ContractorSafety

1.0PURPOSE

ThepurposeofthisstandardistoestablishSafetyrequirementsforContractors.

2.0SCOPE

ThestandardcoversSafetyrulesthatappliestotheContractors,Sub-contractorsandtheiremployeesworkingwithinSABICanditsaffiliatefacilities.

3.0DEFINITIONS

3.1ContractorEmployees:

PersonnelwhoaresuppliedbyContractororsub-contractortoworkattheAffiliatesiteonfullorpart-timebasis.

3.2PrimeContractors:

Companiesorindividualscontractedtoperformworkinthefacility,butnotincludedundertheSABICorit’sAffiliatesorganizationalstructure.Contractorscanbehiredtoconstructormodifyprocessfacilities,performmaintenanceworkonprocessequipment,andinsomecasesoperatethefacility.

3.3Shall:

Signifiesmandatoryrequirements.

3.4Should:

Signifiesrecommended/optionalrequirements.

3.5Sub-contractors:

ContractorshiredbyandresponsibletoPrimeContractorsforallactivities.

3.6Worksite:

ThefacilitiesofSABICoritsaffiliateinwhichworkistobeperformed.

4.0REQUIREMENTS

SABICanditsaffiliatesshalldevelopproceduresandprogramsthatmeetsthefollowingrequirementsonContractorSafety:

SABICIndustrialSecurityshallbeconsultedforanyclarificationtothisstandard.TheclarificationgivenbySABICIndustrialSecurityshallbecompliedwithandconsideredfinal.

4.1AffiliateContractorCoordinator:

4.1.1AffiliatesshallnominateapersontocoordinatetheactivitiesoftheContractors.ThepersonnominatedasContractorCoordinatorshallensurethatalltherequirementsofthisstandardiscompliedwithbyalltheContractorsselectedtoworkathiscompany.

4.2ContractorSelection:

4.2.1Considerationshallbegiventothecontractor’ssafetyperformance,resultsofsurvey/auditsofpreviousjobsassignedtothemandtheiraccidentpreventionprogramduringselectionoftheContractors.

4.2.2Itshallbeensuredthatthecontractoremployeesaretrainedandqualifiedtocarryouttheassignedtask.

4.2.3SelectedContractorsshallbeprovidedwithacopyofAffiliatesapplicableproceduresthatisdevelopedtomeettherequirementsofthisstandard.

4.2.4SelectedContractorshallbeprovidedwiththecopiesoftheSafetyproceduresthatarerelatedtotheworkassignedtohim.

4.3GeneralRules:

4.3.1Contractorshalldesignateandidentifyarepresentativeresponsibleforon-sitesafetyperformance.

4.3.2Allequipment,tools,crane,vehicleetc.broughtbythecontractorshallbeinspectedtoensurecompliancewiththeapplicableSABICSafetyStandardandAffiliatesrequirements.Onlythoseequipment,tools,crane,vehicleetcthatmeetstherequirementsandareapprovedbytheconcernedAffiliateshallbepermittedtobeused.

4.3.3ContractoremployeesshallcomplywiththeconcernedAffiliate’sSafetyrulesandprocedures.

4.3.4ContractoremployeesshallfollowSafetyprecautionsandproceduresconcerningspecificoperationsandjobs.Workortaskshallbeperformedaccordingtoestablishedprocedureandwiththedesignatedtoolsandequipment.

4.3.5ContractoremployeesshallnotstartworkuntilauthorizedbytheconcernedAffiliate.

4.3.6ContractoremployeesshallonlycarryouttheassignedtaskunderaworkpermitissuedbytheAuthorizedWorkpermitissueroftheareawhereworkistobeperformed.

4.3.7ContractoremployeesshallbringonlyintrinsicallysafePagersinsidetheOperatingplants.

4.3.8ContractoremployeesshallnotbringRadios,Mobilephones,Firearms,ammunitions,lighters,matches,oranyotherformofignitionsourceswithintheoperatingPlant.SuchitemsshallbedepositedwiththeSecurityGuardattheMainGate.

4.3.9ContractoremployeesshallnotcarryoutphotographyorusevideocamerawithintheoperatingplantswithoutwrittenapprovalofIndustrialSecuritymanagement.

4.3.10Contractoremployeesshallbecommunicatedofareaswheresmokingispermitted.Contractorshallprovidesmokingsheltersthatareequippedwithlighters,ashtraysandFireextinguisherattheworksite,ifaskedbytheAffiliatemanagement.

4.3.11AlltemporarybuildingsofContractorsshallbelocatedinanareaapprovedbytheAffiliateContractorCoordinator.

4.3.12Horseplay,fighting,gambling,possessionsoffirearmsorexplosives,useofregulateddrugsoralcohol,beingundertheinfluenceofdrugsoralcohol,theft,vandalism,sabotage,anddistributionofunauthorizedliteratureshallnotbepermitted,Thoseinvolvedinsuchactivitiesshallberemovedfromtheworksiteandshallbeliableforpunishmentbyapplicablelaw.

4.3.13Alltemporaryoffices,officewiringincludingaccessoriesinstalledthereinshallbesubjectedtoinspectionandapprovalofAffiliateContractorCoordinator.AnychangestoapprovedwiringorinstallationofnewelectricalaccessoriesshallbesubmittedtoAffiliateContract
