Abstract

Inthisstudy,weproposeanewalternatingdirectionmethodforsolvinglinearvariationalvariationalinequalityproblems(LVIP).Itissimpleinthesensethat,ateachiteration,itneedsonlytoperformaprojectionontoasimplesetandsomematrix–vectormultiplications.Thesimplicityofthesolutionmethodmakesitattractiveforsolvinglarge-scaleproblems.Tofurtherimproveitsefficiency,wedeviseaself-adaptivestrategyforchoosingthenecessaryparametersofthesolutionprocedure.Weprovetheglobalconvergenceofthisnewmethodundersomemildconditions.Finally,somecomputationalresultsarereportedtodemonstratethepropertiesandefficiencyofthemethod.

Abstract

Partnershipworkingisbecominganincreasinglycommonmethodologyinthepublicsectorforaddressingcomplexsocialissuessuchaspoverty,economicdevelopmentandcrime.Informationsystemshaveavitalroletoplayinenablingsuchinter-organisationalnetworksandinfacilitatingthemulti-disciplinarycollaborationthatisessentialtojointworking.ThispaperreportsaUK-basedactionresearchprojectinthefieldofcommunitysafety.Thepracticalaimwastodevelopamulti-agencydataexchange(MADE)tosupport14crimereductionpartnershipsinthecountyofLancashireinthepreparationoftheircrimereductionstrategies,asrequiredbyrecentgovernmentlegislation.Fromaresearchperspective,theprojectaffordedanopportunitytoexploretheroleofinformationsystemsinsupportingpublicsectorpartnerships,andhencetoopenuparelativelyunresearchedelementofthebroadereGovernmentagenda.Fromapractitionerperspective,MADEhasbeenhighlysuccessful;ithasprovidedsubstantialhelptopartnershipsintheproductionoftheirstrategiesandthereisstrongdemandfortheproject’scontinuation.Ontheresearchside,theworkhasprovidedvaluableinsightsintothedesignanddevelopmentofinformationsystemstosupportmulti-agencycollaborationandonthebarrierstoinformationsharing.Theconceptofa“partnershipdecisionsupportsystem”emergesfromthework,andanumberofprofitabledirectionsforfutureresearchareadumbrated.Methodologically,itisconcludedthatactionresearchisavaluableresearchtoolfordevelopingrelevantandholistictheoryinIS.

Insustainableforestmanagement(SFM),forestryorganizationsarerequiredtocommunicatetothepubliceffectivelytobroadenthegeneralunderstandingoftheireffortsinmaintainingmultipleforestservicefunctions.Thus,thereisarenewedinterestinthescientificstudyoftheperceptionandrepresentationofforests.Forestryphotocontestsprovidevaluableresourcestodeepentheknowledgeabout‘images’thataresharedinalargerpublicandobviouslyappealingtoimaginationsfromtheperspectiveoflaypeople.Thepaperaimsatidentifyingsuch‘icons’throughanewmethodologythatinvolvedexamininggroupdiscussiondynamicsbasedonusingtwosetsofprize-winningpictures.ThepictureswerefromJapaneseandGermanphotocontestswiththecommonthemeof‘forest/trees.’Datawerecollectedwithdifferentsetsofforestpicturesinbothcultures.Intervieweeswereaskedtocategorizethepicturesintoclustersthroughgroupdiscussionswithahighdegreeoffreedom.Theresultsshowratherstablesetsofpairsandclustersofcertainpictures.Whatisbeingincludedintheprize-winningphotosdifferedlargelybetweenJapanandGermany,indicatingseparatediscursivepracticesofforestryorganizationsinthetwocultures.Inadditiontotheserepresentationaldifferencesin‘icons’,perceptionofGermanandJapanesegroupsdifferedincertainthemes.

Abstract

ThispaperexaminestheimpactoftheNewCooperativeMedicalScheme(NCMS)onprivatehealthinsurancepurchasingdecisionsinruralChina,usinglongitudinaldatafromtheChinaHealthandNutritionSurvey(CHNS,2000–2006).ADifference-in-difference(DID)approachisemployedtoestimateNCMSeffects.TheoveralleffectsofNCMSweremodest,butdifferedforadultsandchildren.Wefindthatadultswere2.1%morelikelytopurchaseprivatehealthinsurancewhenNCMSbecameavailable.NCMShadalargerpositiveeffectonadultprivatecoverageinhigherincomegroupsandincommunitieswithapreexistinghealthcarefinancingsystem,knownastheCooperativeMedicalScheme(CMS).WealsofindevidencesuggestingthatNCMScrowdedoutchildprivatehealthinsurance,especiallyinlowerincomegroups.However,thisfindingisnotrobusttocontrollingforothercovariatesincludinghouseholdcharacteristicsandavailabilityofprivateinsuranceinthecommunity.Forbothadultsandchildren,riskpreferencesandsocio-economicstatus,includingincomeandeducation,areimportantpredictorsofprivateinsurancetake-up.Wefindnoevidenceforadverseselectioninthedemandforprivatehealthinsurance.
