1Scope

ThepresentdocumentspecifiestheAccessStratum（AS）partoftheUEproceduresinRRC_IDLEstate（alsocalledIdlemode）andRRC_INACTIVEstate.Thenon-accessstratum（NAS）partofIdlemodeproceduresandprocessesisspecifiedin[9].

ThepresentdocumentspecifiesthemodelforthefunctionaldivisionbetweentheNASandASinaUE.

ThepresentdocumentappliestoallUEsthatsupportatleastNRRadioAccess,includingmulti-RATUEsasdescribedin3GPPspecifications,inthefollowingcases:
