Gentlemen,itisagreathonourformetoaddressthisGeneralAssemblyforthefirsttimeandtodosoasPrimeMinisterofacountrythathasalwaysbeenaproudandpro-activememberattheveryheartofthisUnitedNations.

ThisUnitedNationswasformedbecauseleadersacrosstheworldknewthattheycouldonlydeliversecurityfortheircitizensathomeiftheycouldcooperate,asacommunityofnations,todeliversecurityacrosstheglobe・

Someofthethreatsthatwefacetogethertodayarefamiliartothosefoundingleaders:

war,politicalinstability,abusesofhumanrightsandpoverty.

Othersarenew:

globalterrorism,climatechange,andunprecedentedmassmovementsofpeople・

Wegatherheretodaybecauseweknowthatsuchchallengesdonotrespectthebordersofourindividualnationsandthatonlybyworkingtogethershallweovercomethem.

AsanewPrimeMinistertotheUnitedKingdommypledgetothisUnitedNationsissimple:

theUKwillbeaconfident,stronganddependablepartnerinternationally—truetotheuniversalvaluesthatwesharetogether.

Wewillcontinuetohonourourcommitmenttospend0.7percentofourGrossNationalIncomeondevelopment,buildingontheachievementswehavealreadymadetoreducepoverty,dealwithinstabilityandincreaseprosperitytheworldover.AndwewilldriveforwardtheimplementationoftheSustainableDevelopmentGoals.

Wewillcontinuetochampiontherightsofwomenandgirls,makingsurethatallgirlsgettheeducationtheydeserve,andtacklinghorrificabusessuchasfemalegenitalmutilationandtheuseofsexualvioleneeinconflict.

Wewillcontinuetobeasteadfast,permanentmemberoftheSecurityCouncil,meetingourNATOcommitmenttospend2percentofGDPondefeneeandmakingaleadingcontributiontoUNpeacekeepingefforts,wherewehavedoubledourcommitmen匸includingnewdeploymentstoSomaliaandSouthSudan.

Wewillcontinuetostandupfortherulesbasedinternationalsystemandforinternationallaw,andIjoinotherleadersincondemningtheoutrageousbombingoftheaidconvoyinSyriayesterday.

Wewillcontinuetoplayourpartintheinternationaleffortagainstclimatechange.AndinademonstrationofourcommitmenttotheagreementreachedinParis,theUKwillstartitsdomesticprocedurestoenableratificationoftheParisagreement,andcompletethesebeforetheendoftheyear.

Andwewillcontinuetostrengthenourexistingpartnerships,fromthisUnitedNations,totheCommonwealthandNATO,seekingtoresolveconflictincountriesacrosstheworld-fromColombiaandCyprustoSomaliaandYemen.

Butwemustneverforgetthatwestandhere,atthisUnitedNations,asservantsofthemenandwomenthatwerepresentbackathome.

Andaswedoso,wemustrecognisethatfortoomanyofthesemenandwomentheincreasingpaceofglobalisationhasleftthemfeelingleftbehind.

Thechallengeforthoseofusinthisroomistoensurethatourgovernmentsandourglobalinstitutions,suchasthisUnitedNations,remainresponsivetothepeoplethatweserve・Thatwearecapableofadaptingourinstitutionstothedemandsofthe21stcenturyandensuringthattheydonotbecomeirrelevant.

Sowhenitcomestothebigsecurityandhumanrightschallengesofourtime,weneedthis一ourUnitedNations-toforgeaboldnewmultilateralism・

Becauseaswehaveseeneveninthepastweek,nocountryisuntouchedbythethreatofglobalterrorism.Andwhenextremistsanywhereintheworldcantransmittheirpoisonousideologiesdirectlyintothebedroomsofpeoplevulnerabletoradicalisation,weneednotjusttoworktogethertopreventconflictandinstabilityinnationstatesbuttoactgloballytodisruptthenetworksterroristgroupsusetofinaneetheiroperationsandrecruittotheirranks.

Whenweseethemassdisplacementofpeople,atascaleunprecedentedinrecenthistory,wemustensureweareimplementingthepoliciesthatarefitforthechallengeswefacetoday・

Andwhencriminalgangsdonotrespectournationalborders一traffickingourfellowcitizensintolivesofslaveryandservitude一wecannotletthosebordersactasabarriertobringingsuchcriminalstojustice・

Ineachoftheseareas,itistheconveningpowerofourUnitedNationsthatgivesusauniqueopportunitytorespond・Butwecanonlydosoifwemodemiseandadapttomeetthechallengesofthe21stcentury.

AsaUnitedNationswehaveshownhowwecanworktogethertoreducethethreatfrominternationalterrorismbypreventingconflictandinstabilityfromdeveloping・

Forexample,throughourPermanentMembershipoftheSecurityCouncil,BritainhasplayedaleadingroleinthefightagainstAlShabaabinSomalia・Since2010,withhugesupportfromacrosstheregion,andcriticallythecommitmentofSomalisthemselves,AlShabaabhasbeendrivenfromallthemajorcitiesitusedtocontrol.

