女士们，先生们，朋友们：

很高兴有机会出席这次世界经济论坛非洲峰会。

感谢施瓦布先生的热情邀请，也感谢乔纳森总统的周到安排。

本届峰会以“促进包容性增长，创造就业机会”为主题，现实针对性很强。

我谨代表中国政府对峰会的召开表示热烈祝贺！

ItgivesmegreatpleasuretoattendtheWorldEconomicForumonAfrica.IwishtoexpressthankstoMr.Schwabforhiskindinvitation,andtoPresidentJonathanforthemeticulousarrangements.Thethemeofthisyear’sforum,“ForgingInclusiveGrowth,CreatingJobs”,couldnothavebeenmorerelevant.OnbehalfoftheChinesegovernment,Iwouldliketowarmlycongratulateyouontheconveningoftheforum.

非洲是世界文明的重要发源地。

近百年来，这片古老而神奇的土地发生了巨大变化。

非洲人民掌握了自己的命运，实现了民族解放和国家独立。

进入新世纪以来，非洲经济迸发出巨大活力，连续十几年年均增长超过5%，经受住了国际金融危机的严峻考验。

非洲社会总体保持稳定，经济进入增长快车道，正在成为崛起的大陆。

Africaisanimportantcradleofworldcivilization.Overthepastcentury,greatchangeshavetakenplaceonthisancientandfascinatingland.ThepeopleofAfricahavetakentheirdestinyintheirownhandsandachievednationalliberationandindependence.Andsincethebeginningofthenewcentury,Africahasdemonstratedstrongeconomicvitality,realizinganaverageannualgrowthofover5%for10-plusyearsinarow,despitetheseverechallengesbroughtbytheglobalfinancialcrisis.Africahasmaintainedoverallsocialstabilityandfasteconomicgrowth,andemergedasacontinentontherise.

三天前，我在非盟总部演讲时说，非洲堪称世界“三个一极”。

首先，非洲有54个国家，注重以“一个声音说话”，已成为世界政治舞台上的重要一极。

第二，非洲经济总量超过2万亿美元，2013年全球增长最快的10个国家，有7个在非洲，已成为全球经济增长的重要一极。

第三，非洲有1500多个民族，文明的多样性在这里充分体现，是人类文明的多彩一极。

在世界政治经济格局中，多几个“极”，总比少几个“极”要好。

非洲的崛起和形成新的一极，将使世界更XX、更稳定、更具活力，也更丰富多彩，更有利于全球和平、发展与进步。

Threedaysago,whenIspokeattheAUheadquarters,IsaidAfricawasa“pole”oftheworldinthreeways.First,Africa,hometo54countries,ismittedto“speakingwithonevoice”.Africahasthusbeeamajorpoleintheworldpoliticalarena.Second,Africahasaneconomicaggregateofover2trillionUSdollars.Oftheworld’stenfastestgrowingeconomiesin2013,sevenareinAfrica.Africais,therefore,alsoamajorpoleinglobaleconomicgrowth.Third,therearemorethan1,500ethnicgroupsinAfrica.SuchculturaldiversityonfulldisplayheremakesAfricaacolorfulpoleinhumancivilization.Intheinternationalpoliticalandeconomiclandscape,itisalwaysbettertohavemore“poles”thanfewer“poles”.TheriseofAfricaasanewpolewillonlymaketheworldmoredemocratic,stable,dynamicandcolorful,andbetterfacilitatepeace,developmentandprogressintheworld.

女士们，先生们！

LadiesandGentlemen,

包容性增长已成为世界普遍认同的发展理念。

一国之内实现就业、公平和平衡发展是包容性增长，国家和地区之间平衡发展也是包容性增长。

中国和非洲加起来有23亿多人口，我们加强互利合作，有助于提升双方人民的福祉，促进世界经济平衡发展，这本身就是世界上最大的包容性增长。

Inclusivegrowthisadevelopmentconceptwidelyembracedintheworld.Itreferstoemployment,fairnessandbalanceddevelopmentinonecountry.Italsoreferstobalanceddevelopmentamongcountriesandregions.TopromotemutuallybeneficialcooperationbetweenChinaandAfrica,withabinedpopulationofover2.3billion,contributestothewell-beingofthetwopeoplesandmorebalancedgrowthoftheworldeconomy.Thisinitselfisthemostsignificantinclusivegrowthintheworld.

