TheNaturalGreenhouseEffect

Thenaturalgreenhouseeffectisaphenomenoncreatedbytheheatenergyradiatedbythesunandgreenhousegasesnormallypresentintheatmosphere.Insimpleterms,sunlightpassesthroughtheatmosphere,warmingtheEarth.Inturn,theEarthradiatesthisenergybacktowardsspace.Asitpassesthroughtheatmosphere,greenhousegases（watervapor,carbondioxide,methaneandnitrousoxide）absorbpartoftheenergy,whiletheremainderescapesintospace.Thismeansthatsomeofthesun'senergybecomestrapped–thusmakingthelowerpartoftheatmosphere,andEarth,warmer.

Energyinbalance

Iftheatmosphereaccumulatedallthetrappedheat,thentheEarth'stemperaturewouldjustriseandrise,butitdoesn't.Thetemperatureonlyrisesuntiltheamountofinfrared（红外线的）orlongwaveradiationleavingtheEarthbalancestheamountofenergycominginfromthesun.Aslongastheamountofgreenhousegasesintheairstaysthesame,andaslongastheamountofheatarrivingfromthesunisconstant,anequilibriumisestablished（11）.Thisisasteadystatewhereasmuchenergyislosttospaceasisgainedfromthesun.Inequilibrium,thenaturalgreenhouseeffectmaintainstheaveragetemperatureofEarthataround14degreesCelsius.

Theatmosphereischanging

TheEarth'satmosphereismadeupof78percentnitrogenand21percentoxygen.Onlyabout1percentismadeupofnaturalgreenhousegases,butthiscomparativelysmallamountofgasmakesabigdifference.BeforetheIndustrialRevolution（whichstartedinEnglandabout300yearsago）themixofgasesthatmadeuptheatmospherewasrelativelyconstant.TheIndustrialRevolutionbroughtnewindustrialprocesses,moreextensiveagriculture,andarapidincreaseintheworld'spopulation.Thisrapidincreaseinhumanactivitymeantthatmoreofthegaseswhichcausethegreenhouseeffectwerereleasedintotheatmosphere.Weknowthisbecauseofmeasurementsmadeoverthelast35yearsandtheanalysisofairbubblestrappedinancientice.Thereisnowclearevidencethatlevelsofcarbondioxide（8题的问题）,methane,nitrousoxideandhalocarbonsareincreasing.

Theenhancedgreenhouseeffectandclimatechange

Manyscientiststhinkthattheincreasingconcentrationofthesegreenhousegaseshasledtoanincreaseintheworld'saveragetemperature.Thisiscalledtheenhancedgreenhouseeffect.Whilescientistsagreethatthelevelsofgreenhousegasesarerising,thereislesscertaintyaboutwhatthepreciseeffectsofthiswillbe.Tohelpthemunderstandtheseeffects,scientistsusemathematicalmodels.Thesemodelstakeaccountofmanyprocessesthattogetherdeterminethebehavioroftheatmosphere（eg,temperature,humidity,windspeedandatmosphericpressure）.Manyresearchersarepredictingthattheworldwillgetwarmer,butexactlyhowmuchwarmerorhowquicklyitwillhappenisstillbeingdebated.

Anationalandinternationalissue

Anincreaseinglobaltemperaturewouldbringchangestotheentireplanet,andthereforetoeverynation.Thismakesitaninternationalissue（13每一个国家）whichneedsworldwidestudyandresponses.Butindividualcountriesareeachresponsiblefortheirowngreenhousegasproduction.Australiaproducesabout1.5percentoftheworld'santhropogenic（类人类基因）greenhousegases.Wehaveveryhighemissionsofgreenhousegasesrelativetootherdevelopedcountries,consideringthesizeofourpopulationandeconomy（6和题目所提出的有异）.Oneofthereasonsforthisisthatothernationshavereducedtheircarbondioxideemissionsbecausetheyusemorenaturalgasandnuclearpowerinsteadofoilandcoal.

Australiaandover150othercountriessignedtheUnitedNationsFrameworkConventiononClimateChangeatthefirstEarthSummitheldinRiodeJaneiroin1992.Thisagreementsetupaprocesswhichenabledgovernmentstomeetregularlytodiscussactiontoavertextremeclimatechange.Asaresultofsubsequenttalks,alldevelopedcountrieswereaskedtoreducetheirgreenhousegasemissionsto1990levels.InDecember1997,aconferenceofgovernmentsheldinJapanattemptedtoreachlegallybindingagreementsaboutwhateachcountryshoulddo.Theideawasforeachcountrytoreduceitsgreenhousegasoutputbyasimilarpercentage.
