本环境管理计划（EMP）旨在：
•definethemainlegalbasisfortheNFCCopperProjectrelatedtoenvironmentalmattersduringconstruction;
•明确建设期间NFC铜矿项目环境问题相关的主要法律依据；
•defineNFC'smainenvironmentalobjectivesrelatedtotheconstructionphase;
•明确NFC建设阶段相关的主要环境目标；
•describetheNFCCopperProjectmanagementsystemwithrespecttoenvironmentalmattersincludinglinesofresponsibilityandlinesofcommunication;
•说明NFC铜矿项目与环境问题相关的管理体系，包括责任与通信结构线路；
•defineNFCrequirementstocontractors'environmentalmanagementsystems,planningandimplementation;
•明确NFC对于承包商环境管理体系、规划以及实施的要求；
•defineNFCrequirementstoemergencyresponseproceduresrelatedtospillsandotherenvironmentalaccidents;

TheEMPfortheconstructionphaseisasubordinatedocumenttothedocumentHSERequirementsinConstruction.
建设阶段的环境管理计划（EMP）作为《施工中的健康安全与环境（HSE）要求》的附属文件。
1.3DISTRIBUTIONANDINTENTEDAUDIENCE
1.3发行及目标对象
TheimplementationandongoingmaintenanceofthisEnvironmentalManagementPlanistheresponsibilityoftheProjectSafetyManager.
项目安全经理负责本环境管理计划的实施及持续维护。
RevisionstotheHealthandSafetyPlanshallbemadeasrequiredtoreflectthecurrentstatusoftheWorksandarecordofeachrevisiondetailingthenatureandscopeofthechangemaintained.
应按照规定修订健康与安全计划，以便反映出工程的当前状态以及每次修订的记录（详细说明记录的变更性质及范围）。

•EnvironmentalProtectionCode212（2007）
•（2007年）第212号《环境保护法》
•SpillPreventionControl
•《泄漏防控法》
Inadditiontotheabove,Kazakhstanissignatorytoanumberofinternationalconventions,whichhavetoberespected.AnoverviewisgivenintheEIA.
除以上法规外，哈萨克斯坦签署了若干需遵守的国际公约。
在环境影响报告中做了概述。
2.ROLESANDRESPONSIBILITIES
2.职务与职责
NFCCopperProjectManagementTeamhasidentifiedtheresponsibilitiesandregulatoryrequirementsandassignedauthoritytokeypersonnelwithintheorganisationtoensuretheobligationsandresponsibilitiesaremet.
NFC铜矿项目管理团队已认定了职责与监管要求，并将权力授予组织内部主要工作人员，以保证义务与职责得以满足。
Allroleslistedbelowwillhavedetailedpositiondescriptions.