非洲是发展中国家最集中的大陆，尽管不少非洲国家经济相继起飞，但仍面临基础设施薄弱、就业不足、贫困人口较多等严峻挑战。

中国是世界上人口最多、面积最大的发展中国家，虽然经济总量居世界前列，但在联合国人类发展指数的排名仍在100位左右。

中国同非洲面临许多相似的问题，双方的发展互为对方的机遇。

本世纪以来，中国经济的强劲增长，带动了非洲大量商品出口，对非洲增长形成支撑；非洲经济的巨大潜能，吸引着中国企业赴非投资兴业，也扩大了中国经济发展的空间。

非洲有基础设施和产业发展的现实需求，在这些方面，中国有较强的投资建设能力和富余产能。

双方经济具有很强的互补性，彼此取长补短，互利合作，必将为中非各自发展注入更强劲的动力。

Africaisthecontinentwiththelargestnumberofdevelopingcountries.Despitetheeconomictake-offinmanyAfricancountries,dauntingchallengesremain,suchasweakinfrastructure,underemploymentandpoverty.Chinaisthebiggestdevelopingcountryintermsofpopulationandsize.ItistruethatChinaisoneoftheleadingeconomiesintheworld,butitsrankingintheUnitedNationsHumanDevelopmentIndexisstillaroundthe100thplace.ChinaandAfricafacemanysimilarproblems,andtheyhavemuchtogainfromeachother’sdevelopment.Sincethebeginningofthiscentury,China’srobusteconomicgrowthhasbroughtalongmassiveexportsofAfricangoodsandprovidedsupportforAfrica’sgrowth.TheenormouspotentialinAfrica’seconomyhasattractedChineseinvestmenthereandprovidedgreaterroomforChina’sowneconomicdevelopment.Africaneedsinfrastructureandindustrialdevelopment,whereasChinahasfairlystrongcapabilitiesinfinancingandconstructionandspareproductioncapacityinthesefields.Eachhassomuchtooffertotheotherside.IamconfidentthatcooperationbasedonsuchplementarityandmutualbenefitwillgiveanevenstrongerboosttoChinaandAfrica’srespectivedevelopment.

女士们，先生们！

LadiesandGentlemen,

“金字塔和万里长城都不是一个人建成的”，团结协作才会有共赢。

早在50年前，中国总理周恩来访非时，就提出了中国对非关系的五项立场和对非援助的八项原则，中国始终如一地坚持。

去年，中国国家主席访问非洲，提出了中国发展对非关系“真、实、亲、诚”的理念，中国将秉持这一理念，把握新的历史机遇，与非方共同推进中非合作的“461框架”，即坚持真诚平等相待、增进团结互信、共谋包容发展、创新务实合作四项原则，实施产业合作、金融合作、减贫合作、生态环保合作、人文交流合作、和平安全合作六大工程，用好中非合作论坛这一平台，适应非洲发展新需求，打造中非合作升级版，把双方新型战略伙伴关系提高到新水平。

Asthesayinggoes,“NeitherthepyramidsnortheGreatWallwasbuiltbyoneindividual.”Onlycooperationandcoordinationwillbringawin-winoute.Halfacenturyago,duringhisvisittoAfrica,thelateChinesePremierZhouEnlaiproposedthefiveprinciplesforChina’srelationswithAfricancountriesandtheeightprinciplesforChina’saidtoAfrica,towhichChinahasremainedmittedeversince.DuringhisvisittoAfricalastyear,PresidentXiJinpingmadeamitmenttodevelopingrelationswithAfricafeaturingsincerity,realresults,affinityandgoodfaith.Chinawillhonorthismitment,seizethenewhistoricalopportunity,andworkwithAfricatoputinplaceanewframeworkoffourprinciples,sixareasandoneplatformforadvancingChina-Africacooperation.Tobespecific,wewillfollowthefourprinciplesoftreatingeachotherwithsincerityandasequals,enhancingsolidarityandmutualtrust,andjointlypursuinginclusivedevelopmentaswellasinnovativeandpracticalcooperation.Wewillcarryoutcooperationinsixmajorareas,namely,industrialcooperation,financialcooperation,cooperationonpovertyreduction,cooperationonecologicalandenvironmentalprotection,culturalandpeople-to-peopleexchanges,andcooperationonpeaceandsecurity.AndwewillmakegooduseoftheplatformoftheForumonChina-AfricaCooperation.WewillupgradeChina-AfricacooperationinresponsetonewdevelopmentneedsofAfricaandelevateournewtypeofstrategicpartnershiptoanewlevel.

