　　ThethemeofthecongressistoholdhighthegreatbannerofDengXiaopingTheory,fullyactontheimportantthoughtofThreeRepresents,carryforwardourcauseintothefuture,keeppacewiththetimes,buildawell-offsocietyinanall-roundway,speedupsocialistmodernizationandworkhardtocreateanewsituationinbuildingsocialismwithChinesecharacteristics.

　　Ashumansocietyenteredthe21stcentury,westartedanewphaseofdevelopmentforbuildingawell-offsocietyinanall-roundwayandspeedingupsocialistmodernization.Theinternationalsituationisundergoingprofoundchanges.Thetrendstowardworldmultipolarizationandeconomicglobalizationaredevelopingamidsttwistsandturns.Scienceandtechnologyareadvancingrapidly.Competitioninoverallnationalstrengthisbecomingincreasinglyfierce.Giventhispressingsituation,wemustmoveforward,orwewillfallbehind.OurPartymuststandfirmintheforefrontofthetimesandunitewithandleadtheChinesepeopleofallethnicgroupsinaccomplishingthethreemajorhistoricaltasks:

topropelthemodernizationdrive,toachievenationalreunificationandtosafeguardworldpeaceandpromotecommondevelopment,andinbringingaboutthegreatrejuvenationoftheChinesenationonitsroadtosocialismwithChinesecharacteristics.ThisisagrandmissionhistoryandtheerahaveentrustedtoourParty.　　

　　I.WorkofthePastFiveYearsandBasicExperienceof13Years　　

　　ThefiveyearssincetheFifteenthNationalCongressoftheCPChavebeenaperiodinwhichwehaveheldhighthegreatbannerofDengXiaopingTheoryandkeptblazingnewtrailsinapioneeringspirit,andaperiodinwhichwehavecontinuedtoforgeaheadtriumphantlyontheroadtosocialismwithChinesecharacteristicsinspiteofdifficultiesandrisks.

　　AttheFifteenthNationalCongress,DengXiaopingTheorywasestablishedastheParty'sguidingideology,theParty'sbasicprogramfortheprimarystageofsocialismwasputforward,andtheobjectivesandtasksforChina'scross-centurydevelopmentwerespecified.Actinginthespiritofthecongress,theCentralCommitteeheldsevenplenarysessionsatwhichitmadedecisionsandplansonsuchmajorissuesasagricultureandruralwork,thereformanddevelopmentofstate-ownedenterprises,theformulationoftheTenthFive-YearPlan（2001-2005）andtheimprovementoftheParty'sworkstyle.Overthepastfiveyears,wehavetraversedanextraordinarycourseandscoredtremendousachievementsinreform,developmentandstability,domesticandforeignaffairsandnationaldefenseandinrunningtheParty,stateandarmy.

　　Thenationaleconomyhasmaintainedasustained,rapidandsounddevelopment.Bypursuingtheprincipleofstimulatingdomesticdemandandadoptingtheproactivefiscalpolicyandthesoundmonetarypolicyingoodtime,weovercametheadverseeffectstheAsianfinancialcrisisandworldeconomicfluctuationshadonChina,andmaintainedarelativelyrapideconomicgrowth.Thestrategicadjustmentoftheeconomicstructurehasbeencrownedwithsuccess.Thepositionofagricultureasthefoundationoftheeconomyhasbeenstrengthened.Traditionalindustrieshavebeenupgraded.Highandnewtechnologyindustriesandmodernserviceshavegainedspeed.Alargenumberofinfrastructureprojectsinsuchareasaswaterconservancy,transportation,telecommunications,energyandenvironmentalprotectionhavebeencompleted.Significantheadwayhasbeenmadeinthelarge-scaledevelopmentofChina'swesternregion.Economicreturnshavefurtherimproved.Nationalrevenuehaskeptgrowing.TheNinthFive-YearPlan（1996-2000）wasfulfilledandtheTenthFive-YearPlanhasseenagoodstart.

　　Reformandopeninguphaveyieldedsubstantialresults.Thesocialistmarketeconomyhastakenshapeinitially.Thepublicsectoroftheeconomyhasexpandedandsteadyprogresshasbeenmadeinthereformofstate-ownedenterprises.Self-employedorprivateenterprisesandothernon-publicsectorsoftheeconomyhavedevelopedfairlyfast.Theworkofbuildingupthemarketsystemhasbeeninfullswing.Themacro-controlsystemhasimprovedconstantly.Thepaceofchangeingovernmentfunctionshasbeenquickened.Reforminfinance,taxation,banking,distribution,housing,governmentinstitutionsandotherareashascontinuedtodeepen.Theopeneconomyhasdevelopedswiftly.Tradeincommoditiesandservicesandcapitalflowhavegrownmarkedly.China'sforeignexchangereserveshaverisenconsiderably.WithitsaccessiontotheWorldTradeOrganization（WTO）,Chinahasenteredanewstageinitsopeningup.

