Abstract:
Toconductmanagementandcontrolofthecostoftheconstructionprojectisanimportantlinkintheprocessofcarryoutconstructionengineering,itisrelatedtothecostcontrolandmanagementfromsetingupprojecttothefinalacceptanceofproject,andthewholeprocessinvolvesinthedesign,construction,andcompetentdepartments,thefundamentalpurposeistoconducteffectivemanagementandcontroltothecostofvariousstagesoftheproject,andthenimprovetheeconomicandsocialbenefitsoftheinvestorsandensurethequalityoftheproject.

1.briefintroductionofengineeringcostcontrolandmanagement
Thecontrolandmanagementofengineeringcostmaketheimportantmanagementpartintheprocessofprojectdevelopmentmainlymanagetheinvestmentcostandprojectpriceoftheproject.Thebasicpurposeofengineeringcostcontrolandmanagementistoplan,manageandcontroltheprojectinordertorealizetheexpectedreturnoftheproject.Thesignificanceofengineeringcostcontrolandmanagementistomakereasonabledeterminationandeffectivecontrolofengineeringcostbymeansofscientificmanagementmethodsandmethods.

quality,durationandcostitself.Intheprocessofcostcontrolandmanagement,itisnecessarytomakeacomprehensiveanalysisandpredictionofthechangesandtrendsoftheseelements,andcontrolallfactorsthataffectthecostoftheproject.Weknowthattheprojectwillexistmanyuncertainfactorsintheprocessofconstruction,theprojectcostisdividedintoriskcost,costandcostuncertaintycompletelydeterministic,thesedifferentcostwillrunthroughthewholeprocessoftheproject,andultimatelyformacompleteengineeringcost.Inordertorealizethecontrolandmanagementofconstructioncost,wemustconsideritfromthreeaspectsofrisk,cost,uncertainty,costandcompletecertainty.

2.1theinvestmentdecision-makingstageisnotenoughemphasisonthecontrolandmanagementofprojectcost
Theoriginofprojectcostistheinvestmentdecision,atthisstagethecostaccountedforabout0.8%ofthetotalcostoftheproject,projectcostpredictioninthedecision-makingphaseoftheprojectcostcontrolisthemostdirectandeffectivemeans.Thedevelopedcountriesattachgreatimportancetothestudyofthecontrolandmanagementoftheprojectcostduringtheinvestmentdecision-makingstage,anddrawamoreaccuratecostoftheproject.Theconstructionprojectofourcountrywidespreadinvestmentexpansionphenomenon,whichalsomakestheextensionoftheconstructionperiod,whichincreasetheprojectcost,whichisduetothelackofresearchontheprojectcostintheinvestmentdecision-makingstage,andalotofprojectcostisestimatedbypastexperience,sotheprojectcostiscertainlynotreasonable.Mainreasonforthisphenomenonisthatsomeprojectsintheprojectstageassoonaspossibleinordertoobtaintheapprovalofrelevantdepartments,usuallyreservedtothefundinggapandcompressionprojectinvestmentamount;therearesomeloopholesinthepreliminarydesignoftheproject,calculateprojectcostfrommarketconditions;intheprojectdevelopmentprocess,theconstructionunitrequirementsexceedthedesignstandard.
2.2designstage,poorcontrol
Toeffectivelycontrolandmanagethecostoftheproject,itisnecessarytoensurethatthedesignoftheprojectinthedesignstageshouldbecomprehensiveandrigorous.Atpresent,manyprojectsinChinafortheconstructiondesignisusuallyusedtocompletethebidding,butmanydesignunitsforthetechnologyandconstructionprocessoftheprojectapplicationisnotanalyzedthoroughly,thedesignprocessapproachappeartoignoretechnologycost,payattentiontoprojectqualityandignoretheprojectcost,missedandwrongcalculationsituationalsoexistedinengineeringbillinthesecases,notonlyincreasethecostoftheproject,butalsoincreasetheprojectcostcontrolandmanagementdifficulty,itisdifficulttocarryouteffectivecontrolandmanagementofEngineeringcost.
2.3theprojectquantitylistpricingmethodhasnotbeenfullyadopted
Engineeringcostcontrolandmanagementmustusethebillofquantitiesquotation,whichisalsothedevelopmenttrendofconstructioncostcontrolandmanagement.Theresultoftheapplicationabroadprovesthattheconstructionperiod,thequalityoftheprojectandthecostoftheprojectcanbeshortened,andthelegitimaterightsandinterestsofthebidderandthetendereecanalsobeprotected.
