REGISTRATIONOFMERCHANTSHIPS

RulesandbasicDocuments:

-MerchantShippingAct1958asamendedandMS（RegistrationofIndianShips）Rules.RegistrationprocessinvolvesApplicationfromowner,Submissionofdocumentsasperchecklist,Verificationofdocuments,PlansandDrawingsofthevessel,AssessmentofthesuitabilityofthevesseltoflyIndianflag（irrespectiveoftheageofthevessel,butcomplyingwithGovt.ofIndiaRulesandIRSClassRequirements）andestablishingtheownershipandcredentialsofowner.

AfterallotmentofName,OfficialNumberandMMSINumbertothevessel,CarvingandMarkingNoteisissued.VerificationofthesemarkingsisdoneonboardtheshipandFirstEntry（PreRegistration）SurveyincludingCrewAccommodationsurveyiscarriedoutbyanauthorizedSurveyortoissue‘CertificateofSurvey’.ProvisionalRegistryvalidfor6monthscanbeissuedbytheIndianConsularOfficerorSurveyorsofMercantileMarineDepartmentorIndianRegisterofShipping（IRS）asauthorizedbytheRegistrarofShips（RoS）onboardthevesselirrespectiveofthelocationofthevessel.

ClassSurveysareseparatelydoneforissuanceofstatutorycertificates.

Mortgageispossibleimmediatelyafterprovisional/permanentregistry.

PrintedFormsareavailablewithRoS.i）.DeclarationofOwnership（tobesignedbytheowner/authorisedpersonoftheownersbeforetheRoSorConsularOfficerorSurveyorasdulyauthorisedbyRoS）ii）.InstrumentofSaleandiii）.ProvisionalCertificateofRegistry.

Otherformatstobefilledinbytheapplicantforpermanentregistryarei）.Registrationchecklistandii）.‘ParticularsofShip’（tobesignedbytheauthorisedpersonofowner）.Inaddition,thedocumentsanddrawingsmentionedinthechecklistaretobesubmitted.

Theessentialprocessofregistrationinvolvesthefollowing.

（ForFishingVesselsandDumbBargestoberegisteredunderCoastingVesselsAct1838,seerespectivechecklists）.

1.AllotmentofName,Officialnumber,CallSignandMMSINumber:

Onapplicationbyownerinprescribedform–WillbeforwardedbytheRegistrartoDGSforallotment-ownerisinformedonceallotted–validforoneyear,whichcanberevalidatedthereafteronrequestoftheowner.

2.Carving&MarkingNote:

Thisisissuedoncethenameetc.isallotted-copyofITC（1969）ofvessel/approvedTonnagecomputationisrequired–NameandportofRegistrytobepaintedonthehullasperinstructionsonthebackpageoftheCarving&MarkingNote.OfficialnumberandNetTonnagearetobeengravedonabrassplate30cmx6cmandplacedconspicuouslyatthewheelhouse.IMOnumberistobeweldedasperregulation3（4）ofChapterXI-1,SpecialMeasurestoenhancemaritimesafetyofSOLAS1974asamended.TobeverifiedonboardbyConsularOfficer/MMD/IRSasauthorisedbyRegistrarofShips.

3.CertificateofSurvey:

AcursorysurveyiscarriedoutbytheConsularOfficer/MMD/IRSasauthorisedbyRoSonboardthevesselseekingregistrationandaCertificateofSurveyasperprescribedformatisissuedforthwith.

4.ProvisionalRegistry:

Onrequestofowner,theRoScanauthorisetheConsularOfficer/MMD/IRStoverifytherequireddocuments,witnessthemarkingsonboardthevesselasperC&MNoteandissueprovisionalcertificateofregistryirrespectiveofageorlocationofthevessel.

5.TemporaryPass:

IfpermanentregistryisnotcompleteevenaftertheexpiryofProvisionalRegistry,a“TemporaryPass”foroperationintheIndian

CoastcanbeissuedwithpermissionfromDGSifsorequestedbytheowner.

6.PermanentRegistry:

Ownertoprovidealldocumentsforpermanentregistrationasperchecklist.Everydetailrequiredtobefilledupinthe“CertificateofSurvey”,and“ParticularsofShip”aretobemadeavailableandevidencesforsuchdatabegiven.

7.Tonnage:

FreshshorttermITCvalidforsixmonthswillbeissuedbasedontheexistingITC.FulltermITCwouldbeissuedbasedonthepreviousITCifissuedbyanIACSmemberunder1969tonnageconvention.（Seechecklistno.1;itemno.17）.
