsensusforSharedGrowththatsetsoutourcommitmenttoworkinpartnershipwithotherdevelopingcountries,andLICsinparticular,tohelpthembuildthecapacitytoachieveandmaximizetheirgrowthpotential,therebycontributingtoglobalrebalancing.TheSeoulConsensuscomplementsourcommitmenttoachievetheMillenniumDevelopmentGoals(MDGs)andfocusesonconcretemeasuresassummarizedinourMulti-YearActionPlanonDevelopmenttomakeatangibleandsignificantdifferenceinpeople’slives,includinginparticularthroughthedevelopmentofinfrastructureindevelopingcountries.
·theFinancialInclusionActionPlan,theGlobalPartnershipforFinancialInclusionandaflexibleSMEFinanceFramework,allofwhichwillsignificantlycontributetoimprovingaccesstofinancialservicesandexpandingopportunitiesforpoorhouseholdsandsmallandmediumenterprises.
·ourstrongcommitmenttodirectournegotiatorstoengageinacross-the-boardnegotiationstopromptlybringtheDohaDevelopmentRoundtoasuccessful,ambitious,comprehensive,andbalancedconclusionconsistentwiththemandateoftheDohaDevelopmentRoundandbuiltontheprogressalreadyachieved.Werecognizethat2011isacriticalwindowofopportunity,albeitnarrow,andthatengagementamongourrepresentativesmustintensifyandexpand.Wenowneedtocompletetheendgame.Oncesuchanoutcomeisreached,wecommittoseekratification,wherenecessary,inourrespectivesystems.Wearealsocommittedtoresistingallformsofprotectionistmeasures.
10.Wewillcontinuetomonitorandassessongoingimplementationofthecommitmentsmadetodayandinthepastinatransparentandobjectiveway.Weholdourselvesaccountable.Whatwepromise,wewilldeliver.
11.Buildingonourachievementstodate,wehaveagreedtoworkfurtheronmacro-prudentialpolicyframeworks;betterreflecttheperspectiveofemergingmarketeconomiesinfinancialregulatoryreforms;strengthenregulationandoversightofshadowbanking;furtherworkonregulationandsupervisionofcommodityderivativesmarkets;improvemarketintegrityandefficiency;enhanceconsumerprotection;pursuealloutstandinggovernancereformissuesattheIMFandWorldBank;andbuildamorestableandresilientinternationalmonetarysystem,includingbyfurtherstrengtheningglobalfinancialsafetynets.WewillalsoexpandourMAPbasedontheindicativeguidelinestobeagreed.
12.Topromoteresilience,jobcreationandmitigaterisksfordevelopment,wewillprioritizeactionundertheSeoulConsensusonaddressingcriticalbottlenecks,includinginfrastructuredeficits,foodmarketvolatility,andexclusionfromfinancialservices.
13.Toprovidebroader,forward-lookingleadershipinthepost-crisiseconomy,wewillalsocontinueourworktopreventandtacklecorruptionthroughourAnti-CorruptionActionPlan;rationalizeandphase-outoverthemediumterminefficientfossilfuelsubsidies;mitigateexcessivefossilfuelpricevolatility;safeguardtheglobalmarineenvironment;andcombatthechallengesofglobalclimatechange
14.Wereaffirmourresolutecommitmenttofightclimatechange,asreflectedintheLeaders'SeoulSummitDocument.WeappreciatePresidentFelipeCalderón’sbriefingonthestatusoftheUNFrameworkConventiononClimateChangenegotiations,aswellasPrimeMinisterMelesZenawi’sbriefingonthereportoftheHigh-LevelAdvisoryGrouponClimateChangeFinancingsubmittedtotheUNSecretary-General.WewillsparenoefforttoreachabalancedandsuccessfuloutcomeinCancun.