Itisvitalthatasaninternationalcommunitywecontinuetosupportcountriesintheregionthatarecontributingthousandsoftroops,andthatwecontinuetobuildthecapacityofSomalisecurityforces.ThatiswhytheUKisnowgoingtoincreasefurtheroursecuritysupportandwewillbecallingonotherstodothesame,hostinganinternationalconferenceonSomaliain2017tomaintainthisvitalmomentum・

MissionslikethismustremaincentraltotheworkofthisUnitedNations,butontheirowntheyarenotenough.

Becausetheterroristthreatswefacetodaydonotcomefromonecountrybutexistinadifferentspace.Theglobalnetworkstheyexploitrequireadifferentkindofglobalresponse.

Theseorganismtionsareusingourownmodernbankingnetworksagainstus.Soweneedtolookatourregulations,ourinformationsharingandusingourtechnologicalcapabilitiestogetaheadofthem.

Theyaretargetingourairlines,exploit!

ngthefactthatnoonecountrycankeepitscitizenssafewhentheyareflyingbetweenmultiplejurisdictions.

ThatiswhythisweektheUnitedNationswillvoteonaUKledresolutiononaviationsecuritytoensurethateverycountryimplementsthestandardsweneedtoensurethatnocountryistheweaklink.

ngtheinternetandsocialmediatospreadanideologythatisrecruitingpeopletotheircauseallovertheworld・Soweneedtotacklethisideologyhead-on.

ThatiswhytheUKhaschampionedtheworkthattheSecretaryGeneralhasledtodevelopastrategyforPrevent!

ngViolentExtremism・Now,asaninternationalcommunity,wemustworktogethertoadoptandimplementthemostcomprehensivenationalactionplanstotackleboththecausesandthesymptomsofallextremism・

Itisnotenoughmerelytofocusonviolentextremism・Weneedtoaddressthewholespectrumofextremism-violentextremismandnon-violentextremism;Islamistandneo-Nazi一hateandfearinalltheirforms.

JustasweneedtheUnitedNationstomodernisetomeetthechallengesofterrorisminthe21stcentury,sowealsoneedtoadaptifwearetofashionatrulyglobalresponsetothemassmovementsofpeopleacrosstheworldandtheimplicationsthisbringsforsecurityandhumanrights.

The1951conventionandthe1967protocolmustremainthebedrockofourrespons巳butthecontextinwhichtheymustbeappliedhasdramaticallychanged・

Acrosstheworldtoday,thereare65millionpeoplewhohavebeenforciblydisplaced・ThatitisequivalenttotheentirepopulationoftheUnitedKingdom.

Itisanunprecedentedfigure,onethathasalmostdoubledinadecade.AndyetUNappealsareunderfunded;hostcountriesarenotgettingenoughsupport;andrefugeesarenotgettingtheaid?

educationandeconomicopportunitiestheyneed.

Wemustdomore・Andasthesecondlargestbi-lateralproviderofassistanee,theUKremainsfullycommittedtoplayingaleadingrole.

Inthelast5yearstheUKhasinvestedover$9billioninhumanitarianassistanee,savingmillionsofliveseveryyear.

TheLondonSyriaConfereneeinFebruaryraised$12billioninpledges,thelargestamounteverraisedinonedayinresponsetoahumanitmriancrisis・

Andthatmoneyisbeingusedtocombinebothurgenthumanitarianassistaneeandvitaleconomicdevelopment,benefittingbothrefugeesandthecommunitiesandcountrieshostingthem・

ClearlyweneedtocontinueoureffortstobringanendtotheconflictandtheappallingslaughterinSynaandtogetaidthroughtothosewhoneedit.

AndwhiletheseeffortscontinueinsideSyria,wealsoagreedneweffortstosupportrefugeesandhostcommunitiesinneighbouringcountries,includingthrougheducationandopportunitiestowork.ThisisbeingassistedbyloansfrominternationalfinancialinstitutionsandaccesstoEuropeanmarkets.Andthroughourtradingrelationshipsanddirectengagementwithbusinesseswearemobilisingtheprivatesectortocreatenewjobsintheregionforeveryone.

Andwhilethereismoretobedone,itisthisapproachtofinancingbothhumanitariansupportandeconomicdevelopmentthatIwillbechampioningwhenIannounceafurtherUKfinancialcontributionatPresidentObama'sRefugeeSummitlatertoday.

Butinadditiontorefugeesanddisplacedpeoplefleeingconflictandpersecution,wearealsoseeinganunprecedentedmovementofpeopleinsearchofgreatereconomicopportunitiesthroughthesameunmanagedchannels.

Thisaffectsallofus,anditistheresporisibilityofusalltotakeaction.Wecannotignorethischallenge,orallowittocontinueunmanaged・Weneedtodobetter.Betterforthecountriespeopleleave,forthecountriestheymovethrough,forthecountriestheyt
