BEIJING-China'stopsecuritiesregulatorhascompletedadraftplantoreformthenation'sstockissuanceregime.
Thedraftplan,seenasmajormoveinintroducingaregistration-basedsystemforstockissuance,replacingthecurrentsystemofadministration,willbesenttotheStateCouncilforreviewbeforetheendofthismonth,saidZhangXiaojun,spokesmanoftheChinaSecuritiesRegulatoryCommission(CSRC).
CSRCledthedraftingofthereformplan,withparticipationbymultiplesagenciesincludingtheNationalDevelopmentandReformCommission,MinistryofFinance,andthecentralbank,Zhangsaid.
Underthecurrentapproval-basedIPOsystem,newlylistedcandidatesoftenexperienceacomplicatedapplicationprocessthatcantakemultipleroundsofreviewsandseveralyearstoreceiveapprovalfromtheCSRC,whiletheregistration-basedIPOsystemwillfocusoncompanies'compliancereviewandbemarket-orientedandmoretransparent.

"Ourrelationshipwithotheroffshoreyuancentersisamutuallybeneficialoneasweintendtojointlygrowthepieofyuanbusiness,"hesaid.
RandallKroszner,aprofessorattheUniversityofChicago'sBoothSchoolofBusiness,saidthatChinaneedstocontinuetoliberalizeitscapitalmarketinthedirectionoffullconvertibilityofitscurrency.
