In1968thecityofPhiladelphia,Pennsylvania,hadaproblem.Thecity’sschoolsystemneededanewschoolbuildingandteachersbutdidnothavethemoneytopayforthismultimillion-dollarproject.Cityofficialssolvedtheprobleminauniqueway.Theydecidedtousethemanyscientificandculturalinstitutionsinthecityastheclassrooms.Expertswhoworkedinthevariousinstitutionswouldbetheteachers.AmongtheseinstitutionsweresuchprestigiousnamesastheFranklinInstitute,withitssciencemuseum,workshops,andclasses;theFreeLibrary,containingnearlyamillionvolumes;theAcademyofNaturalSciences,FelsPlanetarium,andtheRodinMuseum.
Theexperimentineducation,knownastheParkwayProgram,beganinFebruary1969.JohnBremer,anEnglishmanandeducationinnovator,plannedtheprogramandbecameitsdirector.
TheProgramhasgrowninsizefrom142to500highschoolstudentsandissopopularthatthousandsofapplicantsaredeniedplaceseachyear.TheProgramgivesafreedomtohighschooleducationneverknownbefore.Tosupplementbasiccoursesrequiredforadiploma---languages,historyscience---studentsmaychoosefrommorethanahundredothercourses.Anysubjectwillbeofferedifaninstructorcanbefound.Everygroupof15boysandgirlsbelongstoa“tutorialgroup”,ledbyateacherandoneassistant.StudentsintheProgramsaythatschoolisnolongeraplacebutaninterestingactivity.
About100institutionsinPhiladelphia---public,private,commercial---helptheProgram.Duringanyoneweekstudentsmaybefoundinsuchdiverseplacesasabakery,achurchorthemunicipalgasplant.Suchplacesmerelyprovidespaceforclassrooms.OtherinstitutionssuchastheUniversityofPennsylvaniaortheTempleUniversityMedicalSchoolallowtheProgram’sownfacultytoteachintheirlaboratoriesorotherfacilities.Otherestablishmentsprovidebothclassroomspaceandinstruction.Onepharmaceutical-manufacturingcompany,forexample,conductsachemistrycourse.