SeniorSiteRepresentative:
Responsibilityfortheimplementation,continuation,integrationintoconstructionandpre-commissioningactivities,andcontinuousimprovementoftheEMPrestswiththeSeniorSiteRepresentative.Themaindutiesare:
1）Toorganizeandestablishtheprojectmanagementsystem.
2）Toorganizeandformulatetheenvironmentalmanagementplan.
3）Toestablishandadjusttheorganizationframeworkofprojectenvironmentalmanagementsystem,toformulatethedutyandauthority.
4）Toorganizeinterauditofprojectenvironmentalmanagementsystem,andtoassistbranchfirmorganizethemanagementreviews.
5）Toprovidetheresourceinordertokeepstheenvironmentalmanagementsystemoperatingeffectively.
高级现场代表：
高级现场代表负责环境管理计划的实施、持续、建设整合、预调试活动以及持续改进。
具体职责为：
1）组织构架项目环境管理体系；
2）组织制订环境管理计划；
3）建立和调整项目环境管理体系的组织机构，规定岗位职责和权限；
4）组织项目环境管理体系内部审核，并协助分公司组织管理评审；
5）确保为环境管理体系持续有效运行所需的资源。
SiteHSEManager:
ResponsibilityforthemanagementoftheoverallHSEfunctiononthePROJECTrestswiththeSiteHSEManager.TheSiteHSEManagershallalsoberesponsibletoinsuretheconductofweeklymeetings.Themaindutiesare:
1）Toassistprojectmanagermanagingtheenvironmentalmanagementsystem.
2）Toparticipatetheformulationandoperationofenvironmentalguideline,environmentalobjectivesandindexes.
3）Toresponsiblefororganizetheprojectmanagementstafftolearnthelawsandregulationsrelatetoenvironment.
4）Toresponsibleforthetrainingandimplementationofenvironmentalmanagementsystemanddocument.
5）Toresponsibleforthecommunicationworksofenvironmentalinformation.
6）Toresponsibleforprovidingtheenvironmentalguidelineandotherrelatingdocuments.
7）Toresponsiblefortheorganizationworkofexternalaudit.
8）Toresponsibleforpublicityofenvironmentalguidelineandobjectives.
现场健康安全与环境（HSE）经理：
现场HSE经理负责项目健康安全与环境（HSE）的整体功能管理。
现场健康安全与环境（HSE）经理还负责保证周会的进行。
具体职责为：
1）.协助项目经理管理环境管理体系；
2.）.参与制订并贯彻执行环境方针、环境目标和指标；
3）.负责组织项目管理人员学习与环境相关的法律、法规；
4）.负责环境管理体系标准、环境管理体系文件的培训和指导实施；
5）.负责环境信息的沟通工作；
6）.负责向相关方提供环境方针及相关文件；
7）.负责接待外部审核的组织工作；
8）.负责环境方针、目标的对外宣传。
SiteEnvironmentalEngineer:
Shallberesponsiblefortheestablishment,implementation,andmaintenanceoftheEMP.Regardlessofanyotherduties,heshallberesponsibleforreportingtomanagementontheperformanceoftheEMP,review,andrecommendationsforimprovement.Themaindutiesare:
1.Toparticipateinestablishmentofprojectenvironmentalmanagementplan.
2.Toassistsitemanagertrainingthemanagementstaffaboutenvironmentalmanagementsystemstandardandotherdocumentsrelatingtoit.
3.Toresponsibleforassigningtheenvironmentalobjectivesandindexestoeachstaff,andensuretheimplementofspecificmanagementmeasure.
4.Toresponsibleformonitoringtheworkofeachresponsiblestaff’simplementationofenvironmentalmanagementplan.Ifanyworkisunqualified,proposingreformandensuretocompleteit.
5.Toresponsibleforthetrainingofpotentialaccidentoremergencysituation,andemergencymeasure.
6.Toestablishanenvironmentaccount,inspecttheimplementationofbudget.Andkeeptheexpenserecordrelatingtotheenvironmentalcost.
7.Toresponsiblefororganizetheinvestigation,analysis,solutionandreportofenvironmentalaccident.
8.Toresponsiblefortheinternalauditofprojectenvironmentalmanagementsystem.
现场环境工程师：
应负责建立、实施及维护环境管理计划。
除其他任何职责外，现场环境工程师应负责向环境管理计划实施的管理人员报告，审核、并提出改进建议。
具体职责：
1.参与编制项目环境管理计划；
2.协助现场经理对管理人员进行环境管理体系标准、环境管理体系文件的培训；
3.负责分解各项环境目标和指标至相关责任人，并落实具体管理措施；
4.负责监督各相关责任人执行环境管理计划的情况，对出现的不合格项及时提出整改，并督促落实到位；
5.负责对全体人员进行潜在事故、紧急情况及应急措施的培训；
6.建立环保台帐，检查预算的落实情况，保存有关环保费用的支出记录；
7.负责组织环境事故的调查、分析、处理和报告。
8.负责项目环境管理体系的内部审核。
ProjectEngineering:
ShallberesponsibletoensurethatallengineeringandprocurementisconductedinsupportoftheEMP.
项目工程：
应负责确保所有工程及采购活动的实施以环境管理计划的配套为基础。
MaterialsManagers:
Shallberesponsibleforensuringthatallchemicalproductsprocuredforand/orreceivedonsiteareaccompaniedbyaMaterialSafetyDataSheet.
物料经理：
应负责确保为现场采购和/或收到的所有化学品都附有物料安全数据表。
DocumentControl:
ShallberesponsiblefortheformalnotificationanddistributionofdocumentssupportingtheEMP.
文件管控：
应负责支持环境管理计划的文件的正式通知及分发。
