iaddressou,themembersofthisneongress,atamomentunpreedentedinthehistoroftheunion.iusetheordunpreedentedbeauseatnoprevioustimehasamerianseuritbeenasseriouslthreatenedfromithoutasitistoda.sinethepermanentformationofourgovernmentundertheonstitutionin1789,mostoftheperiodsofrisisinourhistorhaverelatedtoourdomestiaffairs.and,fortunatel,onloneofthese-thefour-eararbeteenthestates-everthreatenedournationalunit.toda,thankgod,130,000,000ameriansinfort-eightstateshaveforgottenpointsofthepassinournationalunit.itistruethatpriorto1914theunitedstatesoftenhasbeendisturbedbeventsinotherontinents.ehaveevenengagedintoarsitheuropeannationsandinanumberofundelaredarsintheestindies,inthemediterraneanandinthepaifi,forthemaintenaneofamerianrightsandforthepriniplesofpeaefulmere.butinnoasehasaseriousthreatbeenraisedagainstournationalsafetorourontinuedindependene.hatiseektoonveisthehistoritruththattheunitedstatesasanationhasatalltimesmaintainedopposition-lear,definiteopposition-toanattempttolokusinbehindananienthineseallhiletheproessionofivilizationentpast.toda,thinkingofourhildrenandoftheirhildren,eopposeenforedisolationforourselvesorforanotherpartoftheamerias.thatdeterminationofours,extendingoveralltheseears,asproved,forexample,intheearldasduringthequarterenturofarsfolloingthefrenhrevolution.hilethenapoleonistruggledidthreateninterestsoftheunitedstatesbeauseofthefrenhfootholdintheestindiesandinlouisiana,andhileeengagedinthearof1812tovindiateourrighttopeaefultrade,itisneverthelesslearthatneitherfranenorgreatbritainnoranothernationasaimingatdominationoftheholeorld.andinlikefashion,from1815to1914-ninet-nineears-nosinglearineuropeorinasiaonstitutedarealthreatagainstourfutureoragainstthefutureofanotherameriannation.exeptinthemaximilianinterludeinmexio,noforeignpoersoughttoestablishitselfinthishemisphere.andfriendlstrength;itisstillafriendlstrength.evenhentheorldarbrokeoutin1914itseemedtoontainonlsmallthreatofdangertoouronamerianfuture.butastimeenton,aseremember,theamerianpeoplebegantovisualizehatthedonfallofdemoratinationsmightmeantoourondemora.eneednotoveremphasizeimperfetionsinthepeaeofversailles.eneednotharponfailureofthedemoraiestodealithproblemsoforldreonstrution.eshouldrememberthatthepeaeof1919asfarlessunjustthanthekindofpaifiationhihbeganevenbeforemunih,andhihisbeingarriedonundertheneorderoftrannthatseekstospreadovereverontinenttoda.theamerianpeoplehaveunalterablsettheirfaesagainstthattrann.isupposethateverrealistknosthatthedemoratiaoflifeisatthismomentbeingdiretlassailedineverpartoftheorld-assailedeitherbarmsorbseretspreadingofpoisonouspropagandabthosehoseektodestrounitandpromotedisordinnationsthatarestillatpeae.duringsixteenlongmonthsthisassaulthasblottedouttheholepatternofdemoratilifeinanappallingnumberofindependentnations,greatandsmall.andtheassailantsarestillonthemarh,threateningothernations,greatandsmall.therefore,asourpresident,performingmonstitutionalduttogivetotheongressinformationofthestateoftheunion,ifinditunhappilneessartoreportthatthefutureandthesafetofourountrandofourdemoraareoverhelminglinvolvedineventsfarbeondourborders.armeddefenseofdemoratiexisteneisnobeinggallantlagedinfourontinents.ifthatdefensefails,allthepopulationandalltheresouresofeuropeandasia,afriaandaustraliaillbedominatedbonquerors.andletusrememberthatthetotalofthosepopulationsinthosefourontinents,thetotalofthosepopulationsandtheirresouresgreatlexeedsthesumtotalofthepopulationandtheresouresoftheholeoftheesternhemisphere-es,mantimesover.intimesliketheseitisimmature-and,inidentall,untrue-foranbodtobragthatanunpreparedameria,single-handedandithonehandtiedbehinditsbak,anholdofftheholeorld.norealistiameriananexpetfromaditatorspeaeinternationalgenerosit,orreturnoftrueindependene,ororlddisarmament,orfreedomofexpression,orfreedomofreligion-orevengoodbusiness.suhapeaeouldbringnoseuritforusorforourneighbors.thosehoouldgiveupessentialliberttopurhasealittletemporarsafetdeserveneitherlibertnorsafet.asanationematakeprideinthefatthatearesoft-hearted;buteannotaffordtobesoft-headed.emustalasbearofthosehoithsoundingbrassandatinklingmbalpreahtheismofappeasement.emustespeiallbeareofthatsmallgroupofselfishmenhoouldliptheingsoftheamerianeagleinordertofeathertheironnests.ihavereentlpointedouthoquiklthetempoofmodernarfareouldbringintoourvermidstthephsialattakhihemusteventuallexpetiftheditatornationinthisar.thereismuhloosetalkofourimmunitfromimmediateanddiretinvasionfromarosstheseas.obviousl,aslongasthebritishnavretainsitspoer,nosuhdangerexists.evenifthereerenobritishnav,itisnotprobablethatanenemouldbestupidenoughtoattakusblandingtroopsintheunitedstatesfromarossthousandsofmilesofoean,untilithadaquiredstrategibasesfromhihtooperate.butelearnmuhfromthelessonsofthepastearsineurope-partiularlthelessonofnora,hoseessentialseaportsereapturedbtreaherandsurprisebuiltupoveraseriesofears.thefirstphaseoftheinvasionofthishemisphereouldnotbethelandingofregulartroops.theneessarstrategipointsouldbeoupiedbseretagentsandbtheirdupes-andgreatnumbersofthemarealreadhereandinlatinameria.aslongastheaggressornationsmaintaintheoffensivethe,note,illhoosethetimeandtheplaeandthemethodoftheirattak.andthatishthefutureofalltheamerianrepublisistodainseriousdanger.thatishthisannualmessagetotheongressisuniqueinourhistor.thatishevermemberoftheexeutivebranhofthegovernmentandevermemberoftheongressfaegreatresponsibilit-greataountabilit.theneedofthemomentisthatourationsandourpolishouldbedevotedprimaril-almostexlusivel-tomeetingthisforeignperil.forallourdomestiproblemsarenoapartofthegreatemergen.justasournationalpoliininternalaffairshasbeenbaseduponadeentrespetfortherightsanddignitofallourfellomenithinourgates,soournationalpoliinforeignaffairshasbeenbasedonadeentrespetfortherightsandthedignitofallnations,largeandsmall.andthejustieofmoralitmustandillinintheend.ournationalpoliisthis:

first,banimpressiveexpressionofthepubliillandithoutregardtopartisanship,earemittedtoall-inlusivenationaldefense.seond,banimpressiveexpressionofthepubliillandithoutregardtopartisanship,earemittedtofullsupportofallthoseresolutepeopleeverherehoareresistingaggressionandaretherebkeepingarXXfromourhemisphere.bthissupporteexpressourdeterminationthatthedemoratiauseshallprevail,andestrengthenthedefenseandtheseuritofouronnation.third,banimpressiveexpressionofthepubliillandithoutregardtopartisanship,earemittedtothepropositionthatprinipleofmoralitandonsiderationsforouronseuritillneverpermitustoaquieseinapeaeditatedbaggressorsandsponsoredbappeasers.eknothatenduringpeaeannotbeboughtattheostofotherpeoplesfreedom.inthereentnationaleletionthereasnosubstantialdifferenebeteenthetogreatpartiesinrespettothatnationalpoli.noissueasfoughtoutonthelinebeforetheamerianeletorate.andtodaitisabundantlevidentthatamerianitizenseverherearedemandingandsupportingspeedandpleteationinreognitionofobviousdanger.therefore,theimmediateneedisasiftanddrivinginreaseinourarmamentprodution.leadersofindustrandlaborhaverespondedtooursummons.goalsofspeedhavebeenset.insomeasesthesegoalsarebeingreahedaheadoftime.insomeaseseareonshedule;inotherasesthereareslightbutnotseriousdelas.andinsomeases-and,iamsorrtosa,verimportantases--eareallonernedbtheslonessoftheaplishmentofourplans.thearmandnav,hoever,havemadesubstantialprogressduringthepastear.atualexperieneisimprovingandspeedingupourmethodsofprodutionitheverpassingda.andtodasbestisnotgoodenoughfortomorro.iamnotsatisfiediththeprogressthusfarmade.themeninhargeoftheprogramrepresentthebestintraining,inabilitandinpatriotism.thearenotsatisfiediththeprogressthusfarmade.noneofusillbesatisfieduntilthejobisdone.nomatterhethertheoriginalgoalassettoohighortoolo,ourobjetiveisquikerandbetterresults.togiveoutoillustrations:
