EmergencyResponsePlan（应急预案）

1.ScopeThisprocedureisdevelopedtoeffectivelypreventandcontroltheoccurrenceofaccidents,ensuresafetyofallpersonnelandproperty.Thisproceduredefinesthestagesofprevention,response,andrecoversofemergencyresponseprocessinaccordanceofthecompany’shazardsidentified,andreducesthedamageorimpacttoALARP.1.规模为有用防备和操控事端发作，保证公司员工人身安全和设备产业不受损害，关于公司或许发作紧迫状况的风险源点可以经过预先操控、应急反响、过后处理等三个阶段有用地展开各项应急救援作业，把所发作的事端（事情）的损害与影响下降到最小程度，拟定本规则。

2.ScopeofApplicationThisprocedureappliestoemergencypreparednessandresponseforallaccident/incidentandemergencyinallWisonoperatinglocationsandsites,includingthosewhereworkisbeingundertakenonbehalfofWison.Itincludesthefollowingitemsbutnotlimitedto:

a.Workshopandconstructionareaofthecompany;b.Officebuilding,officeintheworkshopandrestareas;c.Warehouseandsiteworkarea;d.Workingoverwater（workareatheCompanyhasmanagementauthorityfor）e.SelfrescueactivitywhensignificantaccidentoremergencyoccurrednearbyendangerssafetyofourCompany.AlldepartmentandprojectteamaswellasinterestedpartieswithinthescopeofthecompanyshallfollowtherequirementsofgeneralprincipleoftheEmergencyResponsePlan,andactinaccordancewiththeEmergencyResponsePlanintheeventofanyemergency.Ifthereisanyconflictbetweenthisprocedureandnationallaws,regulations,thisEmergencyResponsePlanwillamendtomeetrequirementsoftheabovelawsandregulations.2.适用规模本程序适用于公司统辖区域和负有处理权限的活动规模内所发作的风险源点的健康安全环境事端（事情）、险情的应急预备和呼应。

包含但不限于下列描绘：

a.公司各单位的作业车间、设备制作场所；b.作业楼宇、车间内部人员作业及歇息场所；c.施工场所各单位的仓库、现场作业区；d.水上作业区（负有处理权限的作业区域）；e.周边单位发作严峻事端或险情，危及我公司安全时的自我救助活动。

各部分和项目组及在公司统辖内的相关方均应恪守公司应急救援预案的整体准则要求，当紧迫状况发作时，有必要依照公司应急预案的一致要求展开应急救援活动；若本规则同上级主管机关、国家法律条款发作冲突时，本公司应急预案应主动修正并契合其要求，其他规则则按要求履行。

Emergencyresponseteamisthefirstemergencyresponseorganizationincaseofemergency.Itensuresthecontactandcommunicationwithhigher-upemergencycommanddepartment,implementsemergencyresponseworkintime,andcanbedividedintoemergencysquadteam,rescueteam,communicationandinformationteam,guardteam,etc.asperdifferentfunctionsduringemergencyresponsewhileteammembersreporttoteamleader.SeeAttachmentIforMembersofEmergencyresponseteam.3.组织组织a.应急指挥中心：

应急小组是在紧迫状况下的榜首应急呼应组织，保证与上级应急指挥部分联络交流，及时履行应急状况下的各种应急呼应作业，可依照呼应时的不同功能分为抢险组、救助组、通讯联络和情报组、戒备组等，组员对小组长担任。