实现经济包容性增长，基础设施特别是交通建设应先行。

这是发展中国家经济起飞的基础。

我们将继续把基础设施建设放在对非合作的重要位置，在与非盟制定的关于非洲跨国、跨区域基础设施合作行动计划基础上，共同促进非洲大陆的互联互通。

从我和非洲国家领导人讨论中，感到主要有“三大网络”可以合作。

一是非洲高速铁路网络。

几天前，我在同非盟委员会主席祖马女士会见时，她提出非洲有一个“世纪梦想”，就是将非洲所有国家的首都用高速铁路连接起来。

非洲面积占世界陆地面积23%，但铁路总长度仅占世界的7%，还有13国不通铁路。

中方愿积极响应这一构想，同非方开展高铁规划、设计、装备、建设和管理等全方位合作，并愿在非设立高铁研发中心，助力非洲铁路的“世纪工程”建设，第一步可从次区域开始。

二是非洲高速公路网络。

目前，非洲普通公路和高速公路的密度，仅为世界平均水平的1/4和1/10，发展潜力巨大。

不少非洲国家领导人都提出扩大中非高速公路合作、建设高速公路网的愿望，中方对此给予积极支持，愿与非方加强合作，促进非洲高速公路逐步连接成网。

三是打造非洲区域航空网络。

非洲航空市场需求快速发展，但机场、航线尤其是支线运营等方面供给缺口很大，而中国拥有机场建设和管理等方面的能力与经验，自主研发的支线飞机也能够满足非洲市场的需要。

中方倡议实施“中非区域航空合作计划”，愿通过建立合资航空公司、提供民用支线客机、培训航空专业人才和建设配套保障设施等方式，推动非洲区域航空业发展。

此外，中方也愿与非洲共同合作，推进电力、电信等基础设施建设。

工欲善其事，必先利其器。

为打造非洲基础设施网络，中方愿提供金融、人才和技术支持。

中国政府言必信，行必果。

Torealizeinclusiveeconomicgrowth,oneneedstogiveprioritytoinfrastructuraldevelopment,inparticulartransportation.Thisisthebasisonwhichtheeconomyofdevelopingcountriestakesoff.ChinawillcontinuetoprioritizeinfrastructuraldevelopmentinitscooperationwithAfrica.WewillworkwithAfricatopromoteconnectivityontheAfricancontinentbasedontheactionplanontransnationalandtrans-regionalinfrastructuralcooperationformulatedbyChinaandtheAU.ingoutofmymeetingswithAfricanleaders,Iseethetwosidesmaycooperateonthreemajornetworks.

First,anetworkofhigh-speedrailwayinAfrica.Duringourmeetingafewdaysago,AUmissionChairpersonDr.NkosazanaDlaminiZumatalkedabouttheAfricandreamofthecenturytoconnectthecapitalsofallAfricancountrieswithhigh-speedrail.Africaaccountsfor23%oftheworld’slandarea,yetonly7%oftheworld’stotalrailwaymileage.ThirteenAfricancountriesstillhavenoaccesstorailway.Chinawillhelpmakethisdreametruebycarryingoutall-roundcooperationwithAfricainplanning,designing,equipmentmakingaswellasconstructionandmanagementofhigh-speedrailway.Chinaisreadytosetupahigh-speedrailwayR&DcenterinAfricatohelpitpletethismegarailwayprojectinAfrica.Wecanstartwithsub-regionsintheseefforts.

Second,anetworkofexpresswayinAfrica.Africahasgreatpotentialinroaddevelopment,asitshighwayandexpresswaydensitiesonlyaccountforonequarterandonetenthoftheworldaverage.QuiteafewAfricanleadershaveexpressedinterestinbroadeningcooperationwithChinainbuildingexpresswaysandanexpresswaynetwork.ChinawelessuchaspirationsandisreadytostepupcooperationwithAfricatoconnectcurrentexpresswaysinAfricatoformacontinentalnetworkovertime.

Third,anaviationnetworkinAfrica.ThemarketdemandforaviationhasbeengrowingfastinAfrica.Yettherehasbeenabigsupplygapintermsofairportsandairroutes,inparticularregionalairservices.China,onitspart,hasthecapacityandexperienceinairportconstructionandmanagement.China’sownregionaljetswillbeabletomeetAfric
