Acceptingatheorywithoutexperiencingitistoremainpassiveinlife.Withoutexperience,onecanneverknowthenatureandtheextentofanytheory.Asthefamoussayinggoes,'onlythewearerknowswheretheshoepinches',itcanbeunderstoodthatitisonlywhenoneindulgesthatonecomestoknowaboutthedifficultiesofatask.Whetherthetaskiseasyordifficultisaquestionthatcanbeansweredonlywhenitisundertaken.Forexample,whilepreparingforanexam,ifastudentgoesbyjustwhatistoldtohimbyhistutor,thereisnosuretyofhishavinglearnthislessonsproperly.Ontheotherhand,ifthestudenthaspracticedandsolvedthelessononhisown,hewillhaveafirst-handexperienceoftheproblems.Hewouldsolveonhisownandfindouthiscapabilities,hisweaknesses,andthusgetachanceofimprovinghimself.Thisislearningintherealsense.

However,itisalsotruethateverythingcannotbeexperienced.Tolearnaboutthemoonanditsnature,itisnotessentialtogoonthemoon.Theonlywayacommonmancanlearnaboutsuchfarreachedthingsorimaginarytheoriesiswhensomeonetellsthemsomethingaboutthem.Thatmeansyoumaynothaveanexperienceofgoingonthemoon,butitcanbeunderstoodandperceivedbythehumanmind.Thus,experiencecannotbecalledthesoleteacher.Learninghappensinanenvironmentwherethestudentisreadytolearnwhatisavailabletohim.Thus,themostimportantfactorinlearningistheinterestofastudentinthesubject.

Thefirststeptowardslearningismadeonlywiththehelpofaguide.Thustheimportanceoflearningbygettinginspiredcannotbeignored.Itwouldbeanextremestatementtosaythatwithoutexperiencingthereisnolearning.Learningisacontinuousprocess.Itgoesoninthesubconsciousmind,withoutone�sknowledgeofit.Sincethemindisalwaysworkingandabsorbingthings,ithasthecapacityofpickingupideasanddevelopingthemaswell.Thus,beforeyouactuallyexperiencesomethingthemindhasalreadyworkedovertheissueandpreparedabaseforit.

Thus,learningcannotberestrictedtoaparticularmanner.Learningrequiresaparticipationofthemindandbody.Thus,notonlyisitimportanttoexperiencethetheories,butitisalsoimportantthatthelearnerhasamindsetforlearningandgraspingthethingshesees.

Lawsareasystemofrulesthatareformulatedtobringorderinasociety.Thus,lawshelpinbringingasystem,countryorsocietyunderonerulewhicheveryonemustobeyandaccept.Lawsarethereforeenforceduponpeoplewithoutmakinganydistinctionbetweenthemsothatthereisdisciplineandpeaceinasociety.

Sincethewholesocietythatcomesunderoneruleissubjecttothesamelawsofthesociety,itistheresponsibilityofthegoverningauthoritytomakesurethatthelawspertaintothegeneralpublicandarenotagainstthem.Forthispurposewhileformulatinglawsthegovernmentmustlookintotheneedsofthesociety.Moreover,sincetheneedsofasocietyasawholearenotfixedandaresubjecttotime,placeandcircumstances,lawsshouldalsonotbefixed.Itwouldbewrongtosaythatlawsonceformulatedwillneverchange.Suchgovernancewherelawsarenotflexibleandarerigidtakestheformofdictatorship.Therefore,forthepurposeofformingahealthydemocraticsociety,itisimportantthattherequirementsofpeopleshouldbetakenintoconsideration,andcorrespondinglychangesintroducedinlaws.

Theneedsofpeoplechangewithchangingtimes.Whatwasrequiredinthepastisdifferentfromtherequirementsofthepresent.Moreover,withthepassageoftimethesuccessoflawscanbejudged.Thus,accordingtothepresentneeds,achangeshouldbemadeinlaws.Forexample,inthepast,therewererestrictionsputthemerchantstopracticefreetradekeepinginmindtheupliftmentofsmallscaleindustryandpublicsector.However,withthepassageoftime,itwasobservedthatsucharestrictionhasonlyalienatedthecountryandthushasputhurdlesinthewayofprogress.Theprivatesectorformsalargepartofthesocietyandtheirneedsmustalsobetakenintoconsideration.Withtheremovalofsuchrigidlawsandthepracticeoffreetradecomingintoexistence,theeconomyhasbecomestrongerthanever.Thus,lawsformedaccordingtotheneedsofthechangingtimesnotonlybringindevelopmentbutalsopeaceandharmonyinasociety.

Similarly,therecanbechangesincircumstancesthatrequireachangeinlaws.Forexample,incaseofviolenceorattack,itbecomesessentialtoputrestrictionoverthecommonmankeepinginmindtheinterestsofthesociety.Thus,acurfeworastateofemergencycanbedeclaredtobringthecircumstancesbacktonormalcy.However,suchlawsarenotrequiredwhenthecircumstancesdonotallowandthereispeaceeverywhere.Achangeinplacecanalsoseeachangeinlaws.Accordingtolawsandrights,acitizenofacountrymaybefreetomove,settleorbuypropertyinanypartofthecountry,buttherecanberestrictionsputonsuchlibertyaccordingtotheplaceaswell.Someplacesneedtobeprotectedbythegovernmentforvariouspurposes,likesecurity,upliftmentofpoorandminorityetc.Thus,thelawsmustalsobesubjecttochangeinplace.

However,thechangeinlawsshouldnotbemadeattheclickofafinger.Insuchasystemtheimportanceoflawsisdiminished.Therehastobeapredefinedandproperprocedureofamendmentoflawswhichtakesintoconsiderationeveryaspectofthesocietythatwouldgetaffectedwiththechange.Thus,lawsmustbeflexiblebutnotweaksothattheycanbebentandtwistedtoeverydesiredway.Onlystronglawsthattakeintoconsiderationtheinterestsofthesocietyasawholearetheoneswhichformahealthyandpeacefulsociety.

Therearemanywaysoflookingatathing.Similarly,therearemanyconsequencesofaparticularthing.Youcanreachthedesiredgoalaccordingtothepathyouchoose.Itisthusamatterofchoosingthecorrectpathatthecorrecttime.Iftherighttimeisover,thenthereisnowaytoturnbackandmendyourways.Thatiswhyyoumustbeverycautiousofyouractionsandthinkbeforeyouleap.
