ThispaperclarifiedcontactactualimplementationinChinashallactivelyfutureimportsubstitutionandexport-orientedstrategymodelcombiningthecompoundinview,andexpoundstheselectandimplementthestrategicmodeofeconomicexhibitionshouldconsidertheproblem.

Acountry'sforeigneconomicdevelopmentstrategymodecanbesummarizedasimportsubstitutionandexport-orientedtwobasicmodesofpopulation,themarketinChina,itslargecapacitydevelopmentspace,butalsovastexist,andpercapitaunderdevelopedproductivitydevelopmentandutilizationofnaturalresourcesarelimitedandeconomicefficiency,lowenoughandlimitedcapitalaccumulationrestraints.ThiskindofsituationdeterminesthatChinacannotimplementsingleimport-substitutedstrategy,alsocannotimplementsingleexport-orientedstrategyshouldbeimplemented,andimportsubstitutionandexport-orientedcombinationofcomplexstrategy,canwemakefulluseofanddevelopmentofdomesticandforeigntworesourcesandmarkets,tobetterachievestrategicbalanceandChina'seconomicdevelopmentgoals.

1.Implementationofimportsubstitutionandexport-orientedstrategymodelcombiningwithChina

1.1InChinasincelastcenturythedevelopmentsituationofpp

Bythemiddleofthelastcentury,inasingleplannedeconomicsystemrestrictionandtheinfluenceofpoliticalandeconomicenvironmentathomeandabroad,China'sforeigneconomicdevelopmentstrategy,withasingleplanexperienceassociatedeconomicsystemclosingeconomicdevelopmentstrategymodenamelysingleimport-substitutedstrategymode.Inthiseconomyundertheguidanceofthestrategicthought,fromthe1950stothelate1970s,after20yearsofconstructionanddevelopment,ourpreliminaryrealizedindustrialization,creatingamorecompletesuitableforChina'snationalconditionsofindustrialsystem,andhaveachievedsomeresults.However,implementingasingleimportsubstitutiondidn'tachievedesiredsuccess.Whenourcountryiseconomicallybackwardagriculturalcountry,theconstructionfundsshortage,industrialtechnologyislow,nationallowpercapitaincome,residentspurchasingpowerandconsumptionlevelisverylow,thiskindofsituationhasdeterminedthedomesticmarketatthelimitedspaceinChina.Therefore,intheimplementationofimportsubstitutionstrategy,developmentintheprocessofimportsubstitutionindustrydifficultiesandofallobstacles.Meanwhile,theindustrialsysteminChinaincountriesunderthehighlyprotectedisestablishedanddeveloped,enterprisemainlyrelyonincreaseproductioninputstoexpandthescaleofproduction,torealizetheeconomicgrowth,itseconomicinfrastructure,technologystrengthratherweak,theindustrialequipmentdated,enterprise'slackofmarketideas,alackofmarketawareness,consumption,highcostofenterpriseandeconomichighqualityandeconomicbenefitislow,theinternationalmarketcompetitionabilityandexportdisabilities,thiskindofsituationisseriousimpactonthealternativelevelsofimproving,andrestrictedthedevelopmentofimportandexporttradeinChina.Firstincompetence,andexportexportabilityinadequacyandinfluenceddirectlyrestrictstheimport,introduceadvancedtechnologyfromabroad,andtheendresultistheproportionofChinaininternationaltradefromthe19531.5%droppedto1977o.6%.Andinthesameperiod,JapanandotheremergingeastAsianeconomiesbutborrowingandseizethisperiodworldeconomicprosperityandinternationaltradedevelopmentwillbringgreatopportunity,implementexport-orientedstrategy,makefulluseoftheinternationalmarketanditsresources,andactivelydevelopexport-orientedeconomy,thedevelopmentofitseconomy,itsmuchtoraisetheeconomicstrength.Unfortunately,ourcountrymissedthechancetodevelopexport-orientedeconomy.

