ExecutiveSummary

The‘scopeofwork’requestedbyJamstecthroughJDCwastoprovideaListofRulesandRegulations,StandardsandGuidelinesthatgoverntheOffshoreDrillingActivityforNorwayandtheUnitedKingdomWaters.Thisdocumentliststhevariouslegislation,rulesandregulationsandguidelinesthatgoverndrillingactivityinbothNorwegianandUnitedKingdomwaters.Pleasenotethattherulesandregulationsreferencedinthispapercoverdrillingoperationswherethepurposeofthedrillingoperationisfortheexploitationorexplorationofhydrocarbons（minerals）offshore.TheprimaryagenciesthatareresponsibleforoffshoreactivitiesintheUnitedKingdomandNorwayhavebeenidentifiedintheseparatesectionstitledUnitedKingdomWatersandNorwegianWaters.Thepaperprovidesdetailsonhowtocontactthevariousagenciesthroughwebsites,telephonenumbers,emailaddressesandphysicaladdresses.

RecommendationsbyCADEngineeringServices

OceanDrillinginthe21stCentury（OD21）isaprogramwhosemissionisgeologicalinvestigationthroughdeepoceancoringworldwide.InatelephonediscussionwithaUnitedKingdomHealthandSafetyExecutiveofficial（RobertPaterson）,thefollowingcommentwasrecorded:

“Icanconfirmthatifthedrillshipinquestionisnotintendedtobeusedasastructurefortheexploitation,orexplorationwithaviewtoexploitation,ofmineralresourcesbyawell,thenUKHealthandSafetyLegislationwillnotapply”.OD21needstoconfirmwiththeNorwegianPetroleumDirectorate（NPD）ifthesameistrueforoperatinginNorwegianwaters.

TherearenumerousActs,Regulations,GuidelinesandotherLegislationthatapplytodrillingforhydrocarbonsinUKandNorwegianwaters.ThevariousActs,Regulations,andGuidelinesaredifficulttointerpretandhenceapplytonormaloperations.SincetheOD21Programisascientificgeologicalinvestigation,itisrecommendedtocontactthevariousGovernmentAgenciestoexplainthetypeofdrillingthatwilltakeplace.Aftermakingthecorrectcontacts,thespecificActs,RegulationsandGuidelinescanbeproperlyidentifiedthatwillapplytoOD21.ThepersonsrepresentingOD21shouldbepresentabasicdrilling/coringprogramfordiscussionwiththevariousagencieswhenthemeetingstakeplace.Furthermore,itissuggestedthatthevariousagenciesbecontactedinpersonratherthanviatelephone,mailoremailtoobtaintheclarificationsandwhatregulationswillapply.

∙ContacttheNorwegianPetroleumDirectoratetodiscusstheprogram.TheVariousRegulationsandGuidelinesfromtheNPDcanbedownloadedfreeofchargefromtheNPDwebsite.

∙ContacttheNorwegianMarineDirectoratetodiscussthescientificcoringprogram.

Ifa‘closedloop’drillingmudsystemistobeused,thevariousagencieswouldneedtobeadvised.Thelocationofthecoringsiteandthetypeofmudsystemwilldictatehowtheliquidandcuttingsdischargesshouldbedealtwith.DependingonthecoringlocationtheFisheriesAgenciesmayalsoneedtobecontacted.

ThedrillersandtoolpushersonthedrillshipmostlikelywillneedtheInternationalWellControlForumWellControlCertificationthatisvalidinbothNorwegianandUKwaters）.
