 Thankyousomuch. Arigatou. Thankyouverymuch. (Applause.) Goodmorning. ItisagreathonortobeinTokyo--thefirststoponmyfirstvisittoAsiaasPresidentoftheUnitedStates. (Applause.) Thankyou. Itisgoodtobeamongsomanyofyou--JapaneseandIseeafewAmericanshere --(applause)--whoworkeverydaytostrengthenthebondsbetweenourtwocountries,includingmylongtimefriendandournewambassadortoJapan,JohnRoos. (Applause.)

 

ItiswonderfultobebackinJapan. SomeofyoumaybeawarethatwhenIwasayoungboy,mymotherbroughtmetoKamakura,whereIlookedupatthatcenturies-oldsymbolofpeaceandtranquility--thegreatbronzeAmidaBuddha. Andasachild,Iwasmorefocusedonthematchaicecream. (Laughter.) AndIwanttothankPrimeMinisterHatoyamaforsharingsomeofthosememorieswithmoreicecreamlastnightatdinner. (Laughterandapplause.) Thankyouverymuch. ButIhaveneverforgottenthewarmthandthehospitalitythattheJapanesepeopleshowedayoungAmericanfarfromhome.

AndIfeelthatsamespiritonthisvisit:

 InthegraciouswelcomeofPrimeMinisterHatoyama. IntheextraordinaryhonorofthemeetingwithTheirImperialMajesties,theEmperorandEmpress,onthe20thanniversaryofhisascensiontotheChrysanthemumThrone. InthehospitalityshownbytheJapanesepeople. Andofcourse,IcouldnotcomeherewithoutsendingmygreetingsandgratitudetothecitizensofObama,Japan. (Applause.)

Now,Iambeginningmyjourneyhereforasimplereason. Sincetakingoffice,IhaveworkedtorenewAmericanleadershipandpursueaneweraofengagementwiththeworldbasedonmutualinterestsandmutualrespect. AndoureffortsintheAsiaPacificwillberooted,innosmallmeasure,throughanenduringandrevitalizedalliancebetweentheUnitedStatesandJapan.

Frommyveryfirstdaysinoffice,wehaveworkedtostrengthenthetiesthatbindournations. ThefirstforeignleaderthatIwelcomedtotheWhiteHousewasthePrimeMinisterofJapan,andforthefirsttimeinnearly50years,thefirstforeigntripbyanAmericanSecretaryofState,HillaryClinton,wastoAsia,startinginJapan. (Applause.)

Intwomonths,ouralliancewillmarkits50thanniversary --adaywhenPresidentDwightEisenhowerstoodnexttoJapan'sPrimeMinisterandsaidthatourtwonationswerecreating"anindestructiblepartnership"basedon"equalityandmutualunderstanding." 

Inthehalf-centurysince,thatalliancehasenduredasafoundationforoursecurityandprosperity. Ithashelpedusbecometheworld'stwolargesteconomies,withJapanemergingasAmerica'ssecond-largesttradingpartneroutsideofNorthAmerica. IthasevolvedasJapanhasplayedalargerroleontheworldstage,andmadeimportantcontributionstostabilityaroundtheworld--fromreconstructioninIraq,tocombatingpiracyofftheHornofAfrica,toassistanceforthepeopleofAfghanistanandPakistan--mostrecentlythroughitsremarkableleadershipinprovidingadditionalcommitmentstointernationaldevelopmenteffortsthere.

Aboveall,ouralliancehasenduredbecauseitreflectsourcommonvalues--abeliefinthedemocraticrightoffreepeopletochoosetheirownleadersandrealizetheirowndreams;abeliefthatmadepossibletheelectionofbothPrimeMinisterHatoyamaandmyselfonthepromiseofchange. Andtogether,wearecommittedtoprovidinganewgenerationofleadershipforourpeopleandouralliance.

Thatiswhy,atthiscriticalmomentinhistory,thetwoofushavenotonlyreaffirmedouralliance--we'veagreedtodeepenit. We'veagreedtomoveexpeditiouslythroughajointworkinggrouptoimplementtheagreementthatourtwogovernmentsreachedonrestructuringU.S.forcesinOkinawa. Andasourallianceevolvesandadaptsforthefuture,wewillalwaysstrivetoupholdthespiritthatPresidentEisenhowerdescribedlongago--apartnershipofequalityandmutualrespect. (Applause.)

ButwhileourcommitmenttothisregionbeginsinJapan,itdoesn'tendhere. TheUnitedStatesofAmericamayhavestartedasaseriesofportsandcitiesalongtheAtlanticOcean,butforgenerationswehavealsobeenanationofthePacific. AsiaandtheUnitedStatesarenotseparatedbythisgreatocean;weareboundbyit. Weareboundbyourpast--bytheAsianimmigrantswhohelpedbuildAmerica,andthegenerationsofAmericansinuniformwhoservedandsacrificedtokeepthisregionsecureandfree. Weareboundbyoursharedprosperity--bythetradeandcommerceuponwhichmillionsofjobsandfamiliesdepend. Andweareboundbyourpeople--bytheAsianAmericanswhoenricheverysegmentofAmericanlife,andallthepeoplewhoselives,likeourcountries,areinterwoven. 

