Thisruleismeanttoaddressthedifficultythatstudentsfromimpoverishedorchaotic
homesmighthaveincompletingtheirhomework.Butthepolicyisunclearandcontradictory.
Certainly,nohomeworkshouldbeassignedthatstudentscannotdowithoutexpensiveequipment.
Butifthedistrictisessentiallygivingapasstostudentswhodonotdotheirhomeworkbecause
