TheNaturalGreenhouseEffect
Thenaturalgreenhouseeffectisaphenomenoncreatedbytheheatenergyradiatedbythesunandgreenhousegasesnormallypresentintheatmosphere.Insimpleterms,sunlightpassesthroughtheatmosphere,warmingtheEarth.Inturn,theEarthradiatesthisenergybacktowardsspace.Asitpassesthroughtheatmosphere,greenhousegases(watervapor,carbondioxide,methaneandnitrousoxide)absorbpartoftheenergy,whiletheremainderescapesintospace.Thismeansthatsomeofthesun'senergybecomestrapped–thusmakingthelowerpartoftheatmosphere,andEarth,warmer.
Energyinbalance
Iftheatmosphereaccumulatedallthetrappedheat,thentheEarth'stemperaturewouldjustriseandrise,butitdoesn't.Thetemperatureonlyrisesuntiltheamountofinfrared(红外线的)orlongwaveradiationleavingtheEarthbalancestheamountofenergycominginfromthesun.Aslongastheamountofgreenhousegasesintheairstaysthesame,andaslongastheamountofheatarrivingfromthesunisconstant,anequilibriumisestablished(11).Thisisasteadystatewhereasmuchenergyislosttospaceasisgainedfromthesun.Inequilibrium,thenaturalgreenhouseeffectmaintainstheaveragetemperatureofEarthataround14degreesCelsius.
Theatmosphereischanging
TheEarth'satmosphereismadeupof78percentnitrogenand21percentoxygen.Onlyabout1percentismadeupofnaturalgreenhousegases,butthiscomparativelysmallamountofgasmakesabigdifference.BeforetheIndustrialRevolution(whichstartedinEnglandabout300yearsago)themixofgasesthatmadeuptheatmospherewasrelativelyconstant.TheIndustrialRevolutionbroughtnewindustrialprocesses,moreextensiveagriculture,andarapidincreaseintheworld'spopulation.Thisrapidincreaseinhumanactivitymeantthatmoreofthegaseswhichcausethegreenhouseeffectwerereleasedintotheatmosphere.Weknowthisbecauseofmeasurementsmadeoverthelast35yearsandtheanalysisofairbubblestrappedinancientice.Thereisnowclearevidencethatlevelsofcarbondioxide(8题的问题),methane,nitrousoxideandhalocarbonsareincreasing.
Theenhancedgreenhouseeffectandclimatechange
Manyscientiststhinkthattheincreasingconcentrationofthesegreenhousegaseshasledtoanincreaseintheworld'saveragetemperature.Thisiscalledtheenhancedgreenhouseeffect.Whilescientistsagreethatthelevelsofgreenhousegasesarerising,thereislesscertaintyaboutwhatthepreciseeffectsofthiswillbe.Tohelpthemunderstandtheseeffects,scientistsusemathematicalmodels.Thesemodelstakeaccountofmanyprocessesthattogetherdeterminethebehavioroftheatmosphere(eg,temperature,humidity,windspeedandatmosphericpressure).Manyresearchersarepredictingthattheworldwillgetwarmer,butexactlyhowmuchwarmerorhowquicklyitwillhappenisstillbeingdebated.
Anationalandinternationalissue
Anincreaseinglobaltemperaturewouldbringchangestotheentireplanet,andthereforetoeverynation.Thismakesitaninternationalissue(13每一个国家)whichneedsworldwidestudyandresponses.Butindividualcountriesareeachresponsiblefortheirowngreenhousegasproduction.Australiaproducesabout1.5percentoftheworld'santhropogenic(类人类基因)greenhousegases.Wehaveveryhighemissionsofgreenhousegasesrelativetootherdevelopedcountries,consideringthesizeofourpopulationandeconomy(6和题目所提出的有异).Oneofthereasonsforthisisthatothernationshavereducedtheircarbondioxideemissionsbecausetheyusemorenaturalgasandnuclearpowerinsteadofoilandcoal.
Australiaandover150othercountriessignedtheUnitedNationsFrameworkConventiononClimateChangeatthefirstEarthSummitheldinRiodeJaneiroin1992.Thisagreementsetupaprocesswhichenabledgovernmentstomeetregularlytodiscussactiontoavertextremeclimatechange.Asaresultofsubsequenttalks,alldevelopedcountrieswereaskedtoreducetheirgreenhousegasemissionsto1990levels.InDecember1997,aconferenceofgovernmentsheldinJapanattemptedtoreachlegallybindingagreementsaboutwhateachcountryshoulddo.Theideawasforeachcountrytoreduceitsgreenhousegasoutputbyasimilarpercentage.
