Today,withtheExecutiveOrderIamabouttosign,wewillbringthechangethatsomanyscientistsandresearchers;doctorsandinnovators;patientsandlovedoneshavehopedfor,andfoughtfor,thesepasteightyears:

wewillliftthebanonfederalfundingforpromising1embryonic2stemcellresearch.Wewillvigorouslysupportscientistswhopursuethisresearch.AndwewillaimforAmericatoleadtheworldinthediscoveriesitonedaymayyield.

Atthismoment,thefullpromiseofstemcellresearchremains3unknown,anditshouldnotbeoverstated.Butscientistsbelievethesetinycellsmayhavethepotentialtohelpusunderstand,andpossiblycure,someofourmostdevastating4diseasesandconditions.Toregenerate5asevered6spinal7cordandliftsomeonefromawheelchair.Tospurinsulinproductionandspareachildfromalifetimeofneedles.TotreatParkinson’s,cancer,heartdiseaseandothersthataffectmillionsofAmericansandthepeoplewholovethem.

Butthatpotentialwillnotrevealitselfonitsown.Medicalmiraclesdonothappensimplybyaccident.Theyresultfrompainstaking8andcostly9research–fromyearsoflonelytrialanderror,muchofwhichneverbearsfruit–andfromagovernmentwillingtosupportthatwork.Fromlife-savingvaccines10,topioneeringcancertreatments,tothesequencingofthehumangenome–thatisthestoryofscientificprogressinAmerica.Whengovernmentfailstomaketheseinvestments,opportunitiesaremissed.Promisingavenuesgounexplored.Someofourbestscientistsleaveforothercountriesthatwillsponsortheirwork.Andthosecountriesmaysurgeaheadofoursintheadvancesthattransformourlives.

Butinrecentyears,whenitcomestostemcellresearch,ratherthanfurtheringdiscovery,ourgovernmenthasforcedwhatIbelieveisafalsechoicebetweensoundscienceandmoralvalues.Inthiscase,Ibelievethetwoarenotinconsistent.Asapersonoffaith,Ibelievewearecalledtocareforeachotherandworktoeasehumansuffering.Ibelievewehavebeengiventhecapacityandwilltopursuethisresearch–andthehumanityandconsciencetodosoresponsibly.

Itisadifficultanddelicatebalance.Manythoughtfulanddecentpeopleareconflictedabout,orstronglyoppose,thisresearch.Iunderstandtheirconcerns,andwemustrespecttheirpointofview.

Butaftermuchdiscussion,debateandreflection,thepropercoursehasbecomeclear.ThemajorityofAmericans–fromacrossthepoliticalspectrum11,andofallbackgroundsandbeliefs–havecometoaconsensus12thatweshouldpursuethisresearch.Thatthepotentialitoffersisgreat,andwithproperguidelinesandstrictoversight13,theperils14canbeavoided.

ThatisaconclusionwithwhichIagree.ThatiswhyIamsigningthisExecutiveOrder,andwhyIhopeCongresswillactonabi-partisanbasistoprovidefurthersupportforthisresearch.Wearejoinedtodaybymanyleaderswhohavereachedacrosstheaisle15tochampionthiscause,andIcommendthemforthatwork.

Ultimately,Icannotguaranteethatwewillfindthetreatmentsandcuresweseek.NoPresidentcanpromisethat.ButIcanpromisethatwewillseekthem–actively16,responsibly,andwiththeurgencyrequiredtomakeupforlostground.Notjustbyopeningupthisnewfrontierofresearchtoday,butbysupportingpromisingresearchofallkinds,includinggroundbreakingworktoconvertordinaryhumancellsintoonesthatresembleembryonicstemcells.

Icanalsopromisethatwewillneverundertakethisresearchlightly.Wewillsupportitonlywhenitisbothscientificallyworthy17andresponsiblyconducted.Wewilldevelopstrictguidelines,whichwewillrigorouslyenforce,becausewecannotevertoleratemisuse18orabuse.Andwewillensurethatourgovernmentneveropensthedoortotheuseofcloningforhumanreproduction.Itisdangerous,profoundlywrong,andhasnoplaceinoursociety,oranysociety.

ThisOrderisanimportantstepinadvancingthecauseofscienceinAmerica.Butlet’sbeclear:

promotingscienceisn’tjustaboutprovidingresources–itisalsoaboutprotectingfreeandopeninquiry19.Itisaboutlettingscientistslikethoseheretodaydotheirjobs,freefrommanipulationorcoercion20,andlisteningtowhattheytellus,evenwhenit’sinconvenient21–especiallywhenit’sinconvenient.Itisaboutensuringthatscientificdataisneverdistortedorconcealed22toserveapoliticalagenda–andthatwemakescientificdecisionsbasedonfacts,notideology23.

Bydoingthis,wewillensureAmerica’scontinuedgloballeadershipinscientificdiscoveriesandtechnological24breakthroughs.Thatisessentialnotonlyforoureconomicprosperity,butfortheprogressofallhumanity.

Thatiswhytoday,IamalsosigningaPresidentialMemorandum25directingtheheadoftheWhiteHouseOfficeofScienceandTechnologyPolicytodevelopastrategyforrestoringscientificintegritytogovernmentdecisionmaking.ToensurethatinthisnewAdministration,webaseourpublicpoliciesonthesoundestscience;thatweappointscientificadvisors26basedontheircredentials27andexperience,nottheirpoliticsorideology;andthatweareopenandhonestwiththeAmericanpeopleaboutthesciencebehindourdecisions.Thatishowwewillharnessthepowerofsciencetoachieveourgoals–topreserveourenvironmentandprotectournationalsecurity;tocreatethejobsofthefuture,andlivelonger,healthierlives.

Aswerestoreourcommitmenttoscience,andresumefundingforpromisingstemcellresearch,weoweadebtofgratitude28tosomanytirelessadvocates,someofwhomarewithustoday,manyofwhomarenot.Today,wehonorallthosewhosenameswedon’tknow,whoorganized,andraisedawareness29,andkeptonfighting–evenwhenitwastoolateforthem,orforthepeopletheylove.Andwehonorthoseweknow,whousedtheirinfluencetohelpothersandbringattentiontothiscause–peoplelikeChristopherandDanaReeve,whowewishcouldbeheretoseethismoment.

OneofChristopher’sfriendsrecalledthathehungasignonthewalloftheexerciseroomwherehedidhisgruelingregimenofphysicaltherapy.Itread:

"ForeveryonewhothoughtIcouldn’tdoit.ForeveryonewhothoughtIshouldn’tdoit.Foreveryonewhosaid,‘It’simpossible.’Seeyouatthefinishline."