Myownlifeisapartofthatstory. IamanAmericanPresidentwhowasborninHawaiiandlivedinIndonesiaasaboy.MysisterMayawasborninJakarta,andlatermarriedaChinese-Canadian. MymotherspentnearlyadecadeworkinginthevillagesofSoutheastAsia,helpingwomenbuyasewingmachineoraneducationthatmightgivethemafootholdintheworldeconomy. SothePacificRimhashelpedshapemyviewoftheworld.

Andsincethattime,perhapsnoregionhaschangedasswiftlyordramatically. Controlledeconomieshavegivenwaytoopenmarkets. Dictatorshipshavebecomedemocracies. Livingstandardshaverisenwhilepovertyhasplummeted. Andthroughallthesechanges,thefortunesofAmericaandtheAsiaPacifichavebecomemorecloselylinkedthaneverbefore.

SoIwanteveryonetoknow,andIwanteverybodyinAmericatoknow,thatwehaveastakeinthefutureofthisregion,becausewhathappensherehasadirecteffectonourlivesathome. Thisiswhereweengageinmuchofourcommerceandbuymanyofourgoods. Andthisiswherewecanexportmoreofourownproductsandcreatejobsbackhomeintheprocess. Thisisaplacewheretheriskofanucleararmsracethreatensthesecurityofthewiderworld,andwhereextremistswhodefileagreatreligionplanattacksonbothourcontinents. AndtherecanbenosolutiontoourenergysecurityandourclimatechallengewithouttherisingpowersanddevelopingnationsoftheAsiaPacific.

Tomeetthesecommonchallenges,theUnitedStateslookstostrengthenoldalliancesandbuildnewpartnershipswiththenationsofthisregion. Todothis,welooktoAmerica'streatyallianceswithJapan,SouthKorea,Australia,ThailandandthePhilippines--alliancesthatarenothistoricaldocumentsfromabygoneera,butabidingcommitmentstoeachotherthatarefundamentaltooursharedsecurity.

ThesealliancescontinuetoprovidethebedrockofsecurityandstabilitythathasallowedthenationsandpeoplesofthisregiontopursueopportunityandprosperitythatwasunimaginableatthetimeofmyfirstchildhoodvisittoJapan. AndevenasAmericantroopsareengagedintwowarsaroundtheworld,ourcommitmenttoJapan'ssecurityandtoAsia'ssecurityisunshakeable--(applause)--anditcanbeseeninourdeploymentsthroughouttheregion--aboveall,throughouryoungmenandwomeninuniform,ofwhomIamsoproud.

Now,welooktoemergingnationsthatarepoisedaswelltoplayalargerrole--bothintheAsiaPacificregionandthewiderworld;placeslikeIndonesiaandMalaysiathathaveadopteddemocracy,developedtheireconomies,andtappedthegreatpotentialoftheirownpeople.

Welooktorisingpowerswiththeviewthatinthe21stcentury,thenationalsecurityandeconomicgrowthofonecountryneednotcomeattheexpenseofanother. IknowtherearemanywhoquestionhowtheUnitedStatesperceivesChina'semergence. ButasIhavesaid,inaninterconnectedworld,powerdoesnotneedtobeazero-sumgame,andnationsneednotfearthesuccessofanother. Cultivatingspheresofcooperation--notcompetingspheresofinfluence--willleadtoprogressintheAsiaPacific. (Applause.)

Now,aswithanynation,AmericawillapproachChinawithafocusonourinterests. Andit'spreciselyforthisreasonthatitisimportanttopursuepragmaticcooperationwithChinaonissuesofmutualconcern,becausenoonenationcanmeetthechallengesofthe21stcenturyalone,andtheUnitedStatesandChinawillbothbebetteroffwhenweareabletomeetthemtogether. That'swhywewelcomeChina'sefforttoplayagreaterroleontheworldstage--aroleinwhichtheirgrowingeconomyisjoinedbygrowingresponsibility. China'spartnershiphasprovedcriticalinourefforttojumpstarteconomicrecovery. ChinahaspromotedsecurityandstabilityinAfghanistanandPakistan. Anditisnowcommittedtotheglobalnonproliferationregime,andsupportingthepursuitofdenuclearizationoftheKoreanPeninsula.

SotheUnitedStatesdoesnotseektocontainChina,nordoesadeeperrelationshipwithChinameanaweakeningofourbilateralalliances. Onthecontrary,theriseofastrong,prosperousChinacanbeasourceofstrengthforthecommunityofnations. 

AndsoinBeijingandbeyond,wewillworktodeepenourstrategicandeconomicdialogue,andimprovecommunicationbetweenourmilitaries. Ofcourse,wewillnotagreeoneveryissue,andtheUnitedStateswillneverwaverinspeakingupforthefundamentalvaluesthatweholddear--andthatincludesrespectforthereligionandculturesofallpeople--becausesupportfor