1.2SinceChina'sreformandopeningtradedevelopment

In1979Chinabegantograduallyimplementopening,economicreformpolicy.Startedfromasingleplannedeconomyintoplannedeconomytomarketeconomy,combiningeconomicsystemthento1992establishedasystemofsocialistmarketeconomy.China'seconomicdevelopmentstrategyisalsoassociatedwiththereformoftheeconomicstructureandgetinnovation,intheimplementationofimportsubstitutionstrategyisintroduced,meanwhile,exportorientationstrategy,begantodevelopexport-orientedeconomyandachievedconsiderabledevelopment.Ourcountryisadevelopingcountry,industrializationdevelopmentprocessisintheintermediatestage,accordingtotheinternationaldevelopmentofthegeneralruleofindustrializedcountries,aperiodofourcountryshouldimplementJackieimportsubstitutionandexportorientationanddevelopmentstrategy,thisisactually"composite"industrializationdevelopmentstrategy.Accordingtotheinternationaldivisionoflabortheory,acomparativeadvantageinourcountryshouldbewithintheindustry,suchaslabor-intensiveindustriesthroughforeignabsorbingfunds,technology,project,talentandsoonaseriesofcaninarelativelyshortperiodoftimeeffectivelyimproveourcountryindustrializationlevel,improveourproductinternationalmarketcompetitionabilityofthemeasuresandformulateactivelyencourageexportforeigntradepolicy,encourageandmakeeffortstoexpandtheproductexport.However,intheinternationalmarketcompetitiondevelopedcountriesinmanipulationandcontrolstatus,developingcountriesatanotequalstatus,developingcountryexportsprimaryproductsimportedproductsforexporttradingpricesofprimaryproducts,developingcountriesdisadvantage.Therefore,ourcountryshouldinproduct,price,costofacomparativeadvantagenotcapitalintensiveindustriesandtech-intensiveindustryfield,continuetoimplementthestrategyofimportsubstitutiontosetup,consolidate,thedevelopmentofdomesticindustrialbase,perfectourcountry'sindustrialdevelopmentsystem.

2.Importsubstitutionandcombinationofexport-orientedstrategyisnecessary

2.1Chinainternationalanddomesticmarket

2.1.1Chinatradedevelopmentprospects

Forourcountry,ourdomesticmarketfordevelopmentspace,althougheconomicvolumeisbroad,onlyaccountedfor25%oftheJapanese,American12%.ButChina'seconomicgrowthratefastergrowthrateof7%-everyyear,morethan9%,farhigherthanthe3%to4%indevelopedcountries.Thenationaleconomygrowth,determinestherapidgrowthofthenationalincome,therapidgrowthofthenationalincomepersonalincomeincreasemakesresidents,therebyimprovingtheresidentspurchasingpowerandconsumptionlevels,itexpandedthetotalsocialneeds.Then,ifthesingleexport-orientedstrategy,mainlyrelyonimportedfromabroadcommoditytomeettheneedofdomesticmarketconsumptionmarket,obviouslydoesn'twork,isalsounabletorealize.Canpredict,inourcountry'shugepopulationbaseinfront,thefutureofsocialpurchasingpowerandaggregatedemandwillcontinuetoimprove,newconsumermarketwillkeepformationandappear.Theexpansionofdomesticmarketthismarketandthegrowthoftotal,isnotonlythemarket"quantity"ofsimpleexpansion,andthemarket's"mass''getpromotedcontinuously.Fromthispoint,China'sdomesticmarketinthefutureforquitealongtime,itisquitewidedevelopmentspacefortheenterprise,itwillbeahugemarketopportunities,itisimportsubstitutionindustrialdevelopmentopensupabroadprospectandspace.Therefore,ourcountryindustrializationdevelopmentdirection,anditsoverallgoalshouldbefacingdomesticmarket,itsproductmarketobjectivesshouldbealsothedomesticmarketoftheconsumers.Thatis,throughmeetdomesticmarketdemand,fromdomesticmarkettopromoteeconomicdevelopment.Therefore,impossibletoChina'seconomyasawholeandallindustrialareashaveincludedtheexport-orientedorbit.

2.1.2China'simportandexportoriented

Ofcourse,wecannotthereforerefuteexport-oriented,ifnotexportorientation,donotexpandexport,importsubstitutionindustryalsocouldnotsucceed.Inthedevelopmentofimportsubstitutionofeconomyatthesametime,shouldbecausewhen,inpartsofthesituation,partindustry,partoftheenterprisetheexportorientationstrategy,establishtheexport-orientedeconomy.Inordertomakefulluseoftheinternationaleconomicconditionsobtainedthroughthedevelopmentofexport,importadvancedtechnologyandforeignequipment,productionreplaceimportedproductssupplydomesticmarket,economicglobalizationandregionaleconomicintegrationhasbecomethetrendoftheeconomicdevelopment,ifweputtoomuchemphasisonthedomesticmarketandignorethehugeinternationalmarketisuntimely;Similarly,ifputtoomuchemphasisontheinternationalmarketandignorethedomesticmarketoneconomicgrowthroleisone-sided.Weshouldmakefulluseofbothdomesticandoverseasmarkettoprovidepowerforsustainedeconomicgrowth,whichisimplementedtoChina'snationalconditions,namely,theeconomicdevelopmentstrategy,importsubstitutionandexportorientationanddevelopmentstrategy,essenceisa"composite''industrializationdevelopmentstrategy.

3.Economicdevelopmentstrategymodelselectionanddetermined
