一、课程说明

本课程为本科开放教育英语专业的选修课程之一,开设时间为第五学期。

教学对象是广播电视大学英语本科学生或具有同等水平的自学者。

本课程采用的教材为《美英报刊文章阅读》和《〈美英报刊文章阅读〉学习辅导》(周学艺主编,北京大学出版社出版,2001年10月第2版)。

二、考试说明

本课程终结性考核方式为闭卷考试,考生不得携带任何形式的参考资料和电子读物或工具。

三、复习要点

本考试重点考查学生对英语报刊的阅读理解能力和对时事政治新闻词语的掌握,并适当考查课程中所介绍的读报知识。

课程终结考试的命题根据教材所涵盖的有关中国、美国、英国以及亚洲、非洲的新闻内容以及与教材难度相当阅读材料,涉及教材内容不少于40%。

TuitionReformforHigherEducation

Chineseinstitutionsofhigherlearninghavequickenedtheirpaceofreforminrecentyears.Changingenrollmentpracticesandhighertuitionfeesconstituteandimportantpartofthereform.Schoolswhichonceadmittedstudentsalmostexclusivelyaccordingtostateplansarebecomingmoreacceptingofstudentssentbyworkgroupsforfurthertrainingandthosewhopaytheirownfees.

Regularuniversitiesandcollegesplantoenrollabout786200studentsthisyear,up158200or25percentoverlastyear’sfigure.Ofthese,216000,or27.4percent,willbesentbytheirworkgroupsorwillpaytheirownway.

Inthepast,thestatepaidalltuitionandschoolfeesforuniversitystudents,amatterofpolicysinceNewChinawasestablishedin1949.Althoughthispracticeguaranteedthesupplyofqualifiedpersonnel,itbroughtaheavyburdentothesate,hinderingfurtherdevelopmentofhighereducation.Sincehighereducationisnon—compulsoryeducationinChina,tochargeappropriatefeeswillhelpimproveschoolfacilitiesandexpeditethedevelopmentofeducationinthisstage.Asanaddedbenefit,payingtheirownwaywillencouragestudentstostudyharder.

Thereformwilltakeeffectintwodirections.State—financedstudentswillbeginpayingpartofthecostsoftheireducation,andmoreself—payingstudentswillbeaccepted.

InAugust1989,underthedirectionoftheStatecouncil,theStateEducationCommission,theMinistryofFinanceandtheSatePriceBureaudrewupstipulationsconcerningtheamountofchargesontuition,accommodationandotherexpensesforstudentsofinstitutionsofhigherlearning.Beginningfromthatyear,freshmenatregularuniversitiesandcollegesandprofessionalschools(includingcadrestakingspecialtrainingcoursesandstudentsworkingonaseconddegree)werecharged100yuan(aboutus$17)eachfortheirtuitionfee,andthislowchargeisexpectedtoberaisedgradually.ThefigurewashigherinspecialeconomiczonesandeconomicallydevelopedregionssuchasGuangdongProvinceandShanghai,butwascappedat300yuan.Studentslivingoncampuspaidabout20yuanperyearforaccommodationandthechargewasslightlyhigherforbetterfurnishing.Normalschoolstudentsandthoseadmittedonscholarshipsneedonlypayforaccommodation.Reducedtuitionsandfeesareavailabletostudentsinneedoffinancialassistance,butaccommodationexpenseswillremainthesame.

InJune1992,theStateEducationCommission,theMinistryofFinanceandtheStatePriceBureaudecidedtoallowregularinstitutionsofhighereducationtosettheirowntuitionratesandchargesforaccommodation,short—termtrainingprograms,correspondencecoursesandnightschool.Theseshouldbedeterminedaccordingtotheneedsofeachschool,theabilitiesofstudentstopayandgeneralconditionsineacharea.Thetuitionforstudentsinthesciencesandengineeringcanrangefrom300to500yuanperacademicyear.Liberalarts,historyandeconomicsstudentsofthefineartspay400to600yuanperyear,andstudentsofthefinearts400to750yuan.Statisticsfor1992showstudentspaidanaverageof340yuanintuitionthatyear,only5percentoftherealcost.

Measureshavebeentakentolimitthepossibledetrimentalaffectsofrisingtuition.Shanghai,forinstance,exemptsthechildrenofrevolutionarymartyrsfrompayingtuition.Andthesecostsmaybereducedorwaivedforstudentswithlimitedfamilyfinancialsupportastheirparentsareeitherbothdeadorarereceivingsubsidiesfromtheirworkunits.Somecollegeshavealsosetupwork—studyprogramstobenefitstudentswithfinancialdifficulties

Guidelinesconcerningself—payingstudentswerefirstsetoutin1989.TheStateEducationCommission,theMinistryofFinanceandtheStatePriceBureaustipulatedthatthesestudentsshouldpay80percentofthecostoftheireducation.Suchstudentswholiveoncampuspaythestandardrateforaccommodationandmustcovertheirownmedicalexpenses.Thechargeforeachself—payingstudentaveraged2000yuanofthecostin1992,or30percentofthecost.Chargesforundergraduatesandstudentsofspecialcollegeswhoseeducationissponsoredbyworkunits,withpaymentcomingeitherinpartorinfullfromtheirunits,aresomewhathigher.Self—payingstudentsarenotassignedjobsbythestateaftergraduation,whereasstudentssentbytheirunitswillreturntothemaftergraduating.

Chargesforcorrespondencecoursesandnightschoolareequaltoorslightlyhigherthanthoseforfull-timestudentsenrolledaccordingtothestateplan.

Withtheirimprovementoftheirlivingstandardsandthedeepeningofreform,peopleingeneralacceptthechangesinthetuitionsystem.Tofacilitatethedevelopmentofhighereducation,theincreasesintuitionrateswillbemoreflexibleanddiversified.Studentpaymentswillbeaugmentedbyfindingfromthestate,enterprisesandfundsraisedfromthepublic.Lawsandregulationswillby
