It serves as a permanent reference in the implementation and maintenance of the system which is set up to meet the requirements of ISO 9002: 1994.The fie
6、ld of application of the QM covers primarily the construction activities at the project sites. It also covers the support activities at Head Office China (HOC) since these are also contributing to the project performance.The Quality System is applicable to the site construction and installation acti
7、vities defined in section 1.3 of this QM. It also applies to all geographical locations where BUCC operates projects, even if, for commercial reasons, the company operates under a different name than that specified on the certificate. 2 INTRODUCTION2.1 GeneralThe Quality Manual Revision A was first
8、issued in 1993, for immediate implementation by BUCC personnel. Since its introduction, it has been revised to bring the QM in line with the 1994 edition of the ISO 9002 standard.The QM was issued in order to:1) Communicate BUCC policies and procedures.2) Demonstrate compliance of the BUCC quality s
9、ystem with the requirements of ISO 9002: 1994.3) Give confidence to BUCC Clients of the companys ability to deliver and maintain the desired quality in construction and installation services.4) Familiarise personnel in the BUCC quality system and procedures.5) Use it as a tool by BUCC management for
10、 overall performance measurement, evaluation and initiation of quality improvement efforts.2.2 Company HistoryThe BUCC Head Office is located in Beijing, China and provides support, guidance and monitoring to the area operations.2.3 Main Fields of ActivitiesThe fields of activity covered by this QM
11、and for which it applies are listed below: Marine Construction Works Civil Works Heavy and light industrial plants3 QUALITY MANUAL CONTROL1) This Quality Manual was prepared by HOC Quality Assurance Department (QAD) reviewed by the Manager Construction Department and approved prior to issue by the C
12、hief Engineer.2) Following approval, the QM is distributed by QAD in a controlled manner. Controlled copies are stamped and numbered uniquely in accordance with the distribution list retained by QAD. Uncontrolled copies of the QM may also be distributed for proposal purposes, customer offsite usage
13、and other reasons. These shall be stamped as UNCONTROLLED COPY and shall be issued by QAD where appropriate. Control of such copies shall not be maintained.3) Only controlled copies shall be used by BUCC personnel.4) Revisions to the QM shall take place to meet respective changes in applicable stand
14、ards, administrative changes in BUCC as well as improvements in the quality system.a) Changes to the QM may be proposed by any QM user within BUCC. Changes shall be communicated to HOC-QAD or minuted in Management Review Meetings.b) Revised sections shall be marked by a vertical line on the right ha
15、nd side of each page. The new revision number shall be marked against this line as appropriate. This present issue has been renumbered to REV 1.c) HOC-QAD is responsible for receipt, assessment and processing of proposed changes as per paragraph 2.4.1.d) Each holder of a controlled copy of the QM sh
16、all be given a controlled copy of the revised pages for incorporation into his QM. The replaced pages shall be destroyed by the holder.e) Revised paragraph shall be marked as described in paragraph 2.4.2, and a list of amended paragraphs (as well as the amended pages) shall be distributed by HOC-QAD
17、 to all QM controlled copy holders.f) The QM shall be updated and re-issued every three years.4 QUALITY POLICY AND OBJECTIVES1) In recognition of the importance of implementing a quality system in its operations and concurrently to satisfy Clients requirements, BUCC encourages all employees to propo
18、se modifications of the system or specific processes within the system, in order to ensure continuous improvements.2) The BUCC quality policy is expressed at the work face as follows:The Project Managers have the overall responsibility on a project for quality of construction. This responsibility is
19、 also delegated to the Project Quality Assurance Manager/Engineer and Project Quality Control Manager/Engineer. Both these functions have the organisational freedom and authority to initiate action to prevent the occurrence of product nonconformity. They also possess the necessary resources to verif
20、y quality by inspections, tests and monitoring of the construction activities.5 DEFINITIONSFor the purpose of this manual, the definitions given in ISO 8402: 1994 apply, together with the following:1) HOC: Head Office in China2) QAD: Quality Assurance Department, based at HOC.3) PMV: Plant, Machiner
21、y and Vehicles4) ISD: Information Systems Department5) QM: Quality Manual ( This present document) 6) QMP: Quality Management Procedure A methodological statement defining managerial responsibilities and authorities related to the management of the companys quality system. Defining who is doing what
22、, how, where and when and with whom they interface.7) PQP: Project Quality PlanA document setting out the specific quality practices, resources and sequences of activities relevant to a particular project.8) MS: Method StatementA project document that defines detailed activities, the procedure to be
23、 followed, the specialised tooling, safety requirements applicable to the execution of construction/installation work in a correct, efficient and safe manner.9) ITP: Inspection and Test PlanA document that defines the activities that require inspection and/or tests (witness/hold points), the control
24、ling specifications, the acceptance criteria, the persons responsible and the records to be produced. Usually, the presentation of the ITP is in tabular form.10) QCP: Quality Control ProcedureA procedure that compliments, (as and when required) the ITP, by providing information that cannot practical
25、ly be included in the ITP, but is necessary in order to perform and control inspections and tests (i.e. weld control, concrete pouring, lighting systems, etc.). QCPs are also issued when international standards and/or contract specifications do not contain sufficient information on how to control th

28、cipate, improve and modify processes for which the person is responsible. Detailed authorities and responsibilities of HOC Management and BUCC Project Managers and project teams are defined in the relevant Quality Management Procedures and Project Quality Plans.HOC provides estimation, construction
29、support, administration, personnel, PMV, design and computer and equipment administration services to the projects in the civil, mechanical, electrical/instrumentation and HVAC fields. Other departments and services, such as corporate accounts, insurance and legal are also provided to the projects.
30、These however, are outside the scope of this QM and consequently the quality system.8 RESPONSIBILITIES AND AUTHORITIES8.1 GeneralDepartment Managers are responsible for the implementation of the quality system in their area and have to ensure that their staffs are aware of the system requirements an
31、d understand what is required of them. Department Managers are responsible for the development and implementation of procedures by their staff as appropriate.Managing personnel may delegate work or responsibilities to appropriately qualified and experienced subordinates but the overall responsibilit
32、y remains with the managing personnel.The Estimating and Construction Support Department are divided into three disciplines: Mechanical, Civil and Electrical/Instrumentation. Construction Support provides engineering, planning, budgeting, purchasing and project co-ordination and monitoring services for the projects.Project Co-ordinators assist the projects in all aspects and co-ordinate with other HOC departments as well as with
