Factoriesshalleducatetheirworkersinthecorrectuseofprotectionarticles.Workersperformingdangerouswork（e.g.electricalandgasworkers）shouldbetaughtfirstaidmethods.

Laborersperformingspecialoperationsshallreceivespecialtrainingandobtainthecompetencyforspecialoperations.

Thenumberoffireexitsofafactorybuildingshallnotbelessthan2.But,ifthefollowingrequirementsaremet,theremaybeonly1:

ForafactorybuildingofCategoryC（see★ofremarks）,theareaofeachfloorisnotmorethan250m2andthenumberofworkersworkingatthesametimeisnotmorethan20;forfactorybuildingsofCategoryDandC（see★ofremarks）,theareaofeachfloorisnotmorethan400m2andthenumberofworkersworkingatthesametimeisnotmorethan30;

Governmentaldepartments,socialorganizations,enterprisesandinstitutionsshallmakesurethattheevacuationpassagesandfireexitsremainunblockedandsetupfireevacuationsignsthatmeetstateregulations.

Article3.5.4oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Thewidthoftheevacuationstaircase,passageanddoorsofeachfloorofafactorybuildingshallbecalculatedinthefollowingway:

nolessthan0.6m/100personsforthe1stand2ndfloors;nolessthan0.8m/100personsfor3rdfloor;nolessthan1.0m/100personsfor4th（andabove）floor.Whenthenumberofworkersondifferentfloorsaredifferent,thetotalwidthofthestaircaseshallbecalculatedonafloorbasisandthetotalwidthofthestaircasesoflowerfloorsshallbecalculatedonthebasisoftheabovefloorwiththelargestnumberofworkers.However,theminimumwidthofstaircaseshallnotbelessthan1.1m.Thetotalwidthoftheexternalgateofthegroundfloorshallbecalculatedonthebasisofthelargestnumberofpeopleofthefloorortheabovefloor.Buttheminimumwidthoftheevacuationdoorsshouldpreferablybeabove0.9mandtheevacuationpassageabove1.4m.

Article7.4.1oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Theevacuationstairwellandthefrontroomshallnotbeusedaswaterheatingroom,fuelstorageroom,non-closedliftwellorfortheaccommodationofflammablegaspipelines.

Article7.4.2oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Forbuildingsthatshouldhavesmoke-preventionstairwells,theirexternalstairwellsmaybeusedasauxiliarysmoke-preventionstaircase.Butthenetwidthshouldnotbelessthan90cmandtheobliquityshouldnotbemorethan45o.Theheightoftheguardrailsshouldnotbelessthan1.1m.Fortheoutdoorevacuationstaircasesofotherbuildings,theobliquitymaybelessthan60oandthenetwidthmaybemorethan80cm.Boththeoutdoorevacuationstaircasesandtheexitplatformsoneachfloorshouldbemadeofflameretardantmaterials.Thefireresistancelimitoftheplatformshouldbeatleast1handthatofthestaircasesatleast0.25h.Excepttheevacuationdoor,thereshouldnotbeotheropeningsonthewallwithin2maroundthestaircase.Theevacuationdoorshouldnotdirectlyfacethestaircase.

Article7.4.5oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Thenethorizontalspacebetweentwosectionsofanevacuationstaircaseofapublicbuildingshouldpreferablybeatleast15cm.

Article7.4.7oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Theevacuationdoorsofcivilianandfactorybuildingsshouldbeopeninthedirectionofevacuation.Foraroomaccommodatingnomorethan60peoplewheretheaveragenumberofpeopletobeevacuatedthrougheachdoordoesnotexceed30（excludingproductionroomsofCategoryAandB）,theopeningdirectionofthedoorsisnotlimited.Side-pullingdoors（excludingwarehouses）shouldnotbeusedforevacuationpurposeandtheuseofrotarydoorforevacuationpurposeisstrictlyforbidden.

Article10.2.6oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Allunitsshallprovideemergencylightsforevacuationpassages,existandstairwells.

Article10.2.9oftheFirePreventionStandardforBuildingDesign（newrevisionofGBJ16-87）:

Emergencyevacuationsignsshallbeplacedonthetopofexitdoor,orattheturningofstairwaywithheightofbelow1meter.Thedistancebetweensignsandtheexitshallnotexceed20meters.Emergencylightandemergencyevacuationsignsshallbeintheformofprotectiveboxmadeofglassorothernon-flammablematerials.

Article11ofFactorySafetyandHealthRules:

Hatchwaysandwalkingplatformsshouldhaveguardrailsofnolessthan1m.

ManagementofFireControlFacilities

Article14.5ofFirePreventionLawofthePeople’sRepublicofChina:

Inaccordancewithrelevantstateregulations,governmentaldepartments,socialorganizations,enterprisesandinstitutionsshallhavefirecontrolfacilitiesandequipment,setupfirecontrolandsafetysignsandorganizeregularinspectionsandrepairtoensurethatthesefacilitiesandequipmentarekeptingoodandeffectiveconditions.

Article21ofFirePreventionLawofthePeople’sRepublicofChina:

Nounitsorindividualsmaydamageordiverttootherpurpose,dismantleorinactivatefirecontrolfacilitiesandequipmentwithoutauthorization,orburyandoccupyfirehydrants,takeupfirepreventionspacesandblockfirecontrolpassages.

Article10ofFirePreventionLawofthePeople’sRepublicofChina:

UponthecompletionofaconstructionprojectcontainingafirecontroldesignconductedinaccordancewithrequirementsoftheStateTechnicalStandardsonFireControlforEngineeringConstruction,theprojectmustgothroughacceptancecheckonfirecontrolbyrelevantpublicsecurityfirecontrolinstitutions;projectwithoutgoingthroughtheacceptancecheckorconsideredunqualifiedaftertheacceptancecheckshallnotbeputintouse.

Thenumberoffireextinguishersprovidedforundergroundstructuresshallbemorethanthatfortherelatedgroundstructuresby30%.
