我在印第安纳波利斯市的埃里森变速箱公司向大家发表演讲。

我来到这里，是因为这里的工人正在做着重大而意义非凡的事情。

Thehybridtechnologytheymanufacture  herealreadypowersnearly4,000busesallovertheworld–busesthathave  alreadysaved15milliongallonsoffuel.Soon,they’llexpandthisnewtechnologytotrucksaswell.Thatmeansmorevehiclesusinglessoil,  andthatmeansjobs–morethan200newworkersatthisplantalone.

这里，他们生产的混合动力发动机已经装入了世界各地的近4000辆巴士中——这些巴士已经节约了1500万加仑（约合5677万升）的燃料。

很快，他们将会把这项新技术应用到卡车上。

很多人还在找工作。

即使有工作的，很多人也发现他们的薪水跟不上各种东西上涨的速度，从学费到日用品到油价。

实际上，在我国的大多数地方，像印第安纳，油价已经到达了历史最高位。

Soalthoughoureconomyhasn’tbeenthe  focusofthenewsthisweek,notadaythatgoesbythatI’mnotfocusedon  yourjobs,yourhopesandyourdreams.Andthat’swhyIcameheretoAllisonTransmissions.

因此，尽管经济并不是这一周我们关注的重点新闻，但这并不表示过去的每一天里我没有关注大家的就业、希望和梦想。

AllisonTransmissionsisalsopartofthe  ultimatesolutiontohighgasprices.Weknowtherearenoquickfixestothisproblem. Intheshortterm,we’redoingeverythingwe  cantoboostsafeandresponsibleoilproductionhereathome–infact,last  year,Americanoilproductionreacheditshighestlevelsince2003.

埃里森变速箱公司的成功是应对高油价的终极方案之一。

我们知道没有解决这个问题的捷径。

从短期来看，我们将尽一切努力来增强国内石油生产的安全性和责任意识——事实是，美国去年的石油生产量就已经达到了自2003年以来的最高水平。

Butoverthelongterm,theonlywaywe  canavoidbeingheldhostagetotheupsanddownsofoilpricesisifwe  reduceourdependenceonoil.That  meansinvestinginclean,alternativesourcesofenergy,likeadvanced  biofuelsandnaturalgas.Andthatmeans  makingcarsandtrucksandbusesthatuselessoil.

其他国家也知道这些，他们正在全力投资清洁能源技术，创造清洁能源岗位。

但我并不想让其他国家在这些技术和就业上超过我们。

Now,Iknowthatinadifficultfiscal  climateliketheonewe’rein,it’stemptingforsometotryandcutbackour  investmentsincleanenergy.AndI  absolutelyagreethattheonlywaywe’llbeabletoaffordthethingsweneed  isbycuttingthethingswedon’tandlivingwithinourmeans.ButIrefuse  tocutinvestmentslikecleanenergythatwillhelpusout-innovateand  out-competetherestoftheworld.I  refusetocutinvestmentsthataremakingitpossibleforplantslikethis  onetogrowandaddjobsacrossAmerica.

Wecandothis.Idon’tjustbelievethatbecauseIseeit  happeninginplantslikethis.I  believethatbecauseIbelieveintheAmericansmakingithappeninplaces  likethis.I’moptimisticaboutour  economicfuture,becauseforallthechallengesweface,Americaisstill  hometothemostentrepreneurial,mostindustrious,mostdeterminedpeopleon  Earth.There’snothingwecan’t  accomplishwhenwesetourmindstoit.Andthat’swhatwe’llkeepdoingaslongasIhavetheprivilegeof  beingyourPresident.

WASHINGTON  –Inthisweek’saddress,PresidentObamalaidouthisstrategytocontinue  toexpandresponsibleandsafedomesticoilproduction,leveragingexisting  authoritiesaspartofhislong-termplantoreduceourrelianceonforeign  oil.HeisdirectingtheDepartmentoftheInteriortoconductannuallease  salesin Alaska’sNationalPetroleumReserve  –whilerespectingsensitiveareas,tospeeduptheevaluationofoilandgas  resourcesinthemidandsouthAtlantic,andtocreatenewincentivesforindustry  todeveloptheirunusedleasesbothonandoffshore.Also,togivecompanies  moretimetomeethighersafetystandardforexplorationanddrilling,the  administrationisextendingdrillingleasesinareasoftheGulfofMexico  thatwereimpactedbythetemporarymoratorium,aswellascertainleasesoff  thecoastofAlaska.And,heis  establishinganewinteragencyworkinggrouptoensurethatArctic  developmentprojectsmeethealth,safetyandenvironmentalstandards.The  pastfewmonths,risinggaspriceshaveputanaddedstrainonAmerican  families.Whiletherearenoquickfixestotheproblem,thesearesteps,  alongwitheliminatingtaxpayersubsidiesforoilcompaniesandrootingout  fraudandmanipulationinthemarkets,thatareworthtaking.

华盛顿:

在本周的讲话中,奥巴马总统宣布了继续安全负责任地扩大国内石油产量的总体计划，提升现有机构权力作为他降低对国外石油依赖这一长远计划的一部分。

考虑到涉及一些敏感地区，他还指示内政部负责阿拉斯加国家石油储备局的年度租赁销售，加速大西洋中部和南部地区的石油气资源评估，同时也刺激石油开采产业开发陆上和近海的未使用租赁区域。

当然，为了给各公司一些时间在勘测和钻探中满足更高的安全标准，当局也延长了墨西哥海湾受临时禁令影响地区的钻探租赁期，当然也包括阿拉斯加近海区域部分地区的租赁期。
