1SCOPE

ThisBUCCQualityManual(QM)isthemaindocumentthatdescribesBUCC'sQualitySystem.ItservesasapermanentreferenceintheimplementationandmaintenanceofthesystemwhichissetuptomeettherequirementsofISO9002:

1994.

ThefieldofapplicationoftheQMcoversprimarilytheconstructionactivitiesattheprojectsites.ItalsocoversthesupportactivitiesatHeadOfficeChina(HOC)sincethesearealsocontributingtotheprojectperformance.

TheQualitySystemisapplicabletothesiteconstructionandinstallationactivitiesdefinedinsection1.3ofthisQM.ItalsoappliestoallgeographicallocationswhereBUCCoperatesprojects,evenif,forcommercialreasons,thecompanyoperatesunderadifferentnamethanthatspecifiedonthecertificate.

INTRODUCTION

2.1General

TheQualityManualRevisionAwasfirstissuedin1993,forimmediateimplementationbyBUCCpersonnel.Sinceitsintroduction,ithasbeenrevisedtobringtheQMinlinewiththe1994editionoftheISO9002standard.

TheQMwasissuedinorderto:

1)CommunicateBUCCpoliciesandprocedures.

2)DemonstratecomplianceoftheBUCCqualitysystemwiththerequirementsofISO9002:

1994.

3)GiveconfidencetoBUCCClientsofthecompany'sabilitytodeliverandmaintainthedesiredqualityinconstructionandinstallationservices.

4)FamiliarisepersonnelintheBUCCqualitysystemandprocedures.

5)UseitasatoolbyBUCCmanagementforoverallperformancemeasurement,evaluationandinitiationofqualityimprovementefforts.

2.2CompanyHistory

TheBUCCHeadOfficeislocatedinBeijing,Chinaandprovidessupport,guidanceandmonitoringtotheareaoperations.

2.3MainFieldsofActivities

ThefieldsofactivitycoveredbythisQMandforwhichitappliesarelistedbelow:

QUALITYMANUALCONTROL

1)ThisQualityManualwaspreparedbyHOCQualityAssuranceDepartment(QAD)reviewedbytheManagerConstructionDepartmentandapprovedpriortoissuebytheChiefEngineer.

2)Followingapproval,theQMisdistributedbyQADinacontrolledmanner.ControlledcopiesarestampedandnumbereduniquelyinaccordancewiththedistributionlistretainedbyQAD.UncontrolledcopiesoftheQMmayalsobedistributedforproposalpurposes,customeroffsiteusageandotherreasons.Theseshallbestampedas'UNCONTROLLEDCOPY'andshallbeissuedbyQADwhereappropriate.Controlofsuchcopiesshallnotbemaintained.

3)OnlycontrolledcopiesshallbeusedbyBUCCpersonnel.

4)RevisionstotheQMshalltakeplacetomeetrespectivechangesinapplicablestandards,administrativechangesinBUCCaswellasimprovementsinthequalitysystem.

a)ChangestotheQMmaybeproposedbyanyQMuserwithinBUCC.ChangesshallbecommunicatedtoHOC-QADorminutedinManagementReviewMeetings.

b)Revisedsectionsshallbemarkedbyaverticallineontherighthandsideofeachpage.Thenewrevisionnumbershallbemarkedagainstthislineasappropriate.ThispresentissuehasbeenrenumberedtoREV1.

c)HOC-QADisresponsibleforreceipt,assessmentandprocessingofproposedchangesasperparagraph2.4.1.

d)EachholderofacontrolledcopyoftheQMshallbegivenacontrolledcopyoftherevisedpagesforincorporationintohisQM.Thereplacedpagesshallbedestroyedbytheholder.

e)Revisedparagraphshallbemarkedasdescribedinparagraph2.4.2,andalistofamendedparagraphs(aswellastheamendedpages)shallbedistributedbyHOC-QADtoallQMcontrolledcopyholders.

f)TheQMshallbeupdatedandre-issuedeverythreeyears.

QUALITYPOLICYANDOBJECTIVES

1)InrecognitionoftheimportanceofimplementingaqualitysysteminitsoperationsandconcurrentlytosatisfyClient'srequirements,BUCCencouragesallemployeestoproposemodificationsofthesystemorspecificprocesseswithinthesystem,inordertoensurecontinuousimprovements.

