RATIONALE:

FeesforeducationinaCatholicschoolareanin-builtcomponentofthetotalfundingofCatholiceducation.Schoolfeesarechargestoassistinmeetingtheday-to-dayoperatingcostsoftheschool.

AproportionofthefundingforCatholicschoolscomesfromtheCommonwealthandStateGovernments.TheremainingproportionofthefundingisraisedthroughprivatefinancialcontributiontosupplementtheGovernment'scontribution.

ThemajorsourceofthisprivatefinancialcontributionistheSCHOOLFEEwhichmaybesupplementedwithothercontributionse.g.directparish(s)contributions,fundraisingactivitiesandtheuseofvoluntaryhelpers.

POLICYSTATEMENT:

ItistheresponsibilityoftheCatholicSchool:

∙tochargeschoolfeesinordertomeetitsfinancialneeds

∙tocollecttheschoolfeesinamannerwhichisjustandequitable.

 

POLICYGUIDELINES:

GUIDELINEINDICATORS

PrimaryschoolsaretochargeafamilyfeefortuitionpurposeswithintherangesetbytheBallaratDiocesanSchoolsBoard.

∙ThetuitionfeesetbyPrimarySchoolsisafamilyfeewithintherangeasadvisedbytheBallaratDiocesanSchoolsBoardannually

POLICYGUIDELINES:

GUIDELINEINDICATORS

Whensettingfees,schoolsaretotakeintoaccounttheirfinancialneedsandtheabilityoftheschoolcommunitytomeettheleveloffeestobecharged,keepinginmindthesocio-economiclevelofthecommunity.

∙Feesaresetaspartofthebudgetingprocess

∙FeesaresufficienttocoverLocalContributionDeductionFactorandotherbudgetaryneeds

∙Thesocio-economiclevelisusedwhencalculatingtheLocalContributionDeductionFactor

∙Theschoolbudgetreflectsanaccurateassessmentoffeeincomeafterremissions,discounts,specialconcessionsetc,havebeenexcluded

Schoolsshouldprovidetoparentsfulldetailsoffeesandchargesforthecomingyear.

∙Inthefinaltermoftheprecedingyearparentsareadvisedvianewsletters,handbooksand/orinformationmeetingsofthescheduleoffeesforthecomingyear

Secondaryschoolshavetheoptionofchargingafamilyorstudentfee.Secondaryschoolsmayofferadiscounttofamilieswithmultipleenrolments.Schoolsmaychargeanallencompassingfeewhichincludesschoolfeesandclassroomlevies.

Secondaryschools

∙havedeterminedwhethertochargeaper familyorperstudentfee

∙havedeterminedwhethertouseanitemisedorinclusivefeestructure

∙havedeterminedanydiscountsthatmayapplytofamilies.

∙haveadvisedtheirschoolcommunitiesoftheirfeestructureandschedule

Ifanyotherrecurrentfeeeg;fundraising,maintenance,ischargedinPrimaryorSecondaryschools,itshallbereportedaspartoftheschoolfeescollected.Forprimaryschoolsanysuchadditionalfeeshallbetakenintoaccountinensuringthatthetotalfeessetarewithintherange.

∙Schoolshavedeterminedascheduleofadditionalfees

∙ThetotalofallfeeschargediswithintherangesetbytheDiocesanSchoolsBoard

∙AllrecurrentfeesarereportedintheAnnualFinancialStatementasschoolfeescollected

Aclassroomfee/subjectlevymaybechargedonaperstudentbasistomeetstudentclassroomrequisites.

∙Schoolshavedeterminedascheduleofclassroomfeesandsubjectlevies

∙AllclassroomfeesandsubjectleviesarereportedintheAnnualFinancialStatementascompulsorytuitionchargescollected

Anenrolment/applicationfeemaybecharged.Whenenrolledthiswillbecreditedtothetuitionfeeaccount.

∙EnrolmentandapplicationfeesarereportedintheAnnualFinancialStatementassuch

∙Enrolmentandapplicationfeeslaterdeductedfromaccountstoreducethefeesarerecordedattheoutsetastuitionfees

Schoolsmayenrolfullfeepayingoverseasstudents.

∙ReceiptsfromfullfeepayingstudentsarerecordedintheAnnualFinancialStatementaseitherrecurrentreceiptsfromfullfeepayingoverseasstudentsorcapitalreceiptsfromfullfeepayingoverseasstudents

Schoolsmaychargeacapitalfeetocovercapitalexpenditureie:

furniture,equipment,buildingsandcapitalloanrepayments.Wherenocapitallevyischargedschoolsmaytransferandreportupto25%oftheirrecurrentschoolfeesascapitalfees.

