1.1Purpose

ThepurposeofthisdocumentistodefinetheSpaceAssignedNumbersAuthority（SANA）,itsroleandresponsibilitieswithintheCCSDS.

1.2SCOPE

ThisdocumentislimitedtoSANArealmofresponsibilities.TheassignmentoftheSANAoperatorandtheliaisonrolestootherstandardorganizationsorspace-relatedorganizationsaretheresponsabilitiesoftheCESG.

1.3APPLICABILITY

ThisdocumentisapplicabletotheCCSDSprocessofdefiningspecificationsofprotocols.Itdefinesanentityandaprocessthatwouldconstitutearegistryofobjectsthatwillbeusedbyprotocoldesignersandimplementers.However,thisdocumentandtheSANAentityisofadministrativenatureanddoesnotcontainanyprotocolspecification.

1.4RATIONALE

AsmanyprotocolengineeringstandardorganisationsuchastheInternetEngineeringTaskForce（IETF）,theInstituteofElectricalandElectronicsEngineers（IEEE）ortheThird-GenerationProject（3GPP）,thereisaneedtoseparateconstantsandimmuableobjectsfromtheprotocolspecification.Thesepermanentsobjectsareputintoregistriesandmanagedbytheoperatoroftheregistriesonbehalfoftheengineeringcommunity.Separatingtheobjectsfromtheprotocolspecificationenablestheupdatingoftheobjectswithoutmodifyingtheprotocolspecification,whichismuchlongerandtediousprocessthanmodifyingthecorrespondingregistry.

ItisimportanttonotethatSANAisrunningasaservicetotheengineeringcommunity.

1.5DOCUMENTSTRUCTURE

Afterprovidinganoverview,thedocumentdescribethescopeandtheroleoftheto-be-createdSANA.ThentherequirementsforrunningSANAarelisted.TheregistrationrulesaredefinedwhichgovernshowSANAwillaccomplishitsduties.

ThedocumentthendescribestherelationshipbetweenSANAandtheotherstakeholderswithinCCSDS,suchasCESG,CMCandworkinggroups.

TheworkonregistriesisthendescribedaswellastherequiredSANAinfrastructuretodoitsservices.

AnappealprocessisdescribedincaseofissuesregardingtheworkofSANA.

Finally,aprocessisdescribedforthefewpre-SANAregistriesthatexistedbeforethecreationofSANA.

2OVERVIEW

The“RestructuredOrganizationandProcessesfortheConsultativeCommitteeforSpaceDataSystems”YellowBookpublishedinApril2004definesSANAasthefollowing.

SpaceAssignedNumbersAuthority（SANA）ThecoreregistrarfortheCMC’sactivitiesistheSANA.Manyspacemissionprotocolsrequirethatsomeonekeeptrackofkeyprotocolnumberingassignmentsthatwereaddedaftertheprotocolcameout.TypicalexamplesofthekindsofregistriesneededareforSpacecraftIDs,protocolversionnumbers,reservedAPIDsandSFDUControlAuthorities.TheSANAprovidesthiskeyconfigurationmanagementserviceforCCSDS.TheCCSDSManagementCouncil（CMC）approvestheorganizationthatwillactastheSANA.Itspublicinterfaceisfocusedthroughweb-basedservicesorwhatevermannerrequiredbyCCSDS.

3SANAPROCESSAndrole

3.1SCOPE

SANAassignsandregistersCCSDSprotocolparametersandotherCCSDSobjectsasdirectedbythecriteriaandproceduresspecifiedinCCSDSdocuments.

SANAonlymanagestheprotocolregistriesoftheCCSDSwhoownsthecorrespondingprotocolspace.WheneveraprotocolspaceisnotownedbyCCSDSbutitsregistryisofusetotheCCSDScommunity,SANAmayreferencetothatexternalregistry.Forexample,ifCCSDSisusingIPportnumbers,SANAmayreferencetheIANAportnumbersregistrywithintheSANAsite,fortheservicetotheCCSDScommunity.However,SANAwillnotmakeanyassignmentsofthatprotocolspacesinceitisnotownedbyCCSDS.

AnyliaisonroletootherstandardbodiesisdefinedandmanagedbyCMC.

3.2ROLE

SANAisaservicetotheCCSDSengineeringcommunity.TheengineeringisdonewithinCCSDS.SANAdoesnotdoengineeringbyitself.However,tobestservethecommunity,SANAstaffhavetohavesomeengineeringbackgroundattheveryminimum.

Fromtimetotime,theworkandservicesthatSANAprovideswillevolveastheengineeringneedsalsochange.

3.3CREATIONandTermiNATION

SANAexistenceandroleisdefinedinthisdocumentandapprovedbytheCMC.SANAiscreatedbyandreportsadministrativelytoCMCandtechnicallytoCESG.CMCmayterminateSANAatanytime,butshoulddetermineinwhichwaytheregistriesremainaftertermination.

3.4REQUIREMENTS

SANAroleandfunctionmustadheretothefollowingrequirements:

●Accountability:

requestsaretrackedandmanaged.

●Traceability:

allrequestsandchangescouldbeviewedorauditedbythecommunity.

●Security:

registriesshouldbeverifiablefortheircontentinasecuremannerbasedonbestpractices.RegistryfileswillbecopiedandusedbytheCCSDScommunity,thespaceagenciesandindustry.Someregistriesmightalsobeembeddedintoproducts.Therefore,adigitalsignatureisrequiredtoprovideawayofverifyingtheconsistencyoftheregistrybythecommunityatanytime.Thedigitalsignatureprovidesboththeintegrityvalidationandthesourcevalidation.

3.5RegistrationRules

SANAisthefirst-levelauthorityforCCSDSregistriesandcoreregistrar.NewregistriesaremanagedbySANA.SANAistheregistrationclerk,sinceitdoesnotdefinetheregistrationrules.Instead,itappliestherulestotheregistriesforthenewregistrationrequestsorforthenewregistries.RegistrationrulesforregistriesaredefinedinCCSDSprotocoldocumentsapprovedbytheCESG.

Thefollowingaretheinitialsetofregistrationrulesforassignmentsinaregistry:

a）requiresaCCSDSapproveddocument

b）requiresanengineeringreviewbyadesignatedexpert.TheexpertforthatregistryisassignedbytheCESG

c）requiresnoengineeringreview,buttherequestmustcomefromtheofficialrepresentativeofaspaceagency,memberoftheCCSDS.

d）requiresnoreview,assignmentsaredoneinafirstcome,firstservebasis

IntheCCSDSdocumentthatdefinesthecreationofaregistry,theregistrationruleforthatregistrymustbedefinedeitherwithintheabovesetoranotherrule.ThisprovidesguidancetoSANAonhowtomakeassignmentsofnewparametersforthatreg
