Althoughsmall-scalebusinesstrainingandcreditprogramshavebecomemorecommonthroughouttheworld,relativelylittleattentionhasbeenpaidtotheneedtodirectsuchopportunitiestoyoungpeople.Evenlessattentionhasbeenpaidtochildrenlivingonthestreetorindifficultcircumstances.
Overthepastnineyears,StreetKidsInternationalhasbeenworkingwithpartnerorganisationsinAfrica,LatinAmericaandIndiatosupporttheeconomiclivesofstreetchildren.Thepurposeofthispaperistosharesomeofthelessonsandourpartnershavelearned.
Background
Typically,childrendonotenduponthestreetsduetoasinglecause,buttoacombinationoffactors:
adearthofadequatelyfundedschools,thedemandforincomeathome,familybreakdownandviolence.Thestreetmaybeattractivetochildrenasaplacetofindadventurousplayandmoney.However,itisalsoaplacewheresomechildrenareexposed,withlittleornoprotection,toexploitativeemployment,urbancrime,andabuse.
Childrenwhoworkonthestreetsaregenerallyinvolvedinunskilled,labour-intensivetaskswhichrequirelonghours,suchasshiningshoes,carryinggoods,guardingorwashingcars,andinformaltrading.Somemayalsoearnincomethroughbegging,orthroughtheftandotherillegalactivities.Atthesametime,therearestreetchildrenwhotakeprideinsupportingthemselvesandtheirfamiliesandwhooftenenjoytheirwork.Manychildrenmaychooseentrepreneurshipbecauseitallowsthemadegreeofindependence,islessexploitativethanmanyformsofpaidemployment,andisflexibleenoughtoallowthemtoparticipateinotheractivitiessuchaseducationanddomestictasks.
StreetBusinessPartnerships
hasworkedwithpartnerorganisationsinLatinAmerica,AfricaandIndiatodevelopinnovativeopportunitiesforstreetchildrentoearnincome.
TheBicycleCourierServicefirststartedintheSudan.Participantsinthisenterpriseweresuppliedwithbicycles,whichtheyusedtodeliverparcelsandmessages,andwhichtheywererequiredtopayforgraduallyfromtheirwages.AsimilarprogramwastakenupinBangalore,India.
Anothersuccessfulproject,TheShoeShineCollective,wasapartnershipprogramwiththeintheDominicanRepublic.Inthisproject,participantswerelentmoneytopurchaseshoeshineboxes.Theywerealsogivenasafeplacetostoretheirequipment,andfacilitiesforindividualsavingsplans.
TheYouthSkillsEnterpriseInitiativeinZambiaisajointprogramwiththeRedCrossSocietyandtheStreetyouthsaresupportedtostarttheirownsmallbusinessthroughbusinesstraining,lifeskillstrainingandaccesstocredit.
Lessonslearned
Thefollowinglessonshaveemergedfromtheprogramsthatandpartnerorganisationshavecreated.
Beinganentrepreneurisnotforeveryone,norforeverystreetchild.Ideally,potentialparticipantswillhavebeeninvolvedintheorganisation'sprogramsforatleastsixmonths,andtrustandrelationship-buildingwillhavealreadybeenestablished.
Theinvolvementoftheparticipantshasbeenessentialtothedevelopmentofrelevantprograms.Whenchildrenhavehadamajorroleindeterminingprocedures,theyaremorelikelytoabidebyandenforcethem.
Itiscriticalforallloanstobelinkedtotrainingprogramsthatincludethedevelopmentofbasicbusinessandlifeskills.
Therearetremendousadvantagestoinvolvingparentsorguardiansintheprogram,wheresuchrelationshipsexist.Homevisitsallowstafftheopportunitytoknowwheretheparticipantslive,andtounderstandmoreabouteachindividual'ssituation.
Smallloansareprovidedinitiallyforpurchasingfixedassetssuchasbicycles,shoeshinekitsandbasicbuildingmaterialsforamarketstall.Astheentrepreneursgainexperience,theenterprisescanbegraduallyexpandedandconsiderationcanbegiventoincreasingloanamounts.TheloanamountsinprogramshavegenerallyrangedfromUS$30-$100.
Allprogramshavechargedinterestontheloans,primarilytogettheentrepreneursusedtotheconceptofpayinginterestonborrowedmoney.Generallytherateshavebeenmode