应急小组成员组成如附件一所示。

a.Responsibleforusingeachkindofemergencymaterialstodevelopemergencyrescueanddisasterreliefworks.b.Responsibleforeliminating,controllingofemergency,andpreventinginfluencefrombeingincreasedandextentfrombeingdeepened.c.Responsibleforremovinghazardousmaterialsorothermaterialsaroundtheaccidentscenetopreventandminimizeleakage.d.Responsiblefororganizingexternalrelevantpartiesinthesitetoprovidecooperationintheirpower.e.Responsibleforrescueinjuredpersonoutoftheaccidentarea,soastoprovideconditionsforrescue.f.Responsibleforcooperatingwithexternalsupport（firebrigade,etc.）tocarryoutemergencyrescueanddisasterrelief.4.3.2RescueTeam:

a.Responsibleforcarryingoutfirstaidforinjuredpersonswhoweresavedoutfromthedangerousarea.b.Responsibleforprovidingassistancetoexternalsupport（hospital）.andInformationTeam:

a.ResponsibleforkeepingcommunicationandinformationcirculationamongEmergencyresponseteam,Emergencyresponseoffice（dutyroom）andemergencycommandcenterinanycase（includingthecasethatitcouldnotusecommunicationequipment）.b.Responsibleforcountingofemergencyevacuationpersonnelandverifyingthenumberofpersonnel,soastoensureallpersonnelhaveevacuatedtosafeplace.c.Responsibleforcollectingandprovidingeachkindofinformationrequiredforemergencyresponse,includingplotplan,listofemergencymaterials,allrequiredcontactinformation（includingcontactmethodofrelevantperson’sfamilies）,GuardTeam:

a.Responsibleforclosingtheareawhereaccidentandemergencyoccurredtopreventirrelevantpersonnelfromenteringintothehazardousarea.b.Responsibleforcontrollingspreadofrelevantinformationtopreventlosingcontroloftheinformation.4.责任4.1应急指挥中心责任a.组织编制《应急预案》。

b.领导应急抢险作业。

c.组织、监督、查看应急预案的贯彻施行。

d.担任对公司潜在风险的预先操控，包含对应急物资的查看、组织潜在风险的定时查看、应急通讯资源的查看等。

e.在应急呼应中，下达集结各种力气参与抢险、救援的指令；决议计划严峻事端的处理计划。

f.决议对外陈述或恳求援助的时刻、内容、办法。

g.担任组织应急事情的善后处理及事端的查询作业，拟定防范办法。

4.2应急作业室责任a.担任应急预案内容的组织施行。

b.依据把握的信息，当令下达预告，组织建立应急值勤室，采纳恰当的应急防备办法。

c.紧迫状况时帮忙应急指挥中心，传达各项决议和安置，和谐组织本区域的救助力气，敏捷、高效施行救助作业。

d.担任向应急指挥中心陈述应急预案履行状况和紧迫状况下应急呼应状况。

e.担任拟定应急演习计划，编制演习计划并组织练习和施行。

4.3各应急小组责任a.在紧迫状况发作时依照分组功能进行应急呼应。

b.随时将音讯向应急作业室或应急值勤室陈述。

c.依照要求参与练习和演习。

7.EmergencyResponseProcedure7.1Emergencyresponseofficewillcollectrelevantforecastinformationofdisasteranddangeroussituations,circulatethemintime,andorganizerelevantdepartmenttotakepreventivemeasures.7.2Whenaccidentoremergencyoccurred,siteresponsiblepersonofthedepartmentshallimmediatelyorganizepersonneltocarryoutselfrescue,andestimatethelosslevelandimpactrange,ifthereispossibilitythatthelossisincreasingortheimpactisenlarging,orthereissignificantloss（accidentabovedisabilityworkinjuryorsignificantpropertylossaccident）,itshallbedeliveredtositeEmergencyresponseteamandEmergencyresponseofficeoremergencydutyroom.Selfrescueincludes:

a.Puttingoutonsetofsporadicfire（exceptthosesituationmayaffectthesafetyofrescuepersonnel,e.g.withpossibilityofexplosionanddeflagration）.b.breakwater,electricitypowerandgas.c.rescueofinjuredperson.d.removingorisolatinghazardousmaterials.e.Takingotheremergencymeasuresifselfsafetycanbeensured.7.2SiteEmergenc
