§145.3Definitionofterms.
145.3术语定义
Forthepurposesofthispart,thefollowingdefinitionsapply:

（a）Accountablemanagermeansthepersondesignatedbythecertificatedrepairstationwhoisresponsibleforandhastheauthorityoverallrepairstationoperationsthatareconductedunderpart145,includingensuringthatrepairstationpersonnelfollowtheregulationsandservingastheprimarycontactwiththeFAA.

Apersondirectlyinchargedoesnotneedtophysicallyobserveanddirecteachworkerconstantlybutmustbeavailableforconsultationonmattersrequiringinstructionordecisionfromhigherauthority.

（d）Linemaintenancemeans—

（1）Anyunscheduledmaintenanceresult!
ngfromunforeseenevents;or

（2）Scheduledchecksthatcontainservicingand/orinspectionsthatdonotrequirespecializedtraining,equipment,orfacilities・

§145.5Certificateandoperationsspecificationsrequirements.
145.5证书和运行规范要求
（a）Nopersonmayoperateasacertificatedrepairstationwithout,orinviolationof,arepairstationcertificate,ratings,oroperationsspecificationsissuedunderthispart.
（a）在没有或违反修理站证书、评级或本规章颁布的运行规范的情况下，不允许有人作为持证修理站经营。
（b）ThecertificateandoperationsspecificationsissuedtoacertificatedrepairstationmustbeavailableonthepremisesforinspectionbythepublicandtheFAA.
（b）颁发给持证修理站的证书和运行规范必须在经营场所可获得，以备公众和FAA的审查。

§145.51Applicationforcertificate.
145.51证书的申请
（a）AnapplicationforarepairstationcertificateandratingmustbemadeinaformatacceptabletotheFAAandmustineludethefollowing:
（a）修理站证书和评级的申请必须是FAA接受的形式，并必须包括以下方面：
（1）ArepairstationmanualacceptabletotheFAAasrequiredby§145.207;
（1）根据145.207要求能彼FAA接受的修理站手册；
（2）AqualitycontrolmanualacceptabletotheFAAasrequiredby§145.211（c）;
（2）根据145.211（c）要求能彼FAA接受的修理站控制手删；
（3）Alistbytype,make,ormodel,asappropriate,ofeacharticleforwhichtheapplicationismade;
（3）申请时每件产品的型号、厂家或模型，适合时，的清单；
（4）Anorganizationalchartoftherepairstationandthenamesandtitlesofmanagingandsupervisorypersonnel;
（4）修理站的组织结构图和管理与监督人员的姓名和头衔；
（5）Adescriptionofthehousingandfacilities,ineludingthephysicaladdress,inaccordancewith§145.103;
（5）房屋和设施的描述，包括符合145.103的实际地址：
（6）Alistofthemaintenancefunctions,forapprovalbytheFAA,tobeperformedfortherepairstationundercontractbyanotherpersoninaccordancewith§145.217;and
（6）待FAA批准的维修功能清单，用于由修理站依据145.217按与另一方签定的合同开展工作；和
（7）AtrainingprogramforapprovalbytheFAAinaccordancewith§145.163・
（7）待FAA按145.163批准的培训大纲。
（b）Theequipment,personnel,technicaldata,andhousingandfacilitiesrequiredforthecertificateandrating,orforanadditionalratingmustbeinplaceforinspectionatthetimeofcertificationorratingapprovalbytheFAA・
（b）证书和评级或附加评级所需的设备、人员、技术资料和房屋与设施必须在FAA进行证书或评级批准审査时到位。
AnapplicantmaymeettheequipmentrequirementofthisparagraphiftheapplicanthasacontractacceptabletotheFAAwithanotherpersontomaketheequipmentavailabletotheapplicantatthetimeofcertificationandatanytimethatitisnecessarywhentherelevantworkisbeingperformedbytherepairstation.
如果申请人有一份彼FAA所接受的与另一方的合同，在发证书时和任何时候修理站开展相关工作需要时，申请人均可使用到该设备，申请人可以满足该段的设备要求。
（c）Inadditiontomeetingtheotherapplicablerequirementsforarepairstationcertificateandrating,anapplicantforarepairstationcertificateandratinglocatedoutsidetheUnitedStatesmustmeetthefollowingrequirements:
（C）除了满足修理站证书和评级的其它适用要求外，美国国外的修理站证书和评级申请人必须满足下列耍求：
（1）Theapplicantmustshowthattherepairstationcertificateand/orratingisnecessaryformaintainingoralteringthefollowing:
⑴申请人必须表明修理站证书和/或评级是维护或替换下列所需的：
（i）U.S.-registeredaircraftandarticlesforuseonU.S.-registeredaircraft,or
（i）用『•美国注删的航空器上和在美国注册的航空器或产品，或
（ii）Foreign-registeredaircraftoperatedundertheprovisionsofpart121orpart135,andarticlesforuseontheseaircraft.
（ii）按121部或135部条例运行的国外注删的航空器，和用于这些航空器上的产品。
（2）TheapplicantmustshowthatthefeeprescribedbytheFAAhasbeenpaid・
（2）申请人应表明FAA规定的收费已支付。
（d）Anapplicationforanadditionalrating,amendedrepairstationcertificate,orrenewalofarepairstationcertificatemustbemadeinaformatacceptabletotheFAA.
（D）附加评级，修正的修理站证书，或修理站证书的更新的申请应以FAA能接受的形式。

§145.53lssueofcertificate.
145.53证书的颁发
（a）Exceptasprovidedinparagraph（b）?
（c）zor（d）ofthissection,apersonwhomeetstherequirementsofthispartisentitledtoarepairstationcertificatewithappropriateratingsprescribingsuchoperationsspecificationsandlimitationsasarenecessaryintheinterestofsafety.

（b）IfthepersonislocatedinacountrywithwhichtheUnitedStateshasabilateralaviationsafetyagreement,theFAAmayfindthatthepersonmeetstherequirementsofthispartbasedonacertificationfromthecivilaviationauthorityofthatcountry.
（b）如果该个人在与美国有双边适航安全协议的国家，FAA可以基F该国民航局颁发的证书上查明此人满足本规章的要求。
ThiscertificationmustbemadeinaccordaneewithimplementationproceduressignedbytheAdministratorortheAdministrator'sdesignee・

（c）BeforearepairstationcertificatecanbeissuedforarepairstationthatislocatedwithintheUnitedStates,theapplicantshallcertifyinwritingthatall"hazmatemployees"（see49CFR171.8）fortherepairstation,itscontractors,orsubcont