　　Notableprogresshasbeenregisteredinimprovingsocialistdemocracyandspiritualcivilization.Continuedeffortshavebeenmadetoimprovedemocracyandthelegalsystem.Newstepshavebeentakeninpoliticalrestructuring.Thepatrioticunitedfronthasgrownstronger.Furtherprogresshasbeenmadeintheworkrelatingtoethnic,religiousandoverseasChineseaffairs.Freshprogresshasbeenmadeinkeepingpublicorderthroughcomprehensivemeasures.Science,technology,education,culture,health,sports,familyplanningandotherundertakingshavemovedahead.Themediaandpublicityworkaswellasideologicalandmoraleducationhavekeptimproving.Thepeople'sculturallifehasbecomeincreasinglyrichandcolorful.

　　Newstrideshavebeentakeninstrengtheningnationaldefenseandarmybuilding.EffortshavebeenredoubledtomakethePeople'sLiberationArmymorerevolutionary,modernizedandregularized.Ournationaldefensecapabilitiesandthearmy'sdefenseandcombateffectivenesshavefurtherimproved.Thearmy,thearmedpoliceandthemilitiahaveplayedanimportantroleindefendingandbuildingupourmotherland.

　　Onthewhole,thepeoplehavereachedawell-offstandardofliving.Theincomeofurbanandruralresidentshasgoneupsteadily.Theurbanandruralmarketshavebeenbrisk,andtherehasbeenanamplesupplyofgoods.Thequalityoflifeoftheresidentshasbeenontherise,withconsiderableimprovementinfood,clothing,housing,transportanddailynecessities.Therehasbeenmarkedprogressinbuildingthesocialsecuritysystem.Theseven-yearprogramtohelp80millionpeopleoutofpovertyhasbeeninthemainfulfilled.

　　Freshprogresshasbeenmadeinthegreatcauseofnationalreunification.TheChineseGovernmenthasresumedtheexerciseofsovereigntyoverMacao.Theprincipleof"onecountry,twosystems"hasbeenimplementedandthebasiclawsofHongKongandMacaospecialadministrativeregionshavebeencarriedouttotheletter.HongKongandMacaoenjoysocialandeconomicstability.Personnel,economicandculturalexchangesacrosstheTaiwanStraitshavekeptincreasing.Thefightagainst"Taiwanindependence"andotherattemptstosplitthecountryhasbeengoingonindepth.

　　Newprospectshavebeenopenedupinourexternalwork.Inlightofthedevelopmentsandchangesintheinternationalsituation,wehaveadheredtothecorrectforeignpolicyandrelatedprinciples.Wehavecarriedoutbothbilateralandmultilateraldiplomaticactivitiesextensivelyandtakenanactivepartininternationalexchangesandcooperation.China'sinternationalstandinghasrisenstillfurther.

　　Partybuildinghasbeenstrengthenedinanall-roundway.AllthePartymembershavesteadilyintensifiedtheirstudyofDengXiaopingTheory.WehaveputforwardandexpoundedtheimportantthoughtofThreeRepresents.Goodresultshavebeenproducedintheintensiveeducationintheneedtostressstudy,politicalawarenessandintegrityandinthestudyofthe"ThreeRepresents".Anall-outendeavorhasbeenmadetobuildupthePartyideologically,organizationallyandinworkstyle.Ourideologicalandpoliticalworkhasbeenstrengthened.Newstepshavebeentakeninthereformofthepersonnelsystem.Theendeavortobuildacleanandhonestgovernmentandcombatcorruptionhasbeengoingonindepthandyieldingfreshnotableresults.

　　FactsprovethatthemajorpolicydecisionstakenbytheCentralCommitteeatandsincetheFifteenthNationalCongressarecorrectandaccordwiththefundamentalinterestsoftheoverwhelmingmajorityofthepeople.OurachievementsaretheoutcomeoftheunitedendeavorofthewholePartyandthepeopleofallethnicgroupsofthecountry.TheyprovideamoresolidfoundationforthefuturedevelopmentofthecauseofthePartyandstate.

　　Wemustbeclearlyawarethattherearestillquiteafewdifficultiesandproblemsinourwork.Theincomeoffarmersandsomeurbanresidentshasincreasedonlyslowly.Thenumberoftheunemployedhasgoneup.Somepeoplearestillbadlyoff.Thingshaveyettobestraightenedoutinthematterofincomedistribution.Theorderofthemarketeconomyhastobefurtherrectifiedandstandardized.Publicorderispoorinsomeplaces.Formalism,thebureaucraticstyleofwork,falsification,extravaganceandwastearestillseriousproblemsamongsomeleadingcadresinourParty,andcorruptionisstillconspicuousinsomeplaces.TheParty'swayofleadershipandgovernancedoesnotyetentirelymeettherequirementsofthenewsituationandnewtasks.SomePartyorganizations
