Introduction

FromtheFifthPlenaryConferenceof16thCentralCommitteeoftheCPCputforwardthegoalofnewcountryside-construction,theconstructionofNewSocialistCountrysideaccelerateourspeed.ThewestofChinaandtheunderdevelopedareaaredifficultiesandimportanceforChinatobuildharmonoussocietyandwell-offsociety.Foravarietyofreasonsthedegree,scaleandspeedofTransferofSurplusLabourinwestcountryaredowntrendinrecentyears.Undertheconditionofsocialistmarketeconomy,howtoadapttotherequestofmarketeconomyandprovidguidancetoensureaproperandorderlymovementofSurplusLabourisanimportantstrategiccountermeasuresonthefurtherdevelopmentofthecountryeconomyandthreatthesocialstability.soImprovingthequalityofseamen'sranks,andguidingPeasantWorkertoworkasseamen,isoneofthemostimportantmeansesofsolvingtheTransferofSurplusLabourandPeasantWorkersshakeoffpovertyandmsetoutonaroadtoprosperity.

TransportbyseapossesthetheadvantagesuchaslargecarryingAbility,lowpricesandlowpoweretc.isthemostefficientmodeofcommoditytransportation,whichprovidingabove90%goodsininternationaltrade.Ourcountryisabigcountryintheshippingindustry.Shippingbusinessassumes93%offoreigntradecargotrafficwhichplayinganimportantroleinensuringnationaleconomicsecurityandnationaldefensebuilding.Seafarerswhoarespecificpractitionersinthemaritimeindustry,isoneofthedeterminingfactorsofdevelopmentofmaritimeindustry.Developsrapidlybecauseofcarryingtradeforthelastfewyears,theseamanappearedglobalmissing.Inrecentyearsasthemaritimeindustrydevelopingvigorouslytherehasaglobalshortageofseafarers.Eveninthecurrentfinancialcrisissituation,theconditionofshortageofseafarerswillstillkeepexisting.Theseamanisthehardoccupationofhigh-risk,highworkingstrength,badlivingenvironment,greatdangertoinjury,alsowillbesubjecttoseastormsandpirateanytime.Withthesustainableandrapiddevelopmentofchinaeconomy,,thegapintheincomebetweenseamanandlandpersonnelnarrowsgradually,thegapinlivingconditionsbetweenseamanandlandpersonnelconstantlywidening.Thenumberofpersonwhowouldliketobeaseamanisfallingoff.theseamanthatworkontheforeignshipsannuallyunder100,000peopleandcannotcompareswith1/3inPhilippines.