∙SchoolshavedeterminedtheamountofaCapitalFeeortheamountfortransfer

∙AllcapitalfeesarereportedintheAnnualFinancialStatementasfeesforcapitalpurposes

∙Amountstransferredreducetherecurrentschoolfeesreportedandincreasethefeesforcapitalpurposesreported

TheschoolportionoftheEducationMaintenanceAllowancemustbeusedforessentialitemsforwhichparentsmightotherwisehavelegitimatelybeenaskedtopayandistobecreditedagainstthatfamily’sfeesandlevies.

∙TheschoolportionoftheEducationMaintenanceAllowanceiscreditedagainstfamily’sfeesandlevies

∙TheschoolportionoftheEducationMaintenanceAllowanceisreportedintheAnnualFinancialStatementasStateGovernmentRecurrentGrants

Feeremissionsshouldbeavailabletoparentsofstudentswhosefinancialpositionindicatesthattheyareunabletomeettherecommendedfee.

∙Schoolsofferfeeremissionsonapplication

∙Schoolsinitiateoffersforremissionoffees

∙Informationtofeeremissionproceduresarecontainedinparenthandbooksand/orpromotionalmaterial

∙Schoolsofferfeeremissionsatvariousdeductionratestoaccountforthedifferentfinancialpositionofparents

∙Whendealingwithrequestsforfeeremissions,schoolsproceedwiththeutmostdiscretionensuringconfidentialityatalltimes

∙ApprovaloffeereliefisrestrictedtoCanonicalAdministratorand/orPrincipal.BothCanonicalAdministratorandPrincipalshouldbeinformedoffeeremissiondecisions

∙Parentsmakingformalrequestforremissionoffeessupporttheirapplicationwithsufficientpersonalfinancialinformationtoenableaninformeddecisiontobemade(ReferExampleAppendixI).Acopyoftheauthorisedapprovalforfeeremissionsisretainedonfile

GUIDELINEINDICATORS

Schoolsshouldrenderfeeaccountstoparentsregularlythroughouttheschoolyear.Toassistparentswiththepaymentoffees,schoolsshoulddevelopstrategiestofacilitateregularpaymentbyfamiliesinasconvenientamanneraspossible.

∙Feestatementsareissuednolaterthanonemonthafterthecommencementofeachyear

∙Statementsareissuedonaregularbasisthereafter

∙Theschooloffersarangeofpaymentoptions:

cash,chequeorelectronic

∙Theschooloffersarangeofpaymentschedules:

weekly,fortnightly,monthly,per termorlumpsum.

∙Anindicationisobtainedfromeachfamilyastotheirpreferredpaymentmethod.(ReferExampleAppendixII)

Therecoveryofunpaidfeesmustbeapproachedsensitivelytoprotectallpartiesfrompublicembarrassment.

∙Unpaidfeesarefolloweduppromptlybyletterorpersonalcontact

∙GuidelinesonoutstandingfeecollectionaresetoutinAppendixIII.

Forfamilieswithfeeslongoverdueforpayment,theSchoolAuthoritymayemploytheservicesofadebtcollectorand/orSolicitortoassistinrecoveringmoniesdue,whenclearlytheparent/guardianisabletomeetthepaymentbutisunwillingtodoso.

SuchactionwillrequirethepriorapprovaloftheCanonicalAdministratorforParishownedschoolsandtheGoverningAuthorityfornonparishownedschools.

∙Schoolsregularlymonitorschoolfeecollection

∙Feesoverdueforpaymentbymorethantwotermsaremarkedforaction,includingtheoptionofbeingplacedwithadebtcollectionagencyorsolicitorinanefforttohavetheoverdueaccountfinalised

∙Properapprovalhasbeenobtainedpriortoanyexternalcollectionactionbeingcommenced

TheinstitutionofcourtproceedingstorecoverunpaiddebtsmayonlybeproceededwithafterapprovaltodosohasbeensoughtandobtainedfromtheCanonicalAdministratorforParishownedschoolsandtheGoverningAuthorityfornonparishownedschoolsandtheDiocesanDirectorofCatholicEducation.

∙Schools,withtheapprovaloftheCanonicalAdministratororGoverningAuthority,andtheDiocesanDirectorofCatholicEducationhaveinstigatedcourtactiontocollectoutstandingfees
