ThecrashwasamajorreasontheU.SFishandWildlifeService(USFWS)decidedtoformallylistthebirdasthreatened.“Thelesserprairiechickenisinadesperatesituation,〞saidUSFWSDirectorDanielAshe.Someenvironmentalists,however,weredisappointed.Theyhadpushedtheagencytodesignatethebirdas“endangered,〞astatusthatgivesfederalofficialsgreaterregulatorypowertocrackdownonthreats.ButAsheandothersarguedthatthe“threatened〞taggavethefederalgovernmentflexibilitytotryoutnew,potentiallylessconfrontationalconservationsapproaches.Inparticular,theycalledforforgingclosercollaborationswithwesternstategovernments,whichareoftenuneasywithfederalactionandwiththeprivatelandownerswhocontrolanestimated95%oftheprairiechicken’shabitat.