2)TheBUCCqualitypolicyisexpressedattheworkfaceasfollows:

TheProjectManagershavetheoverallresponsibilityonaprojectforqualityofconstruction.ThisresponsibilityisalsodelegatedtotheProjectQualityAssuranceManager/EngineerandProjectQualityControlManager/Engineer.Boththesefunctionshavetheorganisationalfreedomandauthoritytoinitiateactiontopreventtheoccurrenceofproductnonconformity.Theyalsopossessthenecessaryresourcestoverifyqualitybyinspections,testsandmonitoringoftheconstructionactivities.

Amethodologicalstatementdefiningmanagerialresponsibilitiesandauthoritiesrelatedtothemanagementofthecompany'squalitysystem.Definingwhoisdoingwhat,how,whereandwhenandwithwhomtheyinterface.

ProjectQualityPlan

Adocumentsettingoutthespecificqualitypractices,resourcesandsequencesofactivitiesrelevanttoaparticularproject.

8)MS:

MethodStatement

Aprojectdocumentthatdefinesdetailedactivities,theproceduretobefollowed,thespecialisedtooling,safetyrequirementsapplicabletotheexecutionofconstruction/installationworkinacorrect,efficientandsafemanner.

9)ITP:

InspectionandTestPlan

Adocumentthatdefinestheactivitiesthatrequireinspectionand/ortests(witness/holdpoints),thecontrollingspecifications,theacceptancecriteria,thepersonsresponsibleandtherecordstobeproduced.Usually,thepresentationoftheITPisintabularform.

10)QCP:

QualityControlProcedure

Aprocedurethatcompliments,(asandwhenrequired)theITP,byprovidinginformationthatcannotpracticallybeincludedintheITP,butisnecessaryinordertoperformandcontrolinspectionsandtests(i.e.weldcontrol,concretepouring,lightingsystems,etc.).QCP'sarealsoissuedwheninternationalstandardsand/orcontractspecificationsdonotcontainsufficientinformationonhowtocontrolthequalityofanactivityorhowtoperformtherequiredinspections/tests.

AllcontractsrelatedtoconstructionworksexecutedatsitelocationsandtowhichtheBUCCqualitysystemapplies.

ORGANISATION

BUCCrecognisesthatinordertoimplementaqualitysystemandmeetitsclient'srequirementsadequatelyandefficiently,everyemployeemustbeallowedtoparticipate,improveandmodifyprocessesforwhichthepersonisresponsible.DetailedauthoritiesandresponsibilitiesofHOCManagementandBUCCProjectManagersandprojectteamsaredefinedintherelevantQualityManagementProceduresandProjectQualityPlans.

HOCprovidesestimation,constructionsupport,administration,personnel,PMV,designandcomputerandequipmentadministrationservicestotheprojectsinthecivil,mechanical,electrical/instrumentationandHVACfields.Otherdepartmentsandservices,suchascorporateaccounts,insuranceandlegalarealsoprovidedtotheprojects.Thesehowever,areoutsidethescopeofthisQMandconsequentlythequalitysystem.

RESPONSIBILITIESANDAUTHORITIES

8.1General

DepartmentManagersareresponsiblefortheimplementationofthequalitysystemintheirareaandhavetoensurethattheirstaffsareawareofthesystemrequirementsandunderstandwhatisrequiredofthem.DepartmentManagersareresponsibleforthedevelopmentandimplementationofproceduresbytheirstaffasappropriate.

Managingpersonnelmaydelegateworkorresponsibilitiestoappropriatelyqualifiedandexperiencedsubordinatesbuttheoverallresponsibilityremainswiththemanagingpersonnel.

TheEstimatingandConstructionSupportDepartmentaredividedintothreedisciplines:

Mechanical,CivilandElectrical/Instrumentation.ConstructionSupportprovidesengineering,planning,budgeting,purchasingandprojectco-ordinationandmonitoringservicesfortheprojects.

ProjectCo-ordinatorsassisttheprojectsinallaspectsandco-ordinatewithotherHOCdepartmentsaswellaswith
